About this file

This document is a Brand Name Justification form from NASA's Shared Services Center recommending sole-source procurement of SV Series solenoid valves from Circle Seal Controls, Inc. The justification details unique technical requirements for 3-way solenoid valves in a hydrogen gas environment, specifically noting the need for hazardous location electrical ratings and a maximum allowable working pressure of 3,000 psig. NASA's technical assessment indicates that Circle Seal's valves are the only product meeting their operational specifications, with alternative 2-way solenoid valve solutions being approximately four times more costly and less operationally effective. The estimated procurement lead-time is 18-20 weeks, with the solicitation dated 3-15-2017 and a technical user from the Photovoltaic and Electrochemical Systems Branch recommending the procurement on 6/26/2025.

Brand Name Justification:

I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject band name from Circle Seal Controls, Inc. for SV Series solenoid valves. The estimated period of performance or lead-time for delivery is 18-20 weeks.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

These 3-way solenoid valves from Circle Seal have been proven to be the only 3-way solenoid valve in the market to meet all of our requirements and work reliably. Due to the use of hydrogen gas, electrical components are required to be rated for use in a hazardous environment, which eliminates most commercial 3-way solenoid valve vendors. Furthermore, the solenoid valves that can be rated for the hazardous location do not meet our operational requirements that necessitate at least a 3,000 psig maximum allowable working pressure, but this is required for both absolute (overboard) and differential pressures. Testing with other vendors’ 3-way solenoid valves has proven that they do not meet the differential pressure requirement and leak with a large pressure differential across the valve.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

If these 3-way solenoid valves from Circle Seal are not used, the only option is to use multiple 2-way solenoid valves. However, testing experience has demonstrated that at least four 2-way solenoid valves will be required to replace a single 3-way solenoid valve due to our unique testing environment. Market research indicates that a 2-way solenoid valve is only slightly cheaper than these 3-way solenoid valves, resulting in the cost being nearly four times as much to achieve the same goal.
