Section B: Description of the Supplies/Services Required
309th would like a one (1) base year plus four (4) option years service contract for maintenance and calibration services for the Mettler-Toledo Instruments, balances, and mass comparator equipment items at Hill AFB, UT.
Section C: Justification for Soliciting from a Single Source or Brand Name
The Mettler-Toledo equipment is unique and the calibration and maintenance equipment is prescriptive to the unique design.
Due to the proprietary design of the software and equipment, only the original manufacturer has the necessary software access to properly calibrate within the manufacturer's specifications. The Mettler-Toledo company has not authorized any other company to calibrate and service its equipment. Additionally, any warranty would be voided and calibrations would not supported by said manufacturer if an unauthorized company were to calibrate or service the equipment.
Section D: Efforts to Obtain Competition
Internet research was conducted regarding the design of the equipment and the service companies that are certified to perform calibration on the Mettler-Toledo equipment. Mettler-Toledo was the only company found to be approved to perform calibration on the Mettler-Toledo Titrator T9 and Base InMotion Flex equipment.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
In the future, the Government intends to evaluate any opportunities to remove barriers on future requirements. The Government will continue to perform market research to see if any new opportunities allow for competition. However, unless the Government replaces the existing Titrator T9 and Base InMotion flex equipment, or the OEM provides outside contractors with their proprietary information to conduct the repair, the Government will be required to continue to sole source award to Mettler-Toledo. Accordingly, Mettler-Toledo is the only company capable of providing the annual maintenance and calibration to the Titrator T9 and InMotion Flex equipment described above without the U.S. Air Force experiencing substantial duplication of cost that could not be expected to be recovered through competition.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
