STATEMENT OF WORK
To
Decommission Multiple NE Sites May 2021
A. BACKGROUND
The Air and Marine Operations Center (AMOC), as a national law enforcement entity, plays an integral role in protecting the American people from acts of terrorism and criminals seeking to exploit the National Airspace System. Tasked and directed by the National Strategy for Aviation Security (National Security Policy Directive 47), the AMOC has become the foremost aviation-oriented law enforcement operations center in the United States. The AMOC is manned by interagency and international personnel to effect hemispheric law enforcement interdiction operations.
The AMOC is responsible for securing the airspace at our Nation’s borders and beyond through detection, monitoring, sorting and interdiction of threats within the continental United States and extending 100 nautical miles offshore and 150 nautical miles from the shores of Puerto Rico. As a multi-agency domain awareness and law enforcement operations center, AMOC provides immediate operational coordination, criminal case support and tactical targeting within the general aviation domain and serves as the processing, exploitation and dissemination hub for National Unmanned Aircraft Systems Operations. The AMOC works closely with Customs and Border Protection, Immigration and Customs Enforcement, the Department of Defense, Federal Aviation Administration, Drug Enforcement Administration, Federal Bureau of Investigations and other international, federal, state and local law enforcement and governmental partners to mitigate criminal activity and emerging transnational threats throughout the United States and partner Nations. Through highly qualified and experienced personnel, advanced technology and numerous domestic and foreign partnerships, the AMOC is able to address the global threat of terrorism on multiple levels.
Fully integrated sensors, databases and communications capabilities such as the AMOC UHF Radio Network provide DHS and interagency partners with a highly sophisticated domain awareness and ability to direct law enforcement agents in the prevention and interdiction of terrorist/criminal activity.
Utilizing a unique combination of off-the-shelf, specifically designed technology, and a vast assembly of circuitry the Air and Marine Operations Surveillance System (AMOSS) is the most advanced surveillance system in the United States.
B. OBJECTIVE
The AMOC recently was directed to divest from the AMOC UHF Radio Network. The AMOC UHF Radio Decommissioning Plan was approved by HQ AMO and we are methodically scheduling sites to be decommissioned. Below are some of those sites:
Winthorpe, ME Clarksville, MD West Turin, NY Framingham (Nobscott Hill), MA ** Rochester (Victor), NY Windham, NH ** Buffalo (Tonawanda), NY Waldorf, MD Dunkirk, NY
C. SCOPE OF WORK
The vendor is required to travel to the designated site and de-install the following equipment:
Radio (GRC-171 or URC-200) Card Cage
Shelf Associated Cards Power Supply Antenna tower brackets Amplifier Antennas and associated cabling
The AMOC will provide containers and shipping labels to so the following equipment can be shipped back to the AMOC:
Radio (GRC-171 or URC-200) Card Cage Shelf Associated Cards Power Supply Amplifier
All other equipment, i.e. antennas, cabling and radio cabinet can be disposed of or reutilized by the vendor or site.
The sites designated with ** have had all equipment de-installed with the exception of the antenna and/or coax. All equipment required to be sent back to the AMOC from these three sites has been sent and received.
D. PERIOD OF PERFORMANCE
Will be determined upon award of the purchase order but no later than 30 days after award.
E. SECURITY REQUIREMENTS
The vendor will be provided access to the site as required. No additional security requirements.
