Request for Quote number 1333MF23QNFFK0051
Background:
The National Marine Fisheries Service’s Office of Law Enforcement (OLE) enforces laws that protect and conserve our nation's living marine resources and their natural habitat. OLE Special Agents and Enforcement Officers are sworn law enforcement officers with specified authority to make arrests and enforce over 37 statutes, as well as numerous treaties related to the conservation and protection of marine resources.
OLE’s Northeast Enforcement Division (NED) has two (2) MetalShark 36’ Fearless patrol boats that conduct at-sea operations enforcing a number of regulations. They serve as platforms to conduct at-sea boarding and provide expedient means of travel from port to port to conduct investigations and patrols.
Objective:
NED has a requirement for steering control upgrades to NOAA MetalShark 36 WAPH F3403 and F3404 to successfully support its Mission. The upgrade to both vessels shall include a total boat system control with digital electronic controls, digital steering controls, joystick controller with feature toggles, and auto pilot system. These upgrades will aid in safe vessel offshore operations by providing redundancy in the steering system, as well as assist with docking and boarding. Additionally, the upgrade will allow vessels to station keep via GPS position regardless of tide or wind. This is essential and required for deployment of the NED’s Remotely Operated Vehicle and to obtain accurate target vessel speeds during right whale enforcement.
Scope of Work:
The Awardee shall provide installation services and all equipment required to install the steering control system on NED’s patrol vessel. All parts and equipment installed and interfaced shall be certified by OEM authorized representative to enable full warranty coverage and certify that systems are fully operational.
Proposed Work:
The work must meet the specification requirements below:
1. Installation of a digital electronic controls (DEC), digital steering controls (DSC), Joystick controller, and Auto-Pilot; including all OEM gauges (existing or replaced) and components necessary to achieve total boat control and navigation system fully compatible and integrated with existing OEM engines (LF300XCA, F300UCA, F300 XCA) and Navigation Suite.
• Remove the existing hydraulic steering control system.
• Install Enhanced Boat Control System - Digital Electronic Controls (DEC) with the following Standard Features:
o Electronic Key System with lock and unlock that shuts ECM on motors on/off, allows starting without a mechanical key, and with key fob in your pocket allows operator to push POWER button to unlock Y-COP and power up the system at a time.
Individual start/stop switch for each engine for manual start/stop while underway.
Both F3403 an F3404 will feature the same electronic key system/programming to allow key FOB interchangeability between F3403 and F3404.
Each boat will be delivered with three key FOBs.
o DEC - OEM gauges that provide full engine diagnostic readouts, integration, network data sharing with Furuno chartplotter MFDs and navigation computer.
o Ergonomic Electronic Control Box with the following features:
Toggle Button for Engine Neutral Hold (Operator Safety Feature) Trim Assist enabled by Engine control Gauges (provides better speed, fuel economy and better handling/ride) Speed Control with manual toggle on throttles Pattern Shift - allows 10% fine increment adjustment for motor controls for enhanced operations
• Install a bolt on Digital Electronic Steering (DES) kit fully integrated and compatible with DEC, Joystick and Autopilot.
o F3403/F3404 feature triple Yamaha F300A outboard motors. Installation of a bolt-on DES to each outboard motor is required. Tie-bars cannot be used to slave the centerline motor to the port or starboard side motor.
o Ability to control rate of turn in steering wheel - "lock to lock" from 4 turns up to 9 turns.
o Provides Variable Lock to Lock that automatically adjusts rate of turn to the wheel.
o Provide 4 rpm level settings/thresholds to automatically adjust the rate of turn with the wheel.
o Supports close quarters-boarding scenarios with 4 turn lock to lock motor rate of turn for a fast wheel that gets boat around faster o Supports higher speed/rpms safe operation by automatically adjusting to a higher wheel rate of turn o Ability to control rate of friction for wheel turn from light to heavy o Ability to reposition the steering knob by turning on/off control system to move wheel and not the motors to reposition the steering knob.
• Auto-Pilot system capable of fully integrating with the DEC, DES and Joystick system and the Furuno navigation equipment. Integration or installation with OEM engine gauges required by the DEC/DES/Joystick system and all installed Furuno Multifunction Display/Chartplotters, Navigation Computer(s), AIS, etc.
System shall provide maximum safety and compatibility with Yamaha F300A outboard engines to achieve the smooth and efficient engine and steering operations. The autopilot system will also provide the following functions:
o Heading Hold - maintain on course over ground on specific heading with bow straight on for safety in close quarters draft restricted areas.
o Course Hold - maintain heading but allow for environmental conditions to improve ride and minimize crew fatigue o Track Point - chartplotter integration for automatically resuming course to destination by picking up the next waypoint.
o Pattern Steer - pinpoint search controls to support location of fixed gear below a GPS position Spiral search pattern around a point Zig-zag search pattern that is customizable for length of zig/zag legs and distance between two.
• Ergonomic Joystick Package that enhances safety by providing fast and efficient boat control. Direct plug in and integration with Yamaha engines, Yamaha controls, Yamaha Gauges to toggle on/off Joystick/Gauge/Chartplotter MFD features and other boat control system functions described above and below.
o Provide Smooth Shifting o Provide Single Function Buttons for easy operator understanding.
o Allows fine tuning of autopilot (speed and direction) o Supports positioning adjustments and provides the following features:
Ability to automatically maintain both boat heading and position while automatically using thrust up to Engine Thrust Level 5 setting to maintain position.
Ability to automatically maintain boat position only (not heading) using minimal rpm. This feature should allow the operator to set the boat ahead or astern to prevailing wind/current. This will support stationary position keeping during boardings and afford maximum crew/boarding team member safety.
Ability to maintain heading while drifting along a chartplotter created track (route) of operator-selected waypoints. This will allow crew to follow a depth contour or keep a distance from shore to maximize safety conducting fixed gear investigations or ROV operations. Will need to be able to enter this mode by pushing a toggle button on the Joystick control module when the MFD navigation route is set.
• DEC/DES power steering system must be able to provide each motor with its own power steering unit/pump to allow:
o System to engage and steer each motor independently.
o Each pump/motor to be disengaged from the system and the motor to be trimmed/tilted out of the water event of a steering/motor malfunction.
• All DEC/DES features will be compatible with and integrate fully with OEM engine gauges as required to achieve full DEC/DES/Joystick system utility. OEM engine gauge must provide access to full engine diagnostic information and fuel tank level. Networked system will interface all engine control and information so that boat engine and system information can be displayed on Multifunction Display/Chartplotters and Navroc Marine Navigation Computer via network.
