About this file

This document contains a statement of work and solicitation for a streak spectrometer system. The statement of work requires a fiber-coupling capable streak spectrometer that can measure ultraviolet to visible light emissions from explosive events. The system must include a streak camera, spectrometer, interface module, delay generator, calibration methods, and software. Installation, training, and lifetime consultation services are also required. The solicitation is a combined synopsis and solicitation issued by the Naval Surface Warfare Center Indian Head Division to award a firm fixed-price purchase order. The solicitation is seeking quotes evaluated on a lowest price technically acceptable basis. Quotes are due by July 21, 2023 and must include shipping, additional fees, and acknowledge any amendments. The solicitation also provides important notices regarding quote submission requirements and points of contact for questions.

Fiber-Coupling Capable Streak Spectrometer SOW

1. Scope

The following is a statement of work for NSWC-IHD. NSWC-IHD requires a streak spectrometer system that is capable of measuring ultra-violet to visible spectrum light emissions from an explosive event. The contractor shall provide the streak camera, spectrometer and all associated hardware used to mate the spectrometer to an optical fiber. The contractor shall also provide all software and hardware needed to make measurements with the supplied streak camera. Finally, the contractor shall provide all installation, training, and delivery services needed to stand up the capability.

2. Requirements

2.1. General Requirements

The contractor shall provide a delay generator, streak camera, spectrometer, PC for data recording and processing, as well any software for processing streak spectrometer system data. The streak camera, spectrometer and spectrometer interface module (for alignment) will be tagged as individual items, any laptops shall also be individually tagged, and the delay generator shall also be tagged as an individual item. The system must also contain a method for spatial, spectral, and intensity calibration of the entire system (streak camera and spectrometer). The contractor shall also provide installation/initial setup and training on the operation of the streak spectrometer system and be available during regular business hours for consultation on operations over the lifetime of the system.

System Requirements Desired Specs

Spectral Range 350nm to <=700nm

Spectral Resolution <=1 nm

Temporal Resolution <5ns

Temporal Measurement Range Must be able to make a single measurement for times between 1𝜇s to 100𝜇s.

Responsivity >= 50% responsivity over the 350nm-700nm range

Physical Form Factor 2-man portable

Operating environment: 0-50 oC, high-dust, 50% humidity. Devices will be shielded from direct sunlight and precipitation but must be able to function in a field-testing environment.

System Control Laptop (>=1TB storage) & applicable operating software.

Data Acquisition Methods and Analysis Open architecture, software provided by contractor

Spectrometer Input At least one slit input that has hardware that enables coupling to a SMA connectorized, multimode fiber.

Camera-Spectrometer Mating The streak camera and spectrometer must be delivered mated together and require minimal adjustment

2.1.1. Compatibility

The Contractor shall maintain the capability to prepare documents and software packages compatible with the Government IT environment through the security classification of Unclassified. The current operating environment required for this contract includes:

Microsoft Windows 10 Microsoft Office 2019 Adobe Acrobat XI (reader) Any contractor-dictated software necessary for operation of streak-spectrometer.

The Contractor shall maintain the ability to interface with and transfer data to and from required software applications and their upgraded versions through Navy-approved storage devices. The Contractor shall maintain state-of the-art anti-virus software and ensure that all media are virus free when delivered. Contractor personnel shall be capable of maintaining real-time communications, both voice and data transfer capabilities, with NSWC IHD during working hours whether at Contractor work site or on travel. NSWC IHD personnel shall obtain visitors requests so that the Contractor personnel will have base access.

2.1.2. Work Location and Facilities

2.1.2.1. Work location

Initial system assembly, calibration and validation shall take place at the Contractor site. Government validation (ensuring that the device works proficiently to satisfy requirements laid out above) shall take place during initial setup/training and/or immediately following this setup/training period at Government site(s). The Government site shall be NSWC IHD. Contractors performing on-site support will be provided:

Access to workspaces, telephones, printers, copy machines, shredders, computers, and network access including web servers necessary to carry out assigned tasks.

2.1.3. Program Unique Requirements

The Contractor shall ensure that the software and other electronic equipment is left in good working order in the possession of NSWC IHD personnel before departing after the initial training and installation period. The length of this period shall be dictated in the quote received by NSWC IHD and the training and installation may, but are not required to, run concurrently.
