About this file
This is a Brand Name Justification form from NASA Shared Services Center recommending procurement of Real-Time Innovations, Inc. (RTI) Data Distribution Service (DDS) for the FY25 RTI DDS Astrobee Renewal, with a performance period of February 5, 2025 to February 6, 2026.
The justification outlines RTI DDS's unique technical capabilities including packet-based architecture, scalability, broadcast and peer-to-peer capabilities, swarm membership support, and both reliable/unreliable messaging options. The system provides bandwidth management, supports large message sizes, includes comprehensive documentation, and has proven spaceflight heritage on projects including the International Space Station, Astrobee, Spheres, Surface Telerobotics, and DSA. The document notes that switching to a different vendor would significantly impact project schedule and technical integration, potentially leading to missed launch dates and mission risks, as the current schedule lacks flexibility to accommodate changes or technical challenges.

Brand Name Justification:
☒I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject band name from Real-Time Innovations, Inc. for FY25 RTI DDS Astrobee Renewal. The estimated period of performance or lead-time for delivery is 2/5/2025 – 2/6/2026.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
Real-Time Innovations, Inc. Data Distribution Service (RTI DDS) satisfies all relevant technical specifications, including packet-based architecture, scalability, broadcast and peer-to-peer capabilities, support for swarm membership, and options for both reliable and unreliable messaging. It also incorporates multiple layers of bandwidth management, supports large message sizes, and provides comprehensive documentation and training. Furthermore, RTI DDS is certifiable, has a proven spaceflight heritage, and is actively maintained. Enterprise-level debugging tools are available, and the system can scale to accommodate up to 100 nodes. Rigorous trade studies have been conducted, comparing RTI DDS with other DDS and Software Bus Network solutions. Additionally, RTI DDS has a strong history of successful product deployments across various payloads, including the International Space Station, Astrobee, Spheres, Surface Telerobotics, and DSA.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
Significant impacts are anticipated regarding the project schedule and technical integration. The current schedule lacks adequate flexibility to accommodate the introduction of a different brand or to address unforeseen technical challenges. Any disruptions to the build schedule may lead to missed launch dates and jeopardize the success of the mission.
