About this file

This Statement of Work (SOW) details NASA's requirements for renewing the Deltek Acumen Fuse software for project planning and control (PP&C) capabilities. The software will be used by the Office of the Chief Financial Officer's (OCFO) Strategic Investments and Budget (SIB) division to support Schedule Management and Earned Value Management (EVM) across the agency. Specific functionalities include schedule health checks, performance analysis, data visualization, and exploration, as well as supporting GAO High Risk List Corrective Action Plan initiatives and maintaining the EVM Central Repository.

The SOW specifies the software will be installed on NASA-provided computers with a one-year performance period from the award date. The commercial off-the-shelf (COTS) software has become a standard product for NASA, helping to normalize EVM and integrated master schedule (IMS) analysis across agency programs and projects. The renewal aims to ensure continued effectiveness and efficiency of work management processes, supporting independent assessments and critical decision-making throughout the organization.

STATEMENT OF WORK

(Deltek Acumen Fuse Software)

1. Objective/Requirements

OCFO’s Strategic Investments and Budget (SIB) is the Project Planning and Control (PP&C) steward for the Agency. This stewardship includes enhancing PP&C capabilities not only within the OCFO, but across the Agency. This includes the implementation of both Schedule Management and Earned Value Management (EVM), as well as the provision of support for independent assessments that aid in the Agency’s critical decision-making process. SID works with PP&C communities of practice to execute the PP&C functions according to best practices and utilizing the necessary tools. Deltek’s Acumen Fuse software has become a standard product for use at the Agency and normalizes the way EVM and integrated master schedules (IMS) are analyzed across programs and projects. In addition, Acumen Fuse provides functionality to support the GAO High Risk List Corrective Action Plan (CAP) initiatives for maintaining the EVM Central Repository, as well as the implementation of Integrated Program Management Data Analysis Report (IPMDAR) requirements. Renewal of the Deltek Acumen Fuse software will ensure the effectiveness and efficiency of work across the Agency.

2. Characteristics, Scope, and Specs

The purpose of this Statement of Work (SOW) is to acquire commercial off the shelf (COTS) software (Deltek Acumen Fuse) for schedule assessment and EVM requirements implementation capabilities. This software enables schedule health checks, and enhanced performance analysis, visualization, and exploration of data.

3. Place of Performance Software will be installed on NASA provided computers.

4. Period of Performance One year from award date.
