About this file
This is a Statement of Work (SOW) detailing requirements for a portable recirculating process chiller unit to be manufactured and delivered to NASA Glenn Research Center (GRC) in Cleveland, Ohio. The chiller will provide cooling for a flight-like cryocooler system using three helium compressors.
The required chiller must be a closed-loop system with an air-cooled condenser, providing minimum 3 gpm flow of 50/50 water/propylene glycol mixture at temperatures controllable between 14-86°F. Key specifications include: 2.9 kW nominal cooling capacity at 68°F outlet temperature, 208V/60Hz power supply with 30 amp maximum current, UL certification, and minimum 138 kPa (20 psid) pump discharge pressure. The unit must operate in an indoor, non-conditioned air environment with ambient temperatures of 32-95°F. The vendor must provide a one-year warranty, three sets of documentation (including manuals, schematics, and drawings), and include FOB shipping costs to GRC in their firm-fixed price proposal. Required instrumentation includes temperature control (±2°C accuracy), level gauge, pressure gauge, and thermometer for monitoring coolant conditions.

Recirculating Process Chiller Specification
GRC B401
GRC Building 402 Portable Recirculating Process Chiller Requirements Specification
October 22, 2024 Rev 3
SCOPE of SUPPLY
The scope of this procurement covers the manufacture and delivery of a portable recirculating process chiller unit to be installed and operated at the NASA Glenn Research Center (GRC). The closed-loop, portable chiller system with integral air-cooled condenser shall provide minimum of 3 gpm (12 liter/min) of cooling water during normal operations at a nominal inlet temperature that can be controlled between 14 - 86 oF. The equipment to be cooled includes multiple gas compressors with an in-series oil after-cooler. The baseline chiller capacity shall have a nominal operating cooling load of minimum 2.9 kW at 3 gpm of water flow at a 20 psid pump discharge pressure. The government has in essence incorporated the required design margins into this specification for both unanticipated coolant flow rate demands and increased chiller capacity needs. The chiller unit will be located at GRC facility that is indoors but does not have conditioned air in an unclassified electrical area. The detailed requirements and vendor proposal response guidelines for the process chiller unit requested by the government, are defined in this procurement specification and are herein outlined below numerically by items 1 thru 27 for those interested and qualified vendor/suppliers to respond to.
1) Equipment: Portable Recirculating Chiller Unit
2) Order Qty: 1
3) Process Description: Chiller for closed loop cooling for a flight like cryocooler using three helium compressors. The chiller unit will provide cooling water/glycol mixture for compressor system. All plumbing between the chiller and the loads will be the responsibility of
NASA.
4) Chiller Heat Rejection: An air-cooled condenser that is operable in an indoor facility without conditioned air.
5) Fluid to be cooled: 50/50 water/propylene glycol mixture (Actual mixture percentage shall be appropriate for outdoor use in Cleveland, Ohio both during full operation and when idle or off.)
7) Chiller discharge adjustable design temperature, range: -10 to 30 oC 14 to 86 oF
8) Nominal chiller discharge operating temperature range: -3 to 25 oC 27 to 78 oF
9) Flow rate of coolant fluid through chiller: 12 LPM (3 GPM)
10) Pump discharge Pressure to circulate coolant through the loop: min 138 kPa (min 20 psid @ min flow = 3 gpm)
11) Chiller Design Capacity:
Outlet Temp oC (oF) kW Btu/hr
20 (68) 2.9 10,200 0 (32) 1.9 6,500
(chiller capacity requirement shown here includes margin)
12) Power Supply: 208 V / 60 Hz
13) Current 30 Amps maximum
14) Electrical Certification: UL or engineering equivalent
15) Chiller Configuration: Closed-Loop Recirculating Packaged Chiller
16) Condenser Type: Air Cooled, Self-Contained
17) Installation Location: Indoors (but not conditioned air), portable
18) Ambient Temperature Range: 0 – 35 oC (32 – 95 oF) (outdoors – dry bulb)
19) Chiller coolant plumbing connections: 0.5” MNPT (In / Out)
20) System Design Pressure: 90 psig max
Chiller Instrumentation & Controls to be Supplied by Vendor:
21) Temperature Control: Solid state temperature controller ± 2 oC (± 3.5 oF) of set-point w/analog I/O for local or remote temperature control & monitoring.
Include high/low temp alarm w/warning signals signifying a condenser fan or compressor failure. Adjustable temperature control range of -10 to 30 oC (14 to 86 oF).
22) Level Gauge: Local Sight-glass level gauge for coolant tank level
