PRE-SOLICITATION NOTICE:

Project Title: Upgrade Maintenance Fire and Security Alarm System at Scotts Bluff National Monument

Project Description: The National Park Service (NPS), Contracting Operations (ConOps) Central, NEKOTA Major Acquisition Buying Office (MABO) intends to issue a Request for Quote (RFQ) for work to provide all labor, equipment, and material for the upgrade for the out-of-date fire detection system and integrate a new security/intrusion alarm system in the Maintenance Building. The existing fire detection system is inadequate and currently lacks the ability to automatically notify emergency services. The existing fire alarm system will be removed from the Maintenance Building while leaving existing pathways in place for reuse. The project will include Fire control panel, annunciator, fire/ heat detectors, smoke detectors, manual alarm pulls, fire alarm bell, as well as add security/ intrusion control panel, intrusion sensors, CCTV camera DVR system, and cameras.

TYPE OF CONTRACT: Firm Fixed Price. Construction Wage Rate Requirements for Scotts Bluff County will apply.

LOCATION: Scotts Bluff National Monument, 190276 Old Oregon Trail, Gering, NE 69341

MAGNITUDE OF CONSTRUCTION: Between $25,000 and $100,000.

NAICS CODE: The associated NAICS is 238210 Electrical Contractors and Other Wiring Installation Contractors. The small business size standard is $19M.

NOTICE OF SET ASIDE: This project is set-aside for 100% Total Small Business.

SCHEDULE: The government anticipates that work will be completed in 180 days. The final performance start date is contingent on issuance of Notice to Proceed.

SITE VISIT: A site visit date, time, and meeting location will be announced in the solicitation. Offerors are highly encouraged to attend the scheduled site visit to inspect the site and to ensure they fully understand the requirement and conditions that may affect the cost of the project, specifications, and performance.

The government intends to issue a formal Solicitation with construction specifications and/or drawings on or about April 17, 2024. If this date is delayed, the solicitation will follow as soon as possible. This is a PRELIMINARY NOTICE of a solicitation that will follow. The responses will be due approximately 30 days after the RFQ issue date, on/about May 20, 2024. The specific date and time will be announced in the solicitation that will follow this notice.

The RFQ package, including applicable attachments will be posted http://www.sam.gov. No hardcopies or email copies of the solicitation will be provided.

In order to be awarded a contract, an offeror must have an UEI number. Also, the offeror must be registered and active in the System for Award Management (SAM), website at http://www.sam.gov, and have completed their Online Representations and Certifications at the time of the solicitation close date once the solicitation is posted.
