Statement of Work (SOW) USBP Specialty Cartridge 9mm 115 GR JHP Ammunition

1. BACKGROUND:

The U.S. Border Patrol (USBP) Headquarters Firearms and Use of Force Branch develops and manages a national program to encourage agents to gain more experience, training, and time on the firing range and in the classroom to provide continuous skills development. While traditional standard qualification/training courses of fire and training are very important, we believe agents need additional venues to develop skills to combat every changing criminal element they have been commissioned to combat. Established in approximately 1935, the United States Border Patrol National Pistol Team (NPT) was formed with a mission focused on developing and promoting marksmanship skills among its ranks and to win competitions to promote the USBP and its mission.

The NPT and our Agents have proudly represented our nation’s premier border security agency. The NPT is used as a recruiting tool to attract candidates from all areas of the country to apply for employment within the USBP to maintain necessary employment levels to meet mission requirements and to secure the borders. The NPT makes or customizes its own small arms but does not have the capabilities to manufacture its own ammunition. The ammunition industry offers a limit number of commercially available products to support the level of accuracy needed to be competitive in accuracy-based competitions. To compete successfully, it was determined better arms and ammunition was required. Customs and Border Protection (CBP) gunsmiths build top-quality competitive-grade rifles and pistols for our competitive teams...many from the ground up. Research and development efforts have led not only to enhanced accuracy and to reliability of our competitive weapon systems and ammunition but have intensified the effectiveness of the entire USBP.

2. SCOPE:

This Statement of Work (SOW) defines the minimum requirements for the USBP specialty cartridge ammunition needs for both indoor training facility and outdoors. The USBP NPT has a specific need based on their competition firearms for the 9 mm caliber ammunition used in the Police Pistol Combat (PPC) match competitions. Accuracy and reliability in competitive events and the necessary training prior to competition requires the ammunition perform to match grade standards.

This is considered a non-developmental effort and commercially or already developed solution is being sought. The commercial match grade ammunition offers reliable functioning and consistent performance. This product should exhibit no misfires or key holes into the target and much fewer malfunctions than experienced with other specialty cartridge ammunition used or tested previously.

3. APPLICABLE DOCUMENTS:

Commercial standards shall be used wherever practicable. Manufacture test documentation is sufficient and must be shared within 30 days upon request.

4. SPECIFIC TASKS:

The following sections outline the respective tasks and physical, functional, and technical characteristics of the ammunition. The contractor shall be responsible for providing ammunition meeting the defined characteristics.

Tasks include but are not limited to design, manufacture, fabrication, procurement, integration, installation, testing, training and system support that meets USBP requirements defined:

4.1 Bullet Specifications

Caliber: 9 mm Packaging: Box- 50 Rounds, Case- 1000 Rounds Weight: 115 grains Bullet Type: JHP Velocity: 1100 FPS ± 50-yard (chronograph used)

OAL: 1.075”

Grade: PPC Matches, LE Competitions

4.2 Accuracy

Test requirement: 5 ten-shot groups at 50 yards, with an average group size not to exceed 1.5 inches. (Fired from a Match Grade barrel fixture)

4.3 Testing

The contractor shall conduct and support lot level acceptance testing prior to delivery to verify required standards. Testing shall be conducted using an acceptance industry established test plan standard and provide to the Government upon request within 15 days upon either written, verbal or electronic request the data from lot testing.

4.4 Support Services

The contractor shall also provide immediate response to any service issues that may arise, and will provide complete product testing, and support.

5. DELIVERABLES AND DELIVERY SCHEDULE:

The contractor shall prepare and deliver the items outlined below. Specific delivery dates and location shall be provided after contract award.

6. GOVERNMENT-FURNISHED EQUIPMENT AND INFORMATION:

The Government does not anticipate providing any GFE or GFI to support this SOW.

7. PLACE OF PERFORMANCE:

Place of performance shall be at the contractor facility, with all ammunition ordered being delivered to identified sites listed by the Government. Two locations are provided to approximate the geographic region for delivery.

8. PERIOD OF PERFORMANCE:

Period of performance shall be for one base period (365 days) to complete the delivery of the ammunition.

9. SECURITY:

There are no specific security classification level requirements associated with this project. Information is deemed unclassified. Contractors supporting this project shall be U.S. Citizens, and free of criminal convictions.

10. SPECIAL CONSIDERATIONS:

10.1 Project Management

During the period of performance, the contractor shall exercise technical direction and control required to meeting the objectives of this SOW. This requirement includes the necessary Project/Program Management for the support, engineering and testing efforts associated with planning, engineering, configuration control, risk management, communications, quality assurance, and data management and testing required to carry out that task and comply with this SOW.

10.2 Points of Contact

All contract questions and concerns shall be directed to the point of contact as designated below. The Contracting Officer is the only individual with the authority to amend this contract.
