Procurement Type: Notice of Intent to award a contract by means of other than full and open competition pursuant to Federal Acquisition Regulation (FAR) 6.3 ‘Other than Full and Open Competition’ and FAR 6.302-1 ‘Only One Responsible Source and No Other Supplies or Services will satisfy agency requirements’.

Title: Technical Support for Resolution of WTP Materials Erosion and Corrosion Issues

Description: The U.S. Department of Energy (DOE), Office of River Protection (ORP) plans to contract by means other than full and open competition, pursuant to Federal Acquisition Regulation 6.302-1, “Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements”, to small business ROBEDON located in Las Vegas, NV for a contract period of performance of no more than 6 to 8 months.

A number of technical issues remain in the WTP design that require resolution to finalize and confirm the design basis for the WTP. These include:

• Issues on Pulse Jet Mixer bottom head jet impingement wear identified by the Defense Nuclear Facilities Safety Board in January 2012.

• Issues on vessel and piping materials selection, and Erosion and Localized Corrosion materials degradation identified in ORP surveillance reports (11-WTP-258, dated July 27, 2011, 11-WTP-357, dated October 14, 2011, 12-NSD-0010, dated March 19, 2012)

• Resolution of a Priority Level 1 Finding on Erosion/Corrosion and Margin Management (CCN: 246745, dated April 26, 2012).

The purpose of this proposed award is to support the ORP-Senior Technical Authority in technical reviews of Waste Treatment and Immobilization Plant (WTP) Contractor technical information to support resolutions of identified material selection issues. The technical work products to be reviewed and evaluated include:

• Material test reports

• WTP Design and Engineering Assessments

• Identification of process controls

ROBEDON shall provide technical support and expertise to DOE-WTP Project Office as it relates to materials selection, component fabrication, and materials performance issues for all WTP facilities. ROBEDON has unique experience, knowledge and can begin the work immediately with no need for additional WTP staff time and resources to conduct orientation, training, or monitoring for a new source.

As stated above, ROBEDON does not need any time or assistance in learning and understanding the issues since he has first-hand knowledge and intimate familiarity with the history and details of the issues. Furthermore, DOE-ORP does not have available federal staff having the expertise or time to provide orientation or training to bring a new source up to date on the issues and tasks.

Due to the unique nature of this requirement, DOE-ORP does not know of, and has not solicited other sources. This notice is not a solicitation for proposals, and none will be accepted. However, DOE-ORP invites interested small businesses to submit a Statement of Capability for DOE-ORP review. The estimated cost of this procurement is $94K.
