MEMORANDUM FOR RECORD

SUBJECT: Contract FA2823-22-C-0029; Upgrade Emergency Power System Bldg 104; Synopsis of Award

1. This memorandum is to serve as record of the Synopsis of Award:

Eglin Air Force Base (AFB), FL, has awarded a contract to Speegle Construction, Inc. for the upgrade of the emergency power system in bldg. 104 in accordance with the Statement of Work dated 25 March 2022. Amount of contract is $1,251,000.00.

The work includes all design and construction effort required to upgrade the Building 104, Eglin Radar Control Facility Emergency Power System. Project requirements include: The existing Emergency Power System is obsolete and prone to failure. Provide a new Emergency Power System that shall consolidate all mission critical electrical loads on one emergency generator and one automatic transfer switch (ATS). The project shall comply with applicable DOD, Air Force, and base design rules and standards. The acquisition was competed as a Total Small Business Set-aside. The applicable North American Industry Classification System (NAICS) code is 236220, Commercial and Institutional Building Construction and the Small Business size standard is $39.5 million.

This was a competitive best value source selection conducted in accordance with Federal Acquisition Regulation (FAR) 15.3, Source Selection, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), and the Air Force Federal Acquisition Regulation Supplement (AFFARS).
