SOURCES SOUGHT
352d Special Warfare Training Squadron Small Unit Tactics & Field Training Exercise Support
Performance Work Statement (PWS)
THIS IS NOT A REQUEST FOR QUOTE.
The 352d Special Warfare Training Squadron at Pope AAF, located on the Fort Bragg Army Base in Fayetteville North Carolina, has a future requirement to provide specialized role player and opposition forces during the Small Unit Tactics and Field Training Exercise iterations of the Combat Control and Special Reconnaissance Apprentice Courses. This sources sought is to gauge interest and capability to meet this requirement. Please follow instructions as outlined in the description section of the notice.
1. SCOPE
1.1. General. This is a non-personnel services contract to provide specialized role player and opposition forces (OPFOR) support to the 352d Special Warfare Training Squadron (SWTS) during the Small Unit Tactics (SUT) and Field Training Exercise (FTX) iterations of the Combat Control and Special Reconnaissance Apprentice Courses. The Government will not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.2. Description of Services. The contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform specialized role player, subject matter expert support as defined in this PWS. The contractor shall perform to the standards in this contract.
1.3. Background. The 352d SWTS conducts three Combat Control and Special Reconnaissance Apprentice Course classes per calendar year. During each class, two training iterations are conducted in a field environment requiring role players and OPFOR support in order to enhance student training by providing scenario realism. Contract support for OPFOR and Role Players allows the instructor cadre to focus on student instruction, feedback, and safety oversight. In addition, 352d SWTS requires access to a simulated village within 10 miles of Camp Mackall, NC. This will facilitate student scenario immersion and mission planning during FTX events. These iterations are utilized to provide full-mission profiles covering SUT, global access, and surveillance and reconnaissance missions. Each class trains up to 50 students.
2. COURSE REQUIREMENTS
2.1. The contractor shall provide labor, their own lodging, transportation to and from the exercise site, supervision and other supplies and services necessary to support in all aspects of the SUT/FTX to execute missions by SOF units. Contractor shall assist in the Full Mission Profile iterations by providing Contractor Planner, Role Player Manager (RPM), OPFOR, role players and access to a simulated village.
2.2. Execution Window. The 2023 iterations are described below. For option years, a one-year projected calendar will be produced 1 Oct the year prior. Ex. CY24 will be available 1 Oct 2023. Class dates are not likely to change once published but in the event a change must occur advanced coordination will be provided.
CY23:
Class 23-002 SUT: 17-21 Jul 2023 Class 23-002 FTX: 14-18 Aug 2023 Class 23-003 SUT: 30 Oct – 4 Nov 2023 Class 23-003 FTX: 4-8 Dec 2023
2.3. Place of Performance. SUT/FTX events shall occur on Fort Bragg Ranges to include Camp Mackall.
Ranges are scheduled based on availability.
2.4. Quality Assurance. See Part 5, Deliverables Schedule, and Part 6, Performance Requirements Summary.
2.5. Recognized Holidays. The period of performance does not encompass any recognized federal holidays.
2.6. Hours of Operation. The Contractor shall be responsible for continuous support between the hours of 1200 on Day 2 of execution to 2359 on Day 4 of execution (OPFOR and Role Player break down is provided in 3.1.2.1 and 3.1.3.1). Refined coordination for support will be established in the coordination meetings. The Contractor shall at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential.
2.6.1. Simulated village for FTX events will cover an approximate 72hr period. Students will perform staging operations in this simulated environment preparing them for the Final Training Exercise. This requirement will begin in CY 24.
2.7. Personnel and Physical Security Requirements. The overall classification for this effort is UNCLASSIFIED. No contractor personnel require a security clearance. The contractors will be required to access Fort Bragg, NC facilities for planning and Fort Bragg / Camp Mackall, NC ranges for training execution.
3. SUT/FTX REQUIREMENTS
3.1. Personnel Requirements
3.1.1. Contractor Planner: The contractor planner will be available no less than two weeks prior to SUT/FTX execution for three hours total per event. The contractor planner will be available for approximately one hour teleconference and two hours of onsite work at the 352 SWTS for pre-coordination and planning purposes. The contractor will provide necessary personnel, supplies, and equipment specified in the SUT/FTX execution requirements.
3.1.2. Role Player Manager (RPM): The RPM shall have understanding and experience in SUT, special reconnaissance, and airfield operations including landing zones (LZ’s), helicopter landing zones (HLZ’s), drop zones (DZ’s). RPM must have held positions of tactical and operational leadership. The RPM will be co-located with the instructor cadre command and control node for real time coordination during SUT and FTX execution.
3.1.3. Opposing Forces: The contractor shall provide a minimum of 10 personnel who will role-play as opposing forces. These 10 personnel shall be spread across multiple training scenarios. The personnel shall provide and use: Automatic or semi-automatic rifles with blank ammunition, and Night Vision Goggles (NVG) to combat friendly forces. Additionally, the personnel shall be proficient in tactics and weapons handling, as well as follow guidance and scenario development from 352d SWTS instructor cadre/planners. Personnel fulfilling opposing forces shall have previous military, law enforcement, or first responder experience to simulate real combat scenarios. The personnel must be trained on All-Terrain Vehicles, MRZR, Night Vision Goggles, and Gas Masks. Personnel will potentially be exposed to tear gas due to their proximity to students.
3.1.3.1. OPFOR Schedule. OPFOR will operate in 2x 5-man elements and be available on a 24-hr basis within the below schedule for SUT and FTX.
SUT: Start – Day 2, 1200; End – Day 4, 2359 FTX: Start – Day 2, 1200; End – Day 4, 2359
3.1.4. Role Players: The contractor shall include a minimum of 10 personnel who shall role-play anything from Partner force military leaders, partner force casualties, partner force security forces, unarmed civilians, enemy sympathizers, and nefarious on-lookers. This does not include the OPFOR requirement. The personnel must be trained on Gas Masks. Personnel will potentially be exposed to tear gas due to their proximity to students.
3.1.4.1. Role Player Schedule. Role Players will be available on a 24-hr basis within the following schedule for FTX.
FTX: Start – Day 2, 1200; End – Day 4, 1200
3.1.5. The lead planners and opposing forces must be able to provide necessary documents as credentials (i.e. career brief, job history, orders, or retirement summary). All credentials must be reviewed and approved by 352d SWTS Ops section at least 30 days prior to the event.
3.1.6. All personnel proposed under para 3.1.1, 3.1.2, 3.1.3, 3.1.4 for this effort shall be considered Subject Matter Experts (SME). SMEs are certain experienced professional and/or technical personnel that are essential for successful accomplishment of the work to be performed in support of this requirement. If any of the proposed personnel become unavailable for performance prior to or during performance of this requirement, the contractor shall promptly notify the Contracting Officer (CO) within 24 hours. The resume(s) of the replacement personnel shall be submitted to the CO and Contracting Officer Representative (COR) for review and approval within 48 business hours of notification that contracted personnel are unavailable. Notification of approval or disapproval will be sent to the contractor within 48 business hours after receipt of the resume(s).
3.2. Facility Requirements:
3.2.1. The Government will acquire the training facilities to be used for the exercises. The Contractor will secure lodging facilities for its personnel. The contractor will provide a simulated village that can house up to 50 students for approximately 72 hours to conduct mission planning and scenario immersion.
The contractor will also provide 1x building equipped with electricity, lighting, whiteboards, and adequate space for students to create terrain models.
3.3. Minimum Contractor Material Requirements:
3.3.1. The contractor shall provide all OPFOR/role players with:
- rifles capable of burst or automatic fire
- blank ammunition for rifles chambered in 7.62 or 5.56mm (5000 rounds per SUT and FTX iteration)
- Personal Protective Equipment as appropriate for weapons
- NVGs for OPFOR – PVS15 or later variant
- Gas masks and filters
- Uniforms or garb/costumes. OPFOR and partner force uniforms must be other than multicam pattern and color. OPFOR and Partner Force must have different uniform patterns.
- Communications for RPM coordination
- Food and lodging as required
- Transportation to and from exercise site.
- Anything else needed for role player/OPFOR integration into the scenario
3.4. Deliverables.
3.4.1. A comprehensive after action report (AAR) of attending personnel’s performance and a summary report of all activities/training shall be submitted to the COR and CO in electronic format no later than 30 days after the final training day. Payment will be rendered in Wide Area Workflow (WAWF) on receipt of the AAR.
4. CHANGES
4.1. The contractor shall not comply with any order, direction, or request of Government personnel to make changes to this PWS or Contract unless it is issued in writing and signed by the CO or is pursuant to specific authority otherwise included as part of this contract. In the event the contractor affects any change at the direction of any person other than the CO, the change will be considered to have been made without authority, and no adjustment will be made in the contract price to cover any increase in cost incurred as a result thereof.
5. SERVICES SUMMARY
5.1. The contractor service delivery requirements are summarized into performance objectives that relate directly to standards of performance required to meet mission essential needs. For the Performance Objective to be met, service delivery must be in substantial compliance with applicable performance standards. The Performance Threshold describes the minimum overall levels of service delivery required for acceptable quality control. Failure to meet these Performance Thresholds means that contractor Quality Control is unacceptable. The following is a list of the key performance objectives that will be verified as contractually compliant by government personnel; however, inspection of any contract requirement is authorized.
- Minimum contractor material/lodging requirement is 100% of materials and lodging provided to OPFOR/Role Players during exercise.
- SS-3: Role player performance and suitability. Role players provide the desired performance needed to meet specific training objectives (opposing forces, partner forces, non-combatants).
6. SAFETY REQUIREMENTS
6.1. The contractor shall:
6.1.1. Conform to the safety requirements contained in the contract for all activities related to the accomplishment of the work as required by OSHA.
6.1.2. Not damage government property.
6.1.3. Record and report promptly (within one hour) to the CO or designated COR, all available facts relating to each instance of damage to government property or injury to either contractor or government personnel.
6.2.2. In the event of an accident/mishap, the contractor shall take reasonable and prudent action to establish control of the accident/mishap scene, prevent further damage to persons or property, and preserve evidence until released by the accident/mishap investigative authority through the CO.
7. GENERAL INFORMATION
7.1. Quality Control:
7.1.1. The Contractor is required to control the quality of service delivery and offer to the Government for acceptance only services which conform to contract requirements. The overall control of quality must meet the specified performance thresholds for each requirement in the Services Summary.
7.1.3. Records of inspections shall be kept and made available to the Government throughout the contract performance period and for the period after contract completion until final settlement of any claims under this contract.
7.2. Quality Assurance:
7.2.1. The government will periodically evaluate the contractor's performance by appointing a representative(s) to monitor performance to ensure services are received. The government representative will evaluate the contractor's performance through on-site inspection during the training.
7.3. Contractor Personnel:
7.3.1. Contract Manager: the contractor shall provide a contract manager and alternate contract manager (responsible in the absence of the contract manager) who shall be responsible for the performance of the services. The names of the contract manager and alternate(s) shall be provided to the CO in writing prior to the beginning of the first performance period. The contract manager and alternate(s) must be able to read, write, speak, and understand English. The contract manager and alternate shall have full authority to act for the contractor on all contract matters relating to daily operations of this contract.
7.3.1.1. The contract manager or alternate shall be available during normal duty hours to discuss problems. If training is occurring outside of normal duty hours, the contract manager or alternate shall be available during the training timeframe.
7.3.2. The contractor is cautioned that off-duty active military personnel hired under this contract may be subject to permanent change of station, change in duty hours, or deployment. Military Reservists and National Guard members may be subject to recall to active duty. The abrupt absence of these personnel could adversely affect the contractor's ability to perform; however, their absence at any time shall not constitute an excuse for nonperformance under this contract.
7.3.3. Contractor Employees: The contractor shall ensure personnel are commensurate with manning and experience levels for each designated position and job description. Ensure all employees have the capability to read, write, speak, and understand English; have previous experience in their designated job area or specialty; and be familiar with military command and control structures.
7.3.3.1. The contractor shall not employ persons for work on this contract if such employee is identified to the contractor by the CO as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population.
7.3.3.2. The contractor shall not employ any person who is an employee of the U.S. Government if employing that person would create a conflict of interest. Additionally, the contractor shall not employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval according to DOD 5500- 7-R Joint Ethics Regulation and other applicable Air Force instruction.
7.3.3.3. The contractor shall not employ any person who is an employee of the Department of the Air Force if such employment would be contrary to the policies in AFI 64-106, Air Force Industrial Labor Relations Activities.
7.4. Privacy and Security:
7.4.1. Privacy Act. Work on this project requires that personnel have access to Privacy Act Information.
Personnel shall adhere to the Privacy Act, Title 5 of the U.S. Code, Section 552a and applicable agency rules and regulations.
