Questions and Answers
Solicitation number SUZ80013R0002 for Packing and Shipping Services at Embassy Tashkent Question 1 – Please confirm that all or part of this solicitation is set-aside for 8(a) small businesses?
Response 1 – This is not a set-aside, but a fully competitive procurement. We will make the necessary correction to the Solicitation posting ASAP.
Question 2 – section B.5 Base Period Pricing, please clarify Labor services? I can only assume its contractor employee labor hours – for example, hours spend during pre-shipment survey and packing HHE Response 2 – Yes, these are employee labor hours.
Question 3 – What is the governmental anticipated magnitude (in dollars) of this effort per year?
Response 3 – The estimated governmental magnitude is USD 120,000- USD 160,000 per year.
Question 4 – Exhibit D – Work Order Sample says it is attached. Attachment is not posted please provide.
Response 4 – The Work Order will be in the form of Optional Form 347 (https://www.acquisition.gov/far/html/FormsOptional10.html)
Question 5 – Please confirm that Defense Base Act insurance is not required in the performance of this contract.

Question 6 - My question is rather simple, most 8A’s are not approved TSP’s in the ITGBL program much less suppliers based in Tashkent, are you seriously planning to issue/award this to a US based 8A when the majority of the work is based in Tashkent for the pack and crate where there are certainly no 8A companies.
Response 6 - This Solicitation is not a Set Aside for 8(a), but is fully competitive. You are correct; we do not have 8A companies in Tashkent so each perspective bidder may participate.
Question 7 - Is this a new requirement? If there is an existing contractor performing these duties, please provide contractors name and previous solicitation number.
Response 7 - This is not new requirement. Existing contractor is Global Link and they are working under the contract SUZ800-08-C-002.
Question 8 – What is the exact origin and destination of the move(s)?
Response 8 – Origin is Tashkent, Uzbekistan and destination is Antwerp, Belgium.
Question 9 – What is the exact amount of the commodity, e.g., how many shipment(s) – (containers) are needed?
Response 9 – Approximately 100,000 lbs HHE and 6-7 POV (privately owned vehicles) per year en route Tashkent, Uzbekistan – Antwerp, Belgium. We need approximately nine – 40’ containers and seven 20’ containers.
