About this file
This is a solicitation for optical transport system equipment and services to support a Marine Corps live fire training range complex on Guam. The Naval Surface Warfare Center Corona Division requires materials and labor to procure, install, configure, integrate and interface an optical transport system node at a new area distribution node building on the range complex, with connections to existing nodes at other facilities. Interested parties may submit capability statements by the response date in the posting. The Navy intends to make a sole source award to Lucent Government Services, a division of CACI, for a firm fixed price contract to provide equipment, project management and installation services within 60 days of award. The contractor must have experience with the Nokia 1830 packet switching system and meet security clearance requirements for work on secure sites.

Section C - Descriptions and Specifications
GENERAL
The contractor is hereby advised that the United States Government and Agencies thereof are exempt from State and Local Government tax by virtue of Article 6 of the United States Constitution. No exemption certificate is required.
1. INTRODUCTION
The Naval Surface Warfare Center Corona Division (NSWC-C) Defense Policy Review Initiative (DPRI) team requires material and services for Optical Transport System (OTS) in P-715 Marine Corps Live Fire Training Range Complex (MCLFTRC).
2. BACKGROUND
The Marine Corps Forces Pacific (MARFORPAC) Defense Policy Review Initiative (DPRI) Planning Group (PG) is responsible for the planning, design, and installation of Command & Control, Computers, Communications / Information Technology (C4/IT) solutions in support of the MARFORPAC DPRI Relocation Program on Guam and Tinian. MARFORPAC DPRI has partnered with NSWC-C to integrate C4/IT solutions for the program.
NSWC-C is supporting DPRI on Military Construction (MILCON) Project P-715. In order to obtain full operational capability, NSWC-C needs to augment the existing Optical Transport System by installing compatible electronic equipment within the MICON P-715 Area Distribution Node (ADN). This system will provide the primary communication transport for all network services supporting MCLFTRC.
3. SCOPE
Under this Statement of Work (SOW), the NSWC-C is tasking the Execution Agent (Contractor) to provide Level of Effort (LOE) support for the procurement, installation, configurations, and commissioning of the OTS in P-715 Marine Corps Live Fire Training Range Complex. The Contractor must be able to provide sufficient technical expertise, services and materials as necessary to effectively and efficiently install, verify operation and troubleshoot for the system. The Execution Agent will also provide project management services required to properly execute the project.
The objective is to successfully integrate a Nokia 1830 PSS solution within the P-715 MILCON Project ADN, with service aggregation router, and provision circuits, into a production system immediately after the anticipated Beneficiary Occupancy Date (BOD) July of 2021. Timeline and scheduling will be based on BOD.

5. REQUIREMENTS
5.1 General
Within the ADN in MILCON Project P-715, the OTS shall provide local access support for a minimum of ten (10) T1, eighteen (18) 1GbE and two (2) encrypted 10GbE (black and white) interfaces according to the government provided design documentation. The OTS shall provide WAN interfaces according to the government provided design documentation. The OTS configuration shall be compliant with the latest JITC approval for the Nokia PSS OTS, compatible with the existing Guam OTS network.
Contractor to procure install, configure, integrate and interface the OTS system, to the existing OTS and Guam Enterprise Management Network (GEMNET) Systems. Ensure OTS equipment installed in the ADN can be configured and managed by the configuration PC connected on the GEMNET system. Configuration images of the switch and computers/servers will be provided by the Government.
The contactor to procure and install server PC, Cisco 3650 Switch and ancillary equipment in support of GEMNET within the ADN in MILCON Project P-715.
The contractor shall install OTS components for existing OTS systems in Finegayan Building 150 according to the government provided design documentation. This is the termination point for the first 10 GbE encrypted black and white interface. New Outside Plant (OSP) single-mode fiber optic cables will be provided as part of the MILCON for this interface.
The contractor shall install OTS components for existing OTS systems in Air Force Building 61300 according to the government provided design documentation. This is the termination point for the second 10 GbE encrypted black and white interface. New (OSP) single-mode fiber optic cables will be provided as part of the MILCON for this interface.
5.2 Procurement Support
Contractor shall review Government generated Bill of Material (BOM) and Installation Design Plan (IDP) and provide feedback prior to the execution of procurement. Contractor to confirm critical items are identified within the BOM for the successful integration of the system. Contractor to determine that proposed equipment is sufficient for the integration of the Nokia based PSS 16 shelf solution to be installed in the ADN building within the MILCON project P-715.
The contractor shall ensure that the government provided design and BOM are captured, coherent and complete. The contractor shall provide recommended modifications to the BOM, if required.
Contractor will procure the warranty for the OTS equipment located within this scope of the install, to match the support of the existing system in Guam.
The contractor shall provide consulting services updates to the design and installation documentation as required.
No travel anticipated during this portion of the effort. No movement nor management of equipment anticipated.
5.3 Pre-Installation Test and Check Out (PITCO)
Provide facilities located in the Contiguous United States (CONUS) for system integration and demonstration.
Facility to allow access for government oversight during the demonstration of the system.
Contractor to manage and track the government provided assets (model and serial numbers).
Contractor shall provide plan for simulating the production system and integrating in the lab environment and Government representative to provide feedback and updates. The plan is a documentation checklist for ensuring the following:
Ensure that all active and spare components function as expected.

If the Commercial Supplier Agreement is invoked through an “I agree” click box or other comparable mechanism (e.g., “click-wrap” or “browse-wrap” agreements), execution does not bind the Government or any Government authorized end user to such requirement.
(iii) Any such requirement is deemed to be stricken from the Commercial Supplier Agreement.
(e) Automatic renewals. License Agreements will expire at end of the term identified in the Purchase Order/Contract. Automatic renewals are not permitted and any such provision is void.
