Section C: Justification for Soliciting from a Single Source or Brand Name
Market research has identified other comparable software used in the industry; However, the software is currently not approved for use on the Hill AFB enclave. Stress Check is the only current software CSRD approved for use on the Hill AFB enclave and is compatible with the communications infrastructure with capability to meet Government needs.
ESRD provided a letter in 2018 confirming that the Stress Check software is manufactured, sold, and distributed exclusively by ESRD. There are no agents, dealers, or value added resellers authorized to represent this software. If the Government were to pursue a different software, it would require the Government to alter the current communications infrastructure. In addition, the Government would be burdened with the cost of initial implementation of new software.
The cost of purchasing and implementing a comparable software, if approved by the communications squadron, would be approximately $60,000.00. Renewing the current Stress Check Licenses represents a significant duplication cost savings over pursuing and approving a new comparable software.
Section D: Efforts to Obtain Competition
The StressCheck 10.1 Professional Edition, Floating LAN software is not available to be purchased on NETCENTS-2, CCS-3 or GSA's published pricing lists. The software is manufactured, sold, and distributed exclusively by ESRD. There are no agents, dealers, or value added resellers authorized to represent this software. Additional, market research was conducted to determine if there was an alternative software compatible and compliant with the Hill AFB enclave;
However, there are currently no other approved sources. After exhausting all efforts to obtain competition, ESRD is the only source capable of fulfilling this requirement.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
In the future the Government will continue to conduct market research and post RFI's to solicit interested parties. In addition, the Government will annually determine whether the current software is still the only product that can fulfill the Government need. As the computer infrastructure ages, the Government will monitor our system capabilities and ensure that the current software has not reached obsolescence. If and when it becomes financially advantageous to replace our infrastructure, the Government will consider broadening the list of potential products and vendors.
