STATEMENT OF WORK
FOR
INSTALLATION OF COMMUNICATIONS SYSTEMS
1. GENERAL
1.1. SCOPE: The work to be performed under these specifications consist of furnishing all parts, materials, supplies, equipment, labor and transportation, necessary to accomplish construction of secure communications closet room 317 and room 115E in building 475 under the control of Minot Air Force Base, North Dakota.
1.2. COORDINATION: The contractor shall be responsible for coordinating all phases of his/her operations with the appropriate base personnel through the contracting officer or an authorized representative. The facility shall remain in operation while the contractor does any work, and it is up to the contractor to coordinate around the normal activities of the facility.
1.3. SAFETY: All regulations pertaining to safety as noted in OSHA Standards and base regulations shall be strictly adhered to by the contractor. The contractor must have a minimum of two qualified workers. In the event of a problem the second must be qualified to assist the other worker. Particular care shall be exercised in connection with operation of vehicles and other equipment on the site, and in transit to and from the site.
1.4. PROTECTION OF PROPERTY: The Contractor shall be responsible to check and determine that all necessary precautions have been taken to protect all property, both Government and private, in all areas where this contract is being accomplished. Damage caused from failure by the Contractor to exercise care in the performance of work shall be immediately repaired to the satisfaction of the Contracting Officer or designated representative without additional cost to the government.
1.5. CLEANUP: The areas where work is in progress shall be kept as neat and clean as is consistent with the work in progress. Material wrappings, containers, etc., which might be scattered by wind or become a hazard to pedestrians shall be placed in appropriate containers, disposed of or otherwise cared for.
1.6. WORK SCHEDULES: Working hours for the Contractor will normally be between the hours of 7:30 and 4:30 p.m. excluding Saturdays, Sundays and Federal holidays. If the Contractor desires to work during periods other than above, additional Government inspection forces may be required. The Contractor must notify the Contracting Officer or designated representative three days in advance of intention to work during other periods to allow assignment of additional inspection forces when the Contracting Officer determines that they are reasonably available. If such force is reasonably available, the Contracting Officer or designated representative may authorize the Contractor to perform work during periods other than normal duty hours/days; however, if inspectors are required to perform in excess of their normal duty hours/days solely for the benefit of the Contractor, the actual cost of inspection at overtime rates will be charged to the Contractor and will be deducted from the final payment of the contract amount. The completion of this installation and labor will be projected for 31 October 2021.
1.7. START OF WORK: The date for actual commencement of work will be coordinated between the Contractor, Contracting Officer and 5 OG representative after the EAL is approved.
1.8. ACCESS TO SITE:
1.8.1. U.S. Air Force personnel control the site and the right-of-way.
1.8.2. Emergency Access: The Contractor shall not block vehicle access to and from the facility.
1.9. SECURITY REQUIREMENTS:
1.9.1. Contractor shall provide complete written, valid, and legible data that shall include legible photocopies or scanned electronic documents to be at the site of project.
1.10. SITE ENTRY
1.10.1. Building 475 on 3rd floor room 317 (supply closet down to 1st floor room 115E (step desk). Contractor shall coordinate with POC to gain access to the site.

2. 3rd FLOOR, ROOM 317 DESCRIPTION OF WORK
2.1. Electrical and Communication Lines.
2.1.1. 5 CES shall install four single gang 110v power outlets on a dedicated 30 amp or two 20 amp circuits.
2.1.2. 5 CES will install Lightning protection grounding bus bars in room 317
2.1.3. 5 CES will run ¾” or larger conduit from / to the following locations.
2.1.3.1. From room 317 to room 115E.
2.2. 5 CS will provide Cat 6 cables and ends for Contractor to install.
2.3. Radio Integration
2.3.1. Contractor will install four PRC-117G radios and one PRC117-F radio with the following requirements.
2.3.1.1. All radios will be installed into a server rack or similar cabinet style setup in room 317.
2.3.1.2. Uninterruptable power supply (UPS) will be used to power all equipment to protect against temporary power interruptions.
2.3.1.3. Customer provided radios will be tested to verify radio functionality.
2.3.2. Contractor will provide all labor and the following equipment:
2.3.2.1. Server rack or similar cabinet.
2.3.2.2. Radio mounting brackets.
2.3.2.3. Rack UPS or Radio battery backup.
2.3.2.4. Any required cabling not listed below.
2.3.3. Government provided radios will be used:
2.3.3.1. Four PRC-117G radios.
2.3.3.2. One PRC-117F radio.
2.3.3.3. Five RF-5051 Power supplies.
2.3.4. Contractor will design, install Radio Over IP (ROIP) network utilizing Cat 6 cables with the following requirements:
2.3.4.1. Users will be able to remotely utilize all five radios located in Room 317 to Room 115E: Step Desk.
2.3.4.2. Room 115E will have a display unit with a speaker and handset.
2.3.4.3. Room 115E will have a PC networked into the system with control software and user headset.
2.3.4.4. Control Unit (CU) will be located in Room 317.
2.3.4.5. All data before leaving the secure rooms will be encrypted though an NSA approved encryption device such as a TACLANE.
2.3.4.5.1. See Appendix A for system layout diagram
2.3.4.6. System functionality will be tested by the contractor and verified for functionality by the customer.
2.3.4.7. Contractor shall provide training and an instructional handbook to operate the system.
2.3.4.8. Contractor will provide IT support for equipment for 3 years and 1 year warranty on all products.
2.3.4.9. System shall be installed in accordance with TEMPEST requirements.
2.3.5. Contractor will provide the following labor and materials:
2.3.5.1. Setup all components of the ROIP network to include.
2.3.5.2. CU setup.
2.3.5.3. Display units.
2.3.5.4. Network switches / encryption devices (TACLANE) setup.
2.3.5.5. PC software install / setup.
2.3.5.6. All required cabling and intercom components.
2.3.5.7. Two network switches (government provided).
2.3.6. Customer will provide the following:
2.3.6.1. 3/4” or greater conduit run through all wall penetrations from the above listed rooms
2.3.6.2. Windows 7 or 10 PC with Keyboard/Monitor/Mouse for control software.
2.3.6.3. Crypto for TACLANES.
2.3.7. Four TACLANES (government provided) will be used.
3. 3rd FLOOR ROOF DESCRIPTION OF WORK
3.1. Removal of old/abandoned antenna equipment.
3.1.1. See Appendix B for roof layout diagram
3.2. Install new antenna, cable raceways, and building penetration.
3.2.1. The contractor will install two antennas with the following requirements:
3.2.1.1. Install antennas on (4) existing piers on the north side of the 3rd floor roof of building 475. See appendix B for roof layout.
3.2.1.2. Antennas will be permanently mounted and secured to the building pillars.
3.2.1.3. Antennas will be rated for +50 MPH wind and properly protected against lightning strikes.
3.3. Install and connect antennas.
3.3.1. The contractor will install the following permanent type antennas with the following specifications on the 3rd floor roof.
3.3.1.1. Two UHF LOS antennas (government provided).
3.3.1.2. Two UHF SATCOM antennas.
3.3.1.3. One GPS antenna (puck).
3.3.2. The contractor will run all wires from antennas to the radios in room 317 and test the systems functionality.
3.3.3. Contractor will provide all labor and the following equipment:
3.3.3.1. All antennas, antenna towers, cabling to radios, lightning protection system certified by lightning protection engineer and any other minor supplies that are needed.
3.3.3.2. Relocate existing radio antenna and associated cabling to where it enters building.
3.3.4. Customer provides:
3.3.4.1. Building penetrations from the roof to room 317 of conduit provided by 5 CES, see appendix for drawings.
3.3.4.2. Schematic of building with locations of roof supports.
4. SPECIAL INSTRUCTIONS
4.1. PROVISION OF CONTRACTING OFFICER’S AUTHORITY: No person other than the Contracting Officer (CO) shall have the authority to modify the terms of this contract. In the event the contractor, or any subcontractor, effects any change to the terms and conditions of this contract at the direction of any person other than the CO, the change will be considered to have been made without authority and no increase in cost or price will be made to the contract amount.
4.2. TRAFFIC REGULATIONS: The contractor will abide by all traffic regulations outlined in the Air Force Regulation 31-204, for Minot AFB, as supplemented. Copies of these regulations and supplements are available for review at Base Pass and Registration, 15 Missile Avenue or Base Security Police Office, 547 Tanker Trail. Changes will be furnished to the contractor prior to enforcement.
4.3. MANDATORY SEATBELT REQUIREMENT: The use of seatbelts by all vehicle operators and passengers is mandatory on Minot AFB, ND, to include the operation of vehicles on Minot AFB Missile Sites. Violations can result in the temporary or complete loss of the violators on base driving privileges.
4.4. COMPLIANCE WITH APPLICABLE FEDERAL, STATE, AND LOCAL REQUIREMENTS: In performing work under this contract, the contractor shall comply with all applicable federal, state, and local statutes, ordinances, laws, and regulations.
4.5. VEHICLE REGISTRATION: All contractor vehicles must be permanently or temporarily registered with the State of North Dakota Motor Vehicle Department, per applicable State Law. Details concerning a non-resident permit will be provided at the pre-performance conference.
4.6. RADAR DETECTORS: Radar detectors must be turned off while on the base.
4.7. DRIVING UNDER SUSPENSION (DUS): Drivers are responsible for ensuring their driver’s license is valid by the issuing state.
4.8. CELL PHONES: It is illegal to use a hand-held phone while driving on Minot AFB. Either park and talk or use a hands-free device.
4.9. HIRING OF NON-US CITIZENS: It is prohibited to Non-US citizens for work on this contract. Non-US citizens will not be permitted access to Minot AFB, ND. Violation of this policy will result in corrective action.
4.10. FIRE PREVENTION: The Contractor shall ensure that all contract employees know how to report a fire. Contractor personnel shall observe all requirements for handling and storage of combustible supplies, materials, waste, and trash. Contractor employees operating critical equipment shall be trained to properly respond during a fire alarm or fire. Welding shall not be accomplished without prior coordination and approval of the Base Fire Department.
4.11. COOPERATION WITH GOVERNMENT PERSONNEL: The contractor must at all times obey federal EEO directives. The Air Force and all other government entities have a zero tolerance policy toward those directives as well as harassing government personnel, or fellow co-worker by using profanities or other offensive language during meetings, phone calls, working on Federal facilities, or through any other electronic media. Harassment of any person based on race, color, sex, religion, national origin, age, disability, reprisal or any other category protected by law or policy will not be tolerated. Harassment by anyone, including harassment by any manager, supervisor, work leader, co-worker, or contractor is strictly prohibited. This requirement is a material part of the contract, and will form a significant part of the performance evaluation conducted by the Contracting Officer during and after the contract period of performance. Failure to comply is grounds for removal from any government or military installation in addition to termination for cause /default.
4.12. TOBACCO USE IN THE AIR FORCE: (AFI 40-102 – 26 MAR 2012) Tobacco use is prohibited on Air Force installations except in Designated Tobacco Areas (DTAs). Tobacco use includes: cigarettes, cigars, and electronic cigarettes, stem pipes, water pipes, hookahs, and smokeless products that are chewed, dipped, or sniffed. Following contract award the Designated Tobacco Areas will be identified to the contractor.
4.12.1. Designated Tobacco Areas shall be marked with signs: “Designated Tobacco Area.” Designated Tobacco Areas: Shall be away from common points of facility entry/egress, and not in front of buildings or air intake ducts. The distance from the building shall not be less than 50 feet. DTAs shall be a minimum of 50 feet from pedestrian walkways, to include parking lots. DTAs shall be a minimum of 100 feet from playgrounds. Tobacco use is prohibited in Air Force vehicles.
4.12.2. Medical Treatment Facility campuses shall be tobacco free. Medical Treatment Facility campuses are defined as the contiguous area surrounding the clinic or hospital, to include parking structures and lots; and other outdoor areas contiguous with the Medical Treatment Facility.
