Statement of Work (SOW) For

(2) TWO Personal Water Craft

1. BACKGROUND:

The U.S. Border Patrol Buffalo Sector Area of Responsibility (AOR) requires two (2) Personal

Watercraft (PWC) for access to remote waterways on Lake Erie and Lake Ontario. And the ability to transport said vehicles to various launch areas. PWC is an instrument that is a critical part of our mission to patrol the Border and waterways for a variety of law enforcement concerns.

2. SCOPE:

It is the intent of CBP to procure two (2) commercially available The minimum salient characteristics for the PWC requirement have been defined, in Section 5.1 and trailers in 5.2 of this statement of work.

2.1 Contract Type

This solicitation shall result in a firm-fixed price purchase order to include all shipping/delivery charges, set up allowance or performances before shipping with PWC Equipment Cover and state safety kit requirements: Distress Emergency Flag, Collapsible Paddle/Oar, Fire Extinguisher.

3. APPLICABLE DOCUMENTS:

Commercial standards shall be used wherever practicable. All bidders must submit required documents in accordance with the instructions in this solicitation posting.

4. SPECIFIC TASKS:

The contractor shall complete the following tasks as required to comply with this SOW.

4.1 Program Management.

The contractor shall exercise technical direction and control of the, engineering, manufacturing, and test effort required to produce the equipment. This requirement includes the necessary management support tasks related to production, configuration control, risk management, testing, quality assurance, and data management required to carry out that task and comply with this SOW.

4.2 Testing

The contractor shall test the functionality of all equipment, if possible, prior to delivery according to

Department of Transportation and/or industry standards. If testing is not feasible, all equipment set-ups must be initiated before shipping, or an allowance given between supplying vendor and local affiliate vendor affiliation for setup within 25 miles of delivery site. All set up cost to be included in the purchase of equipment.

4.3 Delivery Instructions

The contractor shall deliver the equipment outlined in Section 5.1 F.O.B destination. Delivery preferred within 30 days after the award date.

4.4 Inspection and Acceptance

All inspection and acceptance activities for this order shall be performed at the delivery address by the designated technical point of contact for apparent defects/damage. Actual sea worthiness shall be performed at the final station destinations within sector AOR.

4.5 Documentation

The contractor shall be responsible for issuing existing documents as requested by CBP (See section 5.4).

5. DELIVERABLES AND DELIVERY SCHEDULE:

5.1 Equipment.

In order for the contractor to be determined technically acceptable and in the best interest of the Government, the product proposed shall meet the minimum salient specifications listed below.

Minimum Salient Characteristics for the Personal Water Craft:

Year 2022 or Newer (Brand GTI SE 170, GTR 230 or Equal)

Engine Displacement 1,630 cc or more, four stroke, without supercharger or turbo Horsepower Minimum 170HP or greater Fuel Type Gasoline Must be able to run on a minimum 87 Octane Fuel Capacity Minimum 15.9-gal 60L Ignition Electric Cooling Closed-loop Cooling System

5.2 Delivery Address

5.3 Period of Performance

The contractor shall deliver all equipment outlined above within 30 days after the receipt of order and provide the manufacturer’s warranty for a minimum of 12 months upon delivery.

5.4 Data.

As referenced in section 4.5 above the contractor shall provide copies of the documents listed below.

One copy of the data shall be delivered in paper form and one copy in electronic form. The electronic form shall be in MS Word format or Adobe Acrobat. The documents are deliverables under the contract and shall be delivered to the Government no later than thirty days after contract award:

a. Operations Manual

b. Equipment Specification

5.5 Warranty

The PWC shall include a minimum 12-month manufacturer’s warranty plus additional costs for optional extended warranties if available. Ensure to specify if a warranty exceeds 12 months.

6. PLACE OF PERFORMANCE:

The place of performance shall be at the contractor’s facility.

7. SECURITY:

There are no specific security classification level requirements associated with this procurement action. Information is deemed unclassified.

8. SPECIAL CONSIDERATIONS:

8.1 Changes to the SOW

No changes to this SOW or cost increases shall be incurred without written prior approval of the

Contracting Officer. Any changes or cost increases will not take effect until the Contracting Officer executes a written modification.

8.2 Travel

Travel is not required to support the tasks identified in this SOW.

8.3 Points of Contact

All contract questions and technical concerns shall be directed to the point of contact as designated at award. The Contracting Officer is the only individual with the authority to amend this contract.
