Fisheries Ecology Division

STATEMENT OF WORK

Watershed Stewards

I. Background/Overview:

The Fisheries Ecology Division (FED) in Santa Cruz, CA is working to enhance SWFSC salmonid monitoring/restoration efforts in Santa Cruz County. Since its inception, FED has employed a highly effective and scientifically sound program model whereby they trained and mentored by top natural resource professionals to perform instream and upslope watershed assessments that aid in the restoration efforts of coastal California salmonids. The FED engages community residents in watershed restoration, maintenance and stewardship with this project.

II. Scope of Work The contractor will be engaged in assisting SWFSC in biological and effectiveness monitoring of salmonids in local coastal watersheds, primarily focused on Scott Creek, San Vicente Creek, and Waddell Creek in Santa Cruz County. They will be working together on the various projects along with all the NOAA staff at the SWFSC in Santa Cruz, California. Most tasks require three or more person field crew and there will be a set schedule for all field work. Ongoing projects overlap by season resulting in salmonid monitoring at all life stages.

III. Tasks

· Task 1: PIT (Passive Integrated Transponder) and CWT (coded wire tag) tagging to aid in biological monitoring of coho broodstock and hatchery smolts

· Task 2: Electrofishing and snorkel surveys to aid in establishing juvenile salmonid rearing abundance and distribution in priority recovery watersheds

· Task 3: Trapping and tagging 1) returning adult salmonids to aid in adult escapement and 2) outgoing smolts utilizing mark recapture methods for abundance in priority recovery watersheds

· Task 4: Spawner ground surveys to aid in establishing redd to adult ratios for adult abundance estimates in non-intensively monitored watersheds

· Task 5: Summer seining in Scott Creek lagoon to establish salmonid abundance and distribution during period of closed bar estuary conditions.

V. Place of Performance The contractor will be working on the various projects along with all the NOAA staff at the SWFSC in Santa Cruz, California. VII. Government-Furnished Property (GFP) There are no GFP provided to the contractor for use during the performance of the contract.

VIII. Security Requirements Background Security Checks. Thirty (30) calendar days prior to employee start date, all employee’s that are to work at the SWFSC, shall complete the OF-306 Form, Declaration for Federal Employment; be fingerprinted; and submit two forms of picture IDs. No employee is allowed to start work until their fingerprints clear our Western Region Security Office (WRSO). The paperwork shall be submitted to the WRSO by the SWFSC administrative personnel. Upon favorable check from WRSO, the employee will need to complete the Standard Form 85 Questionnaire for Non-Sensitive Positions using Electronic Questionnaire for Investigations Processing (E-Qip). This shall be submitted to the Western Region Security Office within ten (10) working days of notification. The Contractor will be provided written instructions for the use of the E-Qip system by the COR and can obtain assistance from the Administrative personnel at the SWFSC. The E-Qip shall be electronically submitted to the SWFSC Administrative office.

Once the SF 85 is approved by WRSO, the COR will notify the Contractor that the employee is cleared to obtain a Civilian Access Card (CAC) that will expire at the completion of the contract. The employee will obtain their CAC ID badge within 10 days of notification. The SWFSC COR will notify the Contractor in writing if the employee is not eligible to work at the SWFSC.

If there are delays with WRSO in approving the SF 85, the Contractor will be issued a temporary ID badge for up to 60 days.

Vehicle owners and those who work at SWFSC are responsible for parking in accordance with the SWFSC Parking Policy. Contractor employees are expected to be aware of the contents of the parking policy, obey signs posted to identify the various parking rules, and inquire with the COR when there is doubt. Strict enforcement of parking procedures will be enforced to control violations.

PHYSICAL SECURITY: The Contractor shall be responsible for safeguarding all Government property provided for Contractor use. At the end of each work period, Government facilities, equipment, supplies, and materials shall be secured. The Contractor shall be responsible for any damage caused by their personnel to the building, finishes, furnishings, equipment, etc., and shall repair, clean, replace, or restore damaged items to the condition existing immediately prior to the item being damaged.

The Contractor shall remove from the site any individual whose continued employment is deemed by the Contracting Officer (CO), COR, or Executive Officer to be contrary or inconsistent with the best interest of SWFSC. The CO, COR or Executive Officer will provide this information to the Supervisor in writing. The Contractor shall notify the COR, in writing, of any individual removed from the site either for suspension, misconduct, or to terminate the individual’s employment. In the instance of misconduct, the CO, COR and the Executive Officer shall be contacted immediately following the incident before any other action is taken. Should the contractor be found with unauthorized personnel on site at the SWFSC, the unauthorized personnel (persons without the required security badge) shall be removed from the site.

Key Control. The Contractor shall establish and implement methods of ensuring all keys/key cards issued to the Contractor by the Government are not lost or misplaced and are not used by unauthorized persons. No keys/key cards issued to the Contractor by the Government shall be duplicated. The Contractor shall develop quality control procedures covering key/key card control that shall be included in their quality control plan. Such procedures shall include turn-in of any issued keys/key cards by personnel who no longer require access to locked areas.

The Contractor shall report to the COR and Executive Officer any occurrences of lost or duplicated keys/key cards no later than the next duty day.

In the event keys, other than master keys are lost or duplicated, the Contractor may be required, upon written direction of the Contracting Officer, to re-key or replace the defective lock or locks. The Government may, however, at its option, replace the defective lock or locks or perform re-keying and deduct the cost of such from the monthly payment due the Contractor. In the event a master key/key card is lost or duplicated, all locks and keys/key cards for that system shall be replaced by the Government and the total cost deducted from the monthly payment due the Contractor.

The Contractor shall prohibit the use of Government issued keys/key cards by any persons other than the Contractor's employees. The Contractor shall prohibit the opening of locked areas by the Contractor's employees to permit entrance of unauthorized personnel.
