About this file

This Statement of Work (SOW) details the renewal of Oracle Hyperion Software for the NASA Shared Services Center (NSSC). The document covers two Oracle Hyperion software products: Oracle Exhale Plus Named User Plus Perpetual and Oracle Hyperion Planning Plus Application User Perpetual, with a performance period from 6/1/2025 through 5/31/2026. The software is critical for the NSSC's budget processes, enabling financial reporting, management, planning, forecasting, and analytics for the agency's Program and Management Analysts.

The SOW emphasizes the software's importance, noting that without it, the NSSC's small team of three budget points of contact would be overwhelmed, unable to manually perform budget preparation, cost calculations, and rate assessments. The software supports Planning, Programming, Budgeting, and Execution (PPBE) data, allowing for accurate cost tracking, report generation, and comparative analysis. User guidelines include using only agency-issued credentials, reporting issues through ServiceNow or to immediate supervisors, and maintaining strict information security, whether working remotely or onsite.

ORACLE HYPERION RENEWAL

PRODUCT STATEMENT OF WORK & IMPACT STATEMENT

1. Product Description/Part Numbers/Quantities:

Hyperion Software is a business division of Oracle that is popularly known for business intelligence systems and corporate performance management. The Oracle Hyperion portfolio contains products like financial reporting, financial management, planning and forecasting, database management, financial reporting, and analytics.

In the case of product non-performance, the NSSC ITAM should be notified immediately in order to liaise with the current Provider and/or the Original Equipment Manufacturer (OEM).

2. Characteristics and Scope:

• Hyperion users will sign in using only their own Agency-Issued credentials and have been cautioned about never sharing sign in credentials with others.

• Any problems encountered will be referred, first, to the end-user’s immediate superior. If resolution is cannot made, the end-user will initiate a ServiceNow Ticket to the Enterprise Service Desk (ESD) by calling 877-677-2123 or online via ServiceNow if available.

• Whether the end-user works remotely on onsite, continual attention to the safeguarding of personal/private information is paramount.

• If necessary, escalation of the reported concern/product-defect will be made to the appropriate levels of NSSC management.

3. Attestation of Continued Need by the Government:

Hyperion Software is popularly known for business intelligence systems and corporate performance management. The Oracle Hyperion portfolio contains products like financial reporting, financial management, planning and forecasting, database management, financial reporting, and analytics.

This tool is crucial to day-to-day operations for the NSSC’s Program and Management Analysts.

4. Impact Statement if Not Renewed:

This contract is vital for our budget processes and has a direct impact on our efficiency and effectiveness. Without it, the essential tasks of budget preparation, cost calculations, and rate assessments performed by the NSSC through the Oracle Hyperion solution would need to be done manually using Excel spreadsheets. This would place an overwhelming burden on our small team of just three budget points of contact (POCs). Given our limited staffing, losing this tool would jeopardize NSSC's ability to meet the Agency's budget deadlines. Moreover, this software is indispensable for budget execution, enabling us to accurately track actual costs incurred while generating essential reports for analysis. It allows for meaningful comparisons between planned and actual data alongside historical metrics. Its absence would dramatically elevate the risk of costly errors, which could compromise our operations. The database contains our Planning, Programming, Budgeting, and Execution (PPBE) data, supporting vital calculations and reporting functions that various stakeholders across the Agency need. Our small staff would not be able to perform these tasks manually, meet deadlines, maintain accuracy, and still be able to accomplish other assigned tasks in support of the NASA mission.

5. Place of Performance:

• NASA Shared Services Center, Building 1111, Stennis Space Center, MS (or remotely if authorized).

6. Period of Performance:

• The period of performance will be 6/1/2025 through 5/31/2026.
