STATEMENT OF NEEDS (SON) FOR STATIC TARGETS IN SAYLOR

CREEK RANGE (SCR) FOR EX FORGING SABRE (XFS) 2021

OVERVIEW

1. XFS21 is a Singapore Armed Forces (SAF) exercise that will be held at

Mountain Home Air Force Base (MHAFB), Idaho, USA, from 13 to 23 Sep 2021.

2. This statement of needs (SON) addresses the authorising unit’s specific requirements for static targets within Saylor Creek Range (SCR).

CARDINAL REQUIREMENTS

3. The summary of requirements for static targets in support of XFS21 are as follows:

4. The static targets will be utilised for the entire duration of XFS21 from 13 to 23 Sep. All static target requirements will need to be installed and in position

NLT 10 Sep 2021 to ensure the range is ready for the exercise.

5. Range Control Operations will need to provide the GPS coordinates of all static targets highlighted in this SON. This is to aid in the utilisation of inert bombs, hydra 70mm rockets, RRPR rockets and 30mm guns onto the targets. This information should be provided NLT 10 Sep 2021.

SPECIFIC REQUIREMENTS FOR STATIC TARGETS

6. Placement of Additional 11 Armored Vehicle Carcasses and Four Oil

Drums in SCR. An additional 11 armored vehicles are required to be placed in the vicinity of Research Facility (TGT 134-150) and northwest (NW) of OP

CHARLIE. Separately, four oil drums are required to be placed together with the six armored vehicles NW of OP CHARLIE. Detailed requirements to these requirements are as follows:

a. Placement of Six Armoured Carcasses South of Research Facility.

A total of six armored vehicle carcasses will need to be placed south of the Research Facility (TGT 134-150). The armoured vehicle carcasses are to be laid out in the pattern depicted in Figure 1 with a 99-132ft/30-

40m separation between each vehicle and a minimum of 330ft/100m buffer distance will be required from the existing target layout in the

Research Facility (TGT 134-150).

b. Placement of Five Armoured Carcasses Northwest of OP

CHARLIE. A total of five armored vehicle carcasses will need to be placed

NW of OP CHARLIE. The armoured vehicle carcasses will be placed in a staggered formation, depicted in Figure 2.

7. Placement of Three Simulated Rocket Launchers and 18 Mannequins in the Three Existing Urban Villages. A total of three rocket launchers simulated by a military truck carcass with four PVC pipes in the back (see Figure 3) will be required and placed at three locations (see Figure 4). The placement locations are depicted in Figure 5 for Urban Village (TGT 400-471), Figure 6 for North Village

(TGT 520-548), and Figure 7 for Research Facility (TGT 134-150). Inert bombs will be dropped on the rocket launchers. In addition, a total 18 mannequins with bucket-heads simulating both civilian and militia will be required and placed at same three locations. For each location, there is a requirement for three civilian mannequins in a group and three militia mannequins in a group (with two carrying shoulder-launched manpads simulated by a PVC pipe). Inert bombs and 30mm rounds will be dropped on the mannequins. There will be a need to repair or replace approximately 50% or nine of the mannequins if damaged or destroyed by the bombs or 30mm rounds. The mixture of spare mannequins would include three civilians, three militia and three militia with shoulder-launched manpads.

8. Placement of Six Armoured Carcasses, 24x Mannequins and Stacking of

21x Containers (20ft/40ft) within existing Urban Village (TGT 400-471). A total of six armored carcasses, 24 mannequins and 21 containers (20ft/40ft) will be required around and within the urban village.

a. Placement of Additional Six Armored Carcasses. A total of six armored vehicle carcasses will need to be placed in the Urban Village

(TGT 400-471) and they are to be lined up in a single-line convoy position as depicted in Figure 8.

b. Stacking of Additional 21x Containers (20ft/40ft ) onto Existing

Containers. A total of 21 20ft/40ft containers1 will be required to be stacked onto existing on-site containers to create additional 2-storey and

3-storey buildings within the Urban Village (TGT 400-471). In addition, there is a need to cut out two randomly-positioned openings (each measuring 1.2m x 1.2m) to simulate windows for each of the top-level containers highlighted (See the yellow and blue areas in Figure 8).

c. Placement of 24x Mannequins. A total of 24x mannequins with attached small-arms simulating enemy will need to be placed within the

Urban Village (TGT 400-471). 21x mannequins are to be placed in the top-level container (visible through the “windows”) of the 5 pieces of “2-storey” containers (marked out in yellow) and 8 pieces of “3-storey” containers (marked out in blue) boxed areas and the remaining 3x mannequins are to be placed outside the existing the containers (See

Figure 8)

d. Placement of Four Iron Pickets and White Tape. A total of four iron pickets will need to be anchored into the ground at two locations (2 iron pickets per location) as depicted in Figure 8. A white tape will need to be tied to the iron picket and will be used to simulate complex obstacles.
