About this file
This is a Brand Name Justification document for NASA Shared Services Center requesting to negotiate only with vendors who can provide Rockwell Automation products for the FY25 Rockwell Auto Renewal, with a performance period of March 9, 2025 to March 8, 2026.
The justification explains that NASA Stennis Space Center (SSC) requires annual software license renewals for RSLogix Software Development applications used in their Test Facility Control System. The existing infrastructure includes Rockwell Automation control system hardware, which can only be programmed using RSLogix software. The licenses are critical for maintaining propulsion test equipment, safety-critical software applications, and completing ongoing funded projects. Only Rockwell Authorized Service Providers and Authorized Distributors can provide these services. Switching to another vendor/brand would require rewriting the entire SSC Test Complex Facility Control Systems software, resulting in significant delays to critical propulsion test programs and excessive costs in personnel and material resources.

RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE

Brand Name Justification:
☒I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from Rockwell Automation for the FY25 Rockwell Auto Renewal. The estimated period of performance or lead-time for delivery is March 9, 2025 to March 8, 2026.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
The requested software license renewals provide NASA / Stennis Space Center (SSC) with maintenance support for previously procured RSLogix Software Development applications currently within use at SSC. The existing infrastructure for SSC’s Test Facility Control System includes control system hardware supplied by Rockwell Automation. The only available means of programming these devices is through the use of the RSLogix Software Development applications, therefore, it is critical to the mission of SSC to maintain current software licensed for the RSLogix Software Development applications. There are many software and Safety Critical applications, such as Facility Controls Systems (FCS) software that support existing propulsion test programs at SSC which use these Rockwell applications for maintenance. There are on-going funded projects which require these applications for successful completion. Any bidding vendor must be a Rockwell Authorized Service Provider and Authorized Distributor.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
NASA SSC requires an annual update of these licenses for obtaining technical support from the vendor as well as to receive and evaluate upgrades to the software application released by the vendor. Failure to renew these licenses would not allow SSC to properly maintain critical propulsion test equipment and software applications. Failure to renew these licenses could severely hinder SSC’s ability to properly maintain critical propulsion test and safety-critical software applications as well as the ability to complete on-going funded projects which require these licenses for successful completion. The impact to the government would be that the entirety of the SSC Test Complex Facility Control Systems software would have to be re-written in another application as well as verified and validated. To do so, would unnecessarily delay critical propulsion test programs as well as be excessively costly. Completing that task would require an inordinate amount of personnel and material resources.
