About this file
This is a Brand Name Justification form from the NASA Shared Services Center recommending negotiation only with vendors who can provide Qumulo software products for FY25. The specific requirements are for Qumulo General Purpose Software Subscription (Q-SW-SBS-GP-BAT815) and Qumulo Mission Q Services – Standard (Q-HWA-NBD-BAT815), with performance periods of 2/7/2025 – 2/6/2026 and 9/4/2025 – 2/6/2026.
The justification explains that NASA Langley Research Center's Atmospheric Science Data Center (ASDC) requires renewal of Qumulo software support for their HPE Apollo 4200 G10 336TB Archive Nodes. The ASDC has used this system successfully since 2020 for data storage operations. The brand name requirement is justified because switching to another vendor's software would not provide the necessary proprietary updates, could fail to meet mission data storage requirements, and would incur additional costs and labor hours for new software integration. The document is signed by an Information Technology Specialist from the ASDC and dated 3/3/2025.

Brand Name Justification:
☒I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from Qumulo for FY25 Qumulo General Purpose Software Subscription (Q-SW- SBS-GP-BAT815) & Qumulo Mission Q Services – Standard (Q-HWA-NBD-BAT815). The period of performance or lead-time for delivery is 2/7/2025 – 2/6/2026 and 9/4/2025 – 2/6/2026.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
NASA Langley Research Center (LaRC) necessitates the acquisition of the Qumulo General Purpose Software Subscription for the renewal of support for the HPE Apollo 4200 G10 336TB Archive Nodes, which currently have Qumulo software installed. Since 2020, the Atmospheric Science Data Center (ASDC) at LaRC has effectively utilized the HPE Apollo 4200 with Qumulo software, enabling successful data storage operations at the center. The renewal of the Qumulo software subscription is essential to sustain this functionality and ensure compliance with NASA Cyber Security policies, which require ongoing updates and patches from the vendor, Qumulo.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
If an alternative software brand were utilized, it is possible that it would not adequately meet the existing and future mission data storage requirements established by the ASDC. Furthermore, another brand would not offer the specific proprietary software updates that are exclusive to the renewal of the software subscription with the vendor, Qumulo. This situation could lead to additional costs and labor hours associated with integrating new software support. Therefore, in order to ensure continued compatibility, the renewal of the current software is essential.
