STATEMENT OF WORK
1. Objective/Requirements To purchase an existing Time and Frequency Synchronization Platform Package that meets these minimum requirements, so it stays compatible with the existing Communications and Signal Laboratory testbeds developed at NASA – GSFC. This hardware will be used by the Lunar Communications and Navigation Services (LCRNS) project to conduct independent position, navigation, and timing tests to validate third party vendor performance.
2. Characteristics, Scope, and Specs The vendor/contractor shall deliver the following Time and Frequency Synchronization Platform:
10MHz Frequency Reference Rubidium (Rb) atomic oscillator and Oven Controlled Crystal Oscillator (OCXO) combination L1 and L2 GNSS Receiver Provides a GPS antenna Provides a GPS antenna mounting kit Provides a System Lightening arrestor Short Term Stability less than 8e-13 @ 1 second Short Term Stability less than 10e-13 @ 10 seconds Long Term Stability less than 8e-13 @ 1000 seconds Long Term Stability less than 2e-13 @ 100,000 seconds Phase Comparison with 5 or 10 MHz external source Phase Comparison with an Allen deviation less than 4e-13 @ 1 second Phase Comparison with an Allen deviation less than 4e-14 @ 10 seconds Phase Comparison with an Allen deviation less than 6e-16 @ 1000 seconds Minimum of four BNC outputs for the Frequency Reference 1 PPS Output 1 PPS edge performance of less than 20 nanoseconds of UTC including absolute time and jitter 1 PPS edge rise time of less than 4 nanoseconds Minimum of four outputs for the 1 PPS signal Time interval counter Time interval counter source from 1 PPS Time interval counter accuracy of less than 1 nanosecond (1e-9 seconds) and resolution less than 75 picoseconds (75e-12 seconds) Time interval counter with greater than 3 inputs relative to self (internal clock) Greater than 10 BNCs output with any combination of supported signal types
