Statement of Work Stack and Rack Carts and Security Hoods

SECTION I: Background

The Bureau of Engraving and Printing’s (BEP) mission is to develop and produce United States currency notes, trusted worldwide. BEP’s vision is to be the world standard securities printer providing its customers and the public with superior products through excellence in manufacturing and innovation. As its primary function, the BEP prints billions of dollars, referred to as Federal Reserve notes, each year for delivery to the Federal Reserve System.

As part of the printing and delivery process, Stack and Rack Carts (also referred to as Carts) are used for separating wet work during the drying process after Intaglio printing. These carts are specific to press size and include several accessories including metal rods and security hoods.

SECTION II: Scope

The Contractor shall fabricate and deliver Carts and security hoods that are compliant with the specified requirements in the Statement of Work (SOW), Technical Requirements Data Sheet (TRDS) and drawings. Finished equipment shall be delivered to the Western Currency Facility (WCF) in Ft. Worth, TX.

The Carts will be used to hold sheets for no less than seventy-two (72) hours of drying time upon completion of Offset and Intaglio printing. During drying times, each Cart will be secured and strapped with a security hood and locking mechanism. The locking mechanism will be provided by the BEP.

SECTION III: Technical Requirements/Tasks

The Contractor shall meet or exceed all the following specifications for the Carts and security hoods:

3.1 Stack and Rack Carts: Carts shall be manufactured in accordance with the specifications set forth in Attachment A, Drawing 55222AD REV A (50-subject Stack and Rack Cart).

3.2 Security Hoods:

• Hoods shall be designed to cover the carts.

• Hoods shall be made of mesh and grey canvas. Hoods must have enough open weave to allow adequate airflow to allow printed sheets to cure for seventy-two (72) hours.

• Hoods shall be of breathable, strength material that does not pull the cloth, mesh and/or strapping.

• Hood shall be resistant to rips and tears from normal working conditions.

• Hoods shall also include black, perforated security belt and straps to allow the BEP to secure the hoods to the Carts

3.3 Warranty: The Contractor warrants that the Carts and security hoods delivered hereunder are merchantable and fit for use for the particular purpose described in the SOW. The Contractor shall also warrant all parts and workmanship delivered under this contract to be free from defects, damage, or failure. A period of one (1) year (12 calendar months) warranty will begin after full acceptance of the Carts and hoods by the Contracting Officer Representative (COR).

The Contractor’s warranty shall be inclusive of parts, labor, and associated transportation and shipping costs. When a malfunction occurs, while a part is covered under warranty, the Contractor will be notified by the Government within seventy-two (72) hours. In response to the notification, the Contractor shall replace the defective Carts or security hoods within one (1) week after the notification. Replacement of the defective part shall be at no cost to the Government.

If the Contractor is required to correct or re-perform during the warranty period, it shall be at no cost to the Government and any services corrected or re-performed during the warranty period shall be subject to the same extent as work initially performed. If the Contractor fails or refuses to correct or re-perform during the warranty period, the BEP Contracting Officer may, by contract or otherwise, correct or replace with similar services and charge to the Contractor the cost occasioned by the Contractor, thereby, or make an equitable adjustment to the contract price.

The Contractor shall provide a point of contact for warranty issues and concerns.

3.4 Inspection and Testing

3.4.1 Responsibility for Inspection and Testing: The BEP reserves the right to perform any inspections on all equipment delivered under this contract. The Carts and security hoods shall meet or exceed the technical requirements as required herein.

Any Carts or security hoods that do not meet the specifications shall be returned to the Contractor at the Contractor’s expense. If any item is deemed insufficient or damaged, the COR will notify the Contractor. In the event, any part does not work or is deemed damaged or found to be unacceptable; the Contractor will replace the item at no cost to the Government.

The Government will evaluate the Contractor’s performance utilizing two methods:

• Random Sampling: The COR will facilitate or conduct random sampling in accordance with the Acceptable Quality Limits outlined in the requirements to ensure equipment meets requirements.

• Customer Complaints: The COR will be responsible for investigating and notifying the CO of customer complaints. The CO will notify the contractor when complaints arise.

3.4.2 Final Acceptance: Each batch of Carts and security hoods shall be utilized by the BEP for a minimum of sixty (60) days without any problems or issues being noted prior to the final acceptance by the BEP.
