About this file
This Acquisition Requirements/Specifications document outlines NASA's SCaN Program's Starshield Secure Data Transport Pilot, a six-month project to enhance the Deep Space Network's (DSN) communication infrastructure. The pilot requires a contractor to provide secure, satellite-based data transport services connecting ground stations in Goldstone, California; Madrid, Spain; and Canberra, Australia through an encrypted, government-only communication system.
The technical requirements include seven terminals with mount kits for redundancy at each DSN site, including network interfaces, and eight 5TB/month data subscriptions. The service must provide continuous, encrypted data transmission with a minimum 20 Mbps uplink capability, utilizing AES 128 encryption or better, and safeguarding NASA data in compliance with Controlled Unclassified Information (CUI) and export control requirements. The document also includes two mandatory provisions related to Artificial Intelligence (AI) use during contract performance, requiring contractor disclosure of AI technologies used throughout the contract period.
