JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION

5 Axis Machining Center

1. Description of Requirement

I recommend that GRC negotiate only with Phillips Federal Division for production and delivery of a HAAS Automation UMC – 1000 Machining Center with a maximum award value not to exceed $280,000.00.

1. Statutory Basis for Other Than Full and Open Competition

The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1), only one responsible source and no other supplies or services will satisfy Agency requirements.

1. Rationale In Support of Statutory Authority

To increase in-house capabilities in support of the Mars Spring Tire (MST) project (WBS 944088) a 5 Axis machining center is required. MST has a need for machined rims and hubs to assemble prototype tires for in-house testing and for delivery to JPL and ESA. The project is continuing to evolve the design as research, testing, and requirements development proceed. Future designs may increase in complexity to reduce parts count or to simplify assembly. A modern 5-axis machining center will increase Fabrication Division ability to react to evolving design as research, testing, and requirements development progress. The existing 5-axis mill is a 35-year-old model and has a limited capacity. All 5-axis machining request must be sent out because it is either too large or no technicians available to operate. NASA GRC has a lot of other HAAS equipment and avoiding the learning curve of a different make and model is vital to keep several project deadline requirements on track.

Other recent and current work which would have benefited from this machine include: NEAT’s VacSol (Vacuum Rotary Feedthrough) Bracket, Plug Nozzle for AAPL (CST Program), FBCE Test Sections, 8x6 Strut Porous Fill Plate (currently in house), H71M Thruster Components (currently in house)

1. Description and Results of Market Research

The Fabrication Division has begun over the last 4 years to modernize it age machining capacity. Having multiple brands of equipment with several types of controller made fully utilizing the technicians challenging. In addition, Fab Div. realize that several project will expected the need 5-axis machining in the near future and new equipment is necessary. The realization that the exiting HAAS CNC (Computer Numeric Controlled) machining center where the most operated equipment. This meant the staff is familiar with equipment for producing quality hardware. With the need for a 5-axis machining center, the HAAS UMC-1000 was identified as equipment that was best suit this application.

HAAS UMC-1000 would solve two problems that the division, need for modern 5-axis Mill and moderate the training cost. UMC-1000 has a modern CNC interface that works with current programming tools, and is common with the other CNC machinery in the Machine Shop. Only the extra 5-axis module training would be required. This reduces training cost and familiarization time while increasing the operator pool. It also has an enclosed high-speed machining which used high coolant flow. Our old 5-axis machine is an open frame and high-pressure coolant sprays are impractical.

1. Determination of Fair and Reasonable Cost

The vendor will be required to submit a proposal to be evaluated by the Contracting Officer and technical personnel, with support from internal Price Analysts and external organizations (e.g. DCAA, DCMA) as needed. The guidance and techniques specified at FAR 15.404 and NFS 1815.404 will be followed during the proposal evaluation. If appropriate, price analysis and technical analysis per FAR 15.404-1(b) and (e), and NFS 1815.404-1(e) will be performed to determine and negotiate a fair and reasonable price. If price analysis is not appropriate, then cost analysis and technical analysis, per FAR 15.404-1(c) and (e), and NFS 1815.404-1(e) will be performed to determine and negotiate a fair and reasonable price.

VI. Actions to Remove or Overcome Barriers to Competition

At this time, the marketplace for the above mentioned procurement is competitive. However, compatibility and the avoidance of the learning curve caused by procuring a model other the HAAS system is vital for NASA GRC’s ongoing activities. Procuring the HAAS UMC-1000 from Phillips Federal Division is most advantageous for the NASA GRC because they are the only licensed reseller of this model.
