NOTICE OF INTENT TO INCREASE THE CONTRACT CEILING UNDER NASA

CONTRACT 80NSSC19D0002.

NASA Shared Services Center (NSSC) intends to increase the contract ceiling under NASA Contract 80NSSC19D0002 with Seventh Sense Consulting, Inc. (SSC). The primary objective of the single-award, Indefinite Delivery Indefinite Quantity (IDIQ) contract to SSC is to supplement the work currently being accomplished. The scope of work under this contract is divided into two categories:

1) Acquisition Support Services including acquisition planning through solicitation, award, and administration for all contractual instruments used by the Government, consistent with applicable documents ordered on a task ordering basis.

2) Contract/Grant/Cooperative Agreement Closeout Support Services shall be procured under this contract on a transactional basis. Transactional basis means the process of paying for closeout services through the application of a firm fixed rate for each closeout performed.

Pursuant to 10 U.S.C. § 2304(c)(1) as implemented by FAR 6.302-1(a)(2)(iii), an out-of-scope modification will be issued under the SSC IDIQ contract to increase the total maximum cumulative value by $21,000,000.00 increasing the ceiling from $24,603,615.66 to $45,603,615.66. The remaining periods of performance are unchanged as follows:

Option Period 2 October 1, 2021 to September 30, 2022 Option Period 3 October 1, 2022 to September 30, 2023 Option Period 4 October 1, 2024 to September 30, 2024

The ceiling increase is required due to evolving mission requirements and increased utilization of the IDIQ portion of this mandatory use contract which has expended the available contract ceiling earlier than anticipated. The cumulative total value of task orders issued to date has reached 81.2% of the current ceiling, with nearly 2 ½ years remaining on the life of the contract.

The AWASS contract was awarded as a competitive 8(a) Business Development Program under NAICS code 541715. All Government contractors must be registered and active in the System for Award Management (SAM), at www.sam.gov.

This notice of intent to increase the AWASS contract ceiling is not a request for competitive proposals. Interested organizations may submit their capabilities and qualifications in writing to the identified point of contact no later than 4:00 p.m. Central Time on March 15, 2022. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
