Statement of Work (SOW) Zeiss Zen Core Software System

29 Sep 2022

1. SCOPE: This SOW is to provide the requirements for the commercial software upgrade of nine (9) Zeiss Metallographs to the Zeiss Zen Core Software System. The vendor shall provide all hardware, software, accessories, peripherals, documentation, training, shipping and upgrade for the software upgrade of the nine (9) Metallographs annotated on the Equipment List.

2. Technical Requirements: Key features and requirements of the software upgrade are listed below.

2.1.Components

2.2. Marking on Instruments, Control Panels, and Plates: All words on plates shall be in the English language. Characters shall be engraved, etched, embossed, or stamped in boldface on a contrasting background. All plates shall be corrosion resistant.

2.2.1. Nameplate: A nameplate shall be securely attached to the metallographs

(microscopes) in the Zen System Upgrade. The nameplates shall contain the information listed below. If the Zen System Upgrade are a special model, the model designation shall include the model number of the basic standard Zen System Upgrade and a suffix identified in the manufacturer's permanent records. Any subsequent units of the same configuration would have the same part number with a different serial number.

2.3. Technical Data: The contractor shall provide three (3) hard copies of all technical manuals and drawings. The manuals shall provide the data necessary for the programming, operation, and maintenance of the machine and ancillary equipment. The contractor shall also provide two (2) digital copies of the above technical manuals and drawings in Adobe's

Postscript (*.PDF) file format on CD- ROM(s). The digital manuals and drawings shall be organized, indexed and referenced similar to the equivalent hardcopy format (i.e. volume, manual, section, etc.). Standard manuals/drawings shall be in the English language.

2.4 Measuring and Indicating Device Graduations: All measuring and indicating software in the system shall be graduated either in the Standard English units or both Standard and Metric.

2.5 Controls: All electrical and mechanical operating controls shall be located convenient to the operators workstation.

2.6 Safety and Health Requirements: All machine parts, components, mechanisms, and assemblies furnished on the microscope whether or not specifically required herein, shall comply with all the requirements of OSHA 29 CFR 1910.

2.6.1. Safety Guarding: Covers, guards, or other safety devices shall be provided per ANSI B11.19. The safety devices shall not interfere with the operation of the Zen System Upgrade. The safety devices shall prevent unintentional contact with the guarded part, and shall be removable to facilitate inspection, maintenance, and repair of the parts.

2.6.2. Audible Noise Level: Audible noise emitted by the equipment shall not exceed 84 decibels (dB), measured on the "A" weighted scale of a standard Type II sound level meter, at the operator's work position or any point at a distance of three (3) feet from the equipment. Noise generated by the work piece shall be excluded in determining compliance of the equipment with the 84 dB requirements.

2.6.3. Mercury Restriction: The Zen System Upgrade shall not contain mercury or mercury compounds, nor shall it be exposed to free mercury during manufacture.

2.6.4. Asbestos Restriction: The use of asbestos and materials containing asbestos on or in the Zen System Upgrade are prohibited.

2.6.5 Lead: Lead and materials containing lead shall not be used on or in the Zen System Upgrade.

2.6.6. Use of Polychlorinated Biphenyl (PCB): The use of polychlorinated biphenyl (PCB) on or in the equipment is prohibited.

2.6.7. Environmental Protection: Under the operating, service, transportation, and storage conditions described herein, the Zen System Upgrade shall not emit materials hazardous to the ecological system as prohibited by Federal, State, or Local statutes in effect at the point of installation.

2.7 Interchangeability: All parts subject to replacement shall be manufactured to definite dimensions and tolerances. Replacement parts shall be interchangeable without requiring modification. Replacement parts are those that are subject to wear or failure such as gears, bearings, shafts feed screws, drive belts, pumps, and seals.

Electrical replacement parts shall include but not limited to, motors, relays, fuses, switches, magnetics, pushbuttons, light bulbs, braking mechanisms, and solid-state devices. Tooling and accessories normally supplied as standard items shall also be considered replacement parts. Foreign-sourced replacement parts shall be interchangeable with domestically supplied components or be readily available from a domestic source.

2.8. Installation: The government will allocate space for the Zen System Upgrades to be installed, including utilities. Utility hook-ups will be within 10 feet of allocated space. The contractor shall connect all electrical connections. The installation shall be started within one day after the placement of the machine on site by the contractor.

2.8.1. Footprint: The metallograph must fit on same workbench and the computer must fit under that work bench as they are currently.

2.8.2. IT Considerations: The computer station will be turned over to the SCIENET IT department for installation of the correct version of Windows 10 to meet security requirements and the Zen software will be installed under their guidance at Tinker.

2.9. Training: The contractor shall provide on-site training on the operation and use of the new Zeiss Zen System. All training sessions shall be performed within one month of the Zeiss Zen System upgrade. All printed training aids shall be supplied at no additional cost to the government, be in English and become the property of the U.S.

Government. One digital copy of training manuals and mechanical/electronic maintenance manuals and drawings shall be provided in Adobe's Postscript (*PDF) file format on a CD ROM(s). Training shall include the following:

2.9.1 Familiarization with the equipment, including description of each sub-system, description of safety and emergency features, all software and familiarization with related technical data to be provided.

2.9.2 Demonstration by contractor personnel of all operation, safety, and emergency aspects of the equipment ·

2.9.3. Hands on operation by receiving activity personnel with assistance from the contractor.

2.9.4 Upon completion of training, operator(s)/programmer(s) shall be capable of fully operating the equipment.

2.9.5. Upon completion of training, the programming personnel shall be familiar with all related technical data, the equipment and control and shall be capable of operating all Zen programs,

2.10. Operator/Programmer Training: Training shall be provided for eighteen (18) personnel in the operation of hardware and software over a period of two (2) working days, excluding weekends and federal holidays. Training shall take place during an eight (8) hour workday between 7:00 am and 3:30 pm central time.

3. QUALITY ASSURANCE

3.1 Responsibility for Inspection The contractor shall be responsible for the performance of all inspection requirements specified herein. The Government reserves the right to perform any inspections set forth in the SOW where such inspections are deemed necessary to assure supplies and services conform to prescribed requirements.

3.2 Inspection conditions: All inspections, tests, and examinations shall be performed in an indoor facility with ambient conditions of 55 degrees F to 100 degrees F and 10 percent to 95 percent relative humidity.

3.3 Tests: The machines shall be subjected to the following tests. All instruments, programs, materials, and tools required to perform and evaluate these tests shall be furnished by the contractor. The measuring instruments shall have evidence of calibration traceable to the National Institute of Standards and Technology.

3.3.1. Operational Test: The machines shall be operated in accordance with the manufacturer's standard operating test procedure. The Zen Core system and all modules shall operate correctly according to their function.

3.3.2. Performance Test: The software shall be calibrated with the microscope standard Klarmann Rulings stage micrometer KR-814 with an uncertainty of no more than 0.00003 inch.
