1. Description of Supplies/Services.

Standard Enterprise software usage and maintenance &support. Patch & Upgrades as released.
The requested ☒ supplies ☐ services represent the minimum requirements of the government, which have been verified by the certifying technical and requirements personnel.

3. Rationale Justifying Use of Cited Regulatory Authority.

Without this software, Corona will be unable to participate in the Networked Digital Signage (NERDS) program which will impair our involvement in the valuable information and technological advances (headed by Naval Undersea Warfare Center, Newport). Thus, the NERDS program is directly involved in the gathering of valuable information and technological intel, enabling speedy and accurate responses. Without the program, the base will not have a method to display information on the many televisions stationed in the hallways of the buildings around the base.
4. Implication of Procuring another Brand/Manufacturer.
a.) ☐ Unacceptable Delays in Fulfilling the Agency’s Requirements.

Using a different manufacturer is not acceptable as our current infrastructure is only compatible with the software we are requesting. The NERDS program is the only networked digital signage, which is approved by NMCI, that has been ran and tested over several years. Aside from email, it is the only tool to disseminate information out to Navy workforce in real time, including emergency messages. The lapsing of this support, without the exact software and version will prevent Corona from mission support and complying with the use of media players.
After multiple years of testing, conducting research, and actively being used in the field, it has been concluded that there are no alternative vendors, except AERVA, who can pride the necessary Digital Signage software and maintenance for our required products. These minimum specifications are determined by DOD and NETWARCOM policies enforcing Information Assurance (IA) compliance with Secure Socket Layer (SSL) and Common Access Card (CAC) logon.
b.) ☐ Substantial Duplication Of Cost To The Government That Is Not Expected To Be Recovered Through Competition.

For the reasons stated in Paragraph 4, c., and 3, (a)(f), NSWC Corona, C104 does n have plans at this time to compete future contracts for the types of supplies/services covered by this document. If another potential source emerges, NSWCCO will asse whether competition for future requirements is feasible.
