COMBINED SYNOPSIS/SOLICITATION
SOLE SOURCE CLEARPATH ROBOTICS
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.
This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
(ii) Solicitation N0018921QQ052 is issued as a Request for Quotes (RFQ).
(iii) This Solicitation document incorporates provisions and clauses that are in effect through
Federal Acquisition Circular 2021-04, effective 19 January 2021, and DFARS Change Notice
20210224.
(iv) This is a Sole Source Action. Naval Supply Systems Command (NAVSUP) Headquarters
(HQ) N65 requires two robots to be engineered, modified, and delivered by July 2021 for testing and a demonstration in August 2021. The specification shall include an Autonomous Mobile
Robots (AMR) with Radio Frequency Identification (RFID) capability. The Clearpath Robotics
AMR Otto 100 is the only solution that can meet this need. The Otto 100 robot can integrate
RFID readers, does not use prohibited components and the software can be hosted locally. No other AMR solutions exist that possess this required RFID capability. Other AMR solutions do not offer a local hosting solution, and only a solution that would integrated cloud storage without the proper FEDRAMP certification. Other AMR products add unacceptable risk due to non-compliance with CYBERFORCOM IA security. The Clearpath Robotics products considered for user acceptance and evaluation meet the AIT/ERP requirements for safety and IA compliance.
The associated NAICS code is 334111, Electronic Computer Manufacturing, and size standard is
1250 employees.
(v) Line items under this contract will be set up IAW the attached spreadsheet.
(vi) The requirement is for Original Equipment Manager (OEM) ClearPath Robotics Otto 100
AMR, associated documentation, and accessories and warranty services. Individual parts are described on the attached spreadsheet.
(vii) Delivery shall be made, FOB Destination, no later than 75 days after receipt of order, to
NAVSUP N65, 5450 Carlisle Pike, Building 407, Mechanicsburg, PA 17050.
(viii) The provision at FAR 52.212-1, Instructions to Offerors – Commercial, and the below addendum, applies to this acquisition (available at http://farsite.hill.af.mil), as does the following addendum:
ADDENDUM TO 52.212-1: Quoters shall provide quotes in the “Unit Price” column of the attached worksheet (which will auto-calculate the total line item price). Quotations shall also contain a description including part number and title for each item listed in the solicitation to allow the Government to verify that the quoted parts match the requirements listed in the requirements schedule. Additionally, delivery timeframes shall be proposed. Applicable Terms
& Conditions shall also be provided.

(ix) 52.212-2, Evaluation - Commercial Items. The Government will evaluate quotes in response to this request and award a purchase order/contract to the responsible quoter whose quote conforming to this request will be most advantageous to the Government considering price, delivery, and quality. Award will be made based upon the best value to the Government in accordance with procedures in FAR 13.106-2(b).
(x) Offerors are to include a completed copy of FAR 52.212-3, Offeror Representations and
Certifications - Commercial Items, Alternate I, as part of their quotation.
(xi) Offerors are to include a completed copy of FAR 52.204-24, Representation Regarding
Certain Telecommunications and Video Surveillance Services or Equipment, sections (d)(1) and
(d)(2)
(xii) Offerors are to include a completed copy of FAR 52.204-26, Covered Telecommunications
Equipment or Services-Representations, sections (c)(1) and (c)(2)
(xiii) Offerors are to include a completed copy of FAR 52.209-11, Representation by
Corporations Regarding Delinquent Tax Liability or a Felony Conviction under any Federal
Law, sections (b)(1) and (b)(2)
(xiv) The clause at FAR 52.212-4, Contract Terms and Conditions – Commercial Items, applies to this acquisition, as does the following addendum:
ADDENDUM TO 52.212-4:
1. New Parts only. Used or remanufactured parts will not be accepted.
2. WAWF Instructions: [Local instructions for the use of Wide Area Workflow will be included in the final purchase order.]
