RE:Exception to Synopsis

Date: 1 February, 2024

The contracting officer need not submit the notice required by 5.202 when --

(a) The contracting officer determines that --

(13) The proposed contract action--

(i) Is for an amount not expected to exceed the simplified acquisition threshold;

(ii) Will be made through a means that provides access to the notice of proposed contract action through the GPE; and

(iii) Permits the public to respond to the solicitation electronically

In accordance with the exception at FAR 5.202(a)(13) this requirement is exempt from the synopsis requirement as it is not expected to exceed the simplified acquisition threshold, it will be posted to beta.SAM.gov, and the public can respond to the solicitation electronically.

A Letter Request for Quotation (RFQ) will be issued to the Sole Qualified Source; Bill McClung Inc. It is suggested that small business firms or others interested in subcontracting opportunities in connection with the described procurement make contact with the firms listed.

Offerors must be registered on the System for Award Management at www.sam.gov.

To be eligible for contract award, offerors must be approved sources, in accordance with the Qualification Requirements clause. Note that the Government is not required to delay contract award to review pending Source Approval Requests (SARs). Therefore, offerors are encouraged to submit the SAR as soon as possible.
