16. Description: THIS IS A SYNOPSIS NOTICE ONLY. This is not a solicitation or request for quote or proposal and no contract or purchase order will be awarded from this notice. USNS NEWPORT (T-EPF 12) is tentatively scheduled for a Post Shakedown Availability (PSA/DD) ship repair availability beginning January 24, 2022, with a performance period of 128 days. The USNS NEWPORT (T-EPF 12) has a length of 337.9 ft, a Beam of 93.5 ft, a Draft of 12 ft 8.5 in, and is 2,500 tons. The purpose of this notice is to inform all potential offerors that Military Sealift Command (MSC) will be releasing a RFP on/or about July 21, 2021.

a. Duration of the contract period: January 24, 2022 with a performance period of 128 days

b. Applicable NAICS: 336611

c. Upon issuance, the solicitation and supporting documentation will be posted and can be found on Federal Business Opportunities website (https://www.beta.sam.gov/) under solicitation number N3220521R4209. All requests must provide Dun and Bradstreet number and Cage Code.

d. Technical data for the solicitation may be obtained by contractor submitting Attachment J-14 Technical Data Nondisclosure to the Contract Specialist after solicitation is posted. Technical data will be posted to the following website https://safe.amrdec.army.mil/safe/guide.aspx. Potential contractors will receive an e-mail and password to download technical data once contract specialist has received contractor’s Technical Data Nondisclosure.

f. Procedures: Competitive acquisition in accordance with FAR 15.002(b).

g. Set-aside Status: 100% Small Business set-aside.

17. The decision to set aside this procurement as 100% small business set-aside was made resulting from Market Research. There were two responses by small businesses with regards to the sources sought that was publicly posted on beta.SAM.gov. MSC Small Business office is in concurrence with the contract specialist decision to synopsize/solicit this procurement as 100% small business set-aside.
