NOAA/NATIONAL MARINE FISHERIES SERVICE
SOUTHWEST FISHERIES SCIENCE CENTER
Fisheries Ecology Division
STATEMENT OF WORK
Chinook Salmon Samples
I. Background/Overview:
NOAA/NMFS researchers are investigating the spatial and temporal distribution of Chinook salmon during their ocean migration period on a stock specific basis, as well as the stock composition in ocean fisheries. Tissue samples from ocean-caught salmon are necessary for stock identification and will be analyzed in the NOAA Science Center Lab in Santa Cruz, CA.
II. Scope of Work
The Fisheries Ecology Division needs a collection of tissue samples and associated metadata
(i.e., GPS coordinates, length, weight, depth of capture) from Chinook salmon in the California
Ocean.
III. Tasks
The contractor shall supply tissue samples taken at sea upon the date of award through
September 28, 2018 during the normal course of ocean fisheries, with harvest allowed and with appropriate permit coverage and allocation from the Pacific Fishery Management Council.
Task 1: The contractor shall provide at least 100 samples per week throughout the period of performance from the Monterey, Fort Bragg, and Klamath Fishery Management
Zones. The contractor shall also include 100 samples per week from each of the sections of the San Francisco Fishery Management Zone that are north and south of Point Reyes, when any of these areas are open for commercial fishing, with a minimum total of 5000 samples.
The sample sizes can be scaled down for catch rate considerations. The samples must be accompanied by exact catch locations, recorded in GPS waypoint format, and all associated fishing effort locations (i.e. GPS unit must be operating and recording waypoints semi-continuously during the entire time they are fishing). The tissue samples must be delivered dried on blotter paper to the NOAA lab in Santa Cruz within two weeks of collection and all associated data must be uploaded into an existing online database by the contractor for evaluation by project collaborators.
IV. Period of Performance
The period of performance will be the date of award through September 28, 2018
V. Place of Performance
The place of performance for this contract shall include the locations mentioned Section III of this Statement of Work and the contractor’s facility.
VI. Deliverable Schedule
The tissue samples must be delivered dried on blotter paper to the NOAA lab in Santa Cruz within two weeks of collection and all associated data shall be uploaded into an existing online database throughout the period of performance of this contract.
VII. Government-Furnished Property (GFP)
None.
VIII. Security Requirements
None.
IX. Required Knowledge and Experience:
1. Contractor must have demonstrated knowledge and experience with salmon fishing practices and communities in California.
2. Contractor must provide evidence of previous experience coordinating or managing research projects with commercial fishermen over a multi-port area.
