About this file
This document contains a justification and approval for a sole-source award along with the related award notice. The Department of Veterans Affairs awarded contract 36C24921P0327 to Johnson Controls Security Solutions LLC on March 2, 2021 for $593,467.95 to install an enterprise physical access control camera system at the James H. Quillen Veterans Affairs Medical Center. The justification cites the urgent need to comply with Homeland Security presidential directives on facility security and employee identification, as well as the need to avoid unnecessary delays that could inhibit protection of staff and veterans. The vendor was selected through market research of federal procurement databases that revealed few other potential sources meeting requirements.

Additionally, the installation of the Enterprise Physical Access Control Camera System will assist the facility in compliance with the Homeland Security Presidential Dlrective-12 that mandates an identification standard for federal employees and contractors that access federal facilities. Other business entities on the commercial marketplace could potentially provide security cameras that would violate federal legislation and severely hinder the ability of the James H. Quillen Veterans Affairs Medica I Center in sufficiently monitoring facility grounds and the activites of the individua Is therein. Lastly, seeking competition for similar cameras on the commercial marketplace would needlessly injure the government by delaying the award of the contract and prevent the facility from providing congressionally mandated standards of protection to employees and the veteran population.
6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable: The urgent and compelling nature of the requirement did not provide an opportunity for a competitive requirement to occur.
7. Determination by the CO that the Anticipated Cost to the Government will be Fair and
Reasonable: The anticipated cost to the government will be fair and reasonable based on the procurement of a similar system under contract number 36C77020N0081 at a final price of
&,. Description of the Market Research Conducted and the Results or a Statement of the Reasons
Market Research Was Not Conducted: The VA National Acquisition Center, Federal Procurement Data System, Dynamic Small Business Search, GSA elibrary, GSA Advantage, Vendor Information Pages and the System for Award Management were queried. Market research revealed several small businesses, veteran owned small businesses and service-disabled veteran owned small businesses that could potentially provide a similar quality of camera.
9. Any Other Facts Supporting the Use of Other than Full and Open Competition: Full and open competition is not possible for this requirement based on the fact the urgent and compelling nature of the requirement precludes the formation of a competitive requirement package. The government cannot reasonably incur a delay in the contract award that would be created unintentionally by a solicitation being issued to the commercial marketplace.
10. Listing of Sources that Expressed, in Writing, an Interest in the Acquisition: Johnson Controls Security Solutions 3601 Eisenhower Avenue Suite 300 Alexandria, VA 22304-6425.
11. A Statement of the Actions, if any, the Agency May Take to Remove or Overcome any Barriers to Competition before Making subsequent acquisitions for the supplies or services required: Future requirements of a similar nature will be subject to competition in an effort to fully query the commercial marketplace and provide opportunities for various small business entities.
12. Requirements Certification: I certify that the requirement outlined in this justification is a Bona Fide Need of the Department of Veterans Affairs and that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge and belief.
