ATTACHMENT 1 - CONTAINER REQUIREMENTS WOODEN SHIPPING CONTAINERS

1. GENERAL SUPPLIES REQUIREMENTS

The Contractor shall provide shipping containers fabricated in accordance with American Society for Testing Materials (ASTM) D6251/D6251M entitled Standard Specification for Wood-Cleated Panelboard Shipping Boxes. ASTM International is a globally recognized leader in the development and delivery of international voluntary consensus standards. ASTM International affords the general public access to these standards via a paid on-line subscription. Please see https://www.astm.org/ to see the referenced specifications.

Each shipping container shall be shipped completely assembled.

Each wood shipping container shall comply with the International Standards for Phytosanitary Measures Publication No. 15 (ISPM 15): Guidelines for Regulating Wood Packaging Material in International Trade.

2. SPECIFIC SUPPLIES REQUIREMENTS

A. ASTM D6251 Specifications

i. Each wood container shall be fabricated in compliance with the American Society for Testing and Materials (ASTM) D6251/D6251M entitled Standard Specification for Wood-Cleated Panelboard Shipping Boxes. The ASTM D6251 supersedes PPP-B-601H. The following classification data for the box shall apply:

Type: III – Plywood Class: 2 – Overseas Style: A – Standard Box Corner

ii. Each wood container shall be constructed in accordance Attachment 2 – SPI Container Sketch and Attachment 3 – SPI Number 01-113-8188, to include designated part numbers 1-4 and 8. The pad and insert part numbers (2-1, 2-2, 3-1 and 3-2) shall be fabricated in accordance with Commercial Item Description A-A-59136, Type 1, Class 1, Grade A.

iii. A notched pad with squared corners will be acceptable for the top and bottom pads of P/N 3-2.

iv. Each wood container shall have a skid mounted on the bottom of the container for crate support and ease of handling per the attached sketch.

v. Each wood container shall be in compliance with the International Standards for Phytosanitary Measures Publication No. 15 (ISPM 15): Guidelines for Regulating Wood Packaging Material in International Trade

vi. Each wood container shall meet the requirements of MIL-STD 2073-1 Level A.

vii. Each wood container shall be marked in accordance with DoD Military Standards (MIL-STD 129R).

viii. Special Marking Requirements: Each wood container shall have special markings on the top of the container with the following information: RESUABLE CONTAINER AND DUNNAGE and DO NOT DESTROY. The Contractor shall mark the outside dimensions, in inches, and the SPI number on the front side of the wooden container.

3. PACKING AND MARKING REQUIREMENTS

A. All shipping containers shall be packaged best commercial practice in accordance with ASTM D3951-10 and marked in accordance with MIL-STD-129R.

B. Crates may be banded together in bundles using steel banding material not to exceed a maximum of five (5) crates per bundle and should not be stacked higher than two (2) bundles high. Crates must be stacked squarely & secured adequately to prevent load from shifting while in transit. Crates must be kept covered while in transit and delivered using a vehicle that allows for loading & unloading from the side.

C. All shipments shall contain proper shipping documentation. Contractor shall attach a water-resistant envelope containing all mandatory commercial shipping documentation to the exterior of the shipment.

D. Special Marking Requirements. Each shipping container shall have special markings as required by the applicable ASTM guideline(s).
