Statement of Work:
The contractor shall provide all resources necessary to accomplish the services described in this Statement of Work (SOW). Work includes but is not limited to knowledge of shingled roofing systems and structures, debris removal, wood roof decking, flashing, facia, trusses, travel, and labor. Building’s roof area is 3,966 square feet. Job will include roof decking, starter and ridge cap shingles. Must match Desert Tan color shingles.
Background: This project will serve to properly repair and replace a leaking roof. Building is 2,700 square feet and 3,966 roof area.
Performance Period: 5 Days
Location: Building 46; U. S. Department of Agriculture, Agricultural Research Service, US Vegetable Laboratory (USVL), 2700 Savannah Highway, Charleston, SC 29414.
Specific Requirements:
The contractor shall tear off the existing roof down to the roof decking INSPECTION OF ROOF DECKING: After shingle removal, roof decking shall be inspected and immediately reported to the local area contact. An agreed upon price will be approved before additional roof decking is to be replaced. Please assume 2 sheets of roof decking will need replacing
Replace synthetic felt (roofing underlayment), drip edge, new flashing, architectural shingles, ridge vent and HIP and CAP shingles
All debris will be hauled away by contractor.
All work shall be completed in accordance with all local, state, and federal codes and regulations. All work shall be accomplished in a professional manner and in accordance with good workmanship and acceptable practice.
Contractor is responsible for inspecting the site and for determining the exact repairs for this project.
Contractor shall obtain at own expense all permits, licenses, and inspections required by all local, state, and federal authorities. Contractor shall submit written specifications for all materials and supplies to be used and included in the bid.
Contractor shall notify and schedule utility outages at least 24 hours in advance.
During work, contractor shall maintain a safe work area around the site of repair and clearly mark danger areas with cones and safety tape. All unused and demolition materials shall be removed from the site by the contractor and shall not be placed in the owner’s disposal areas.
Inspections and Completion:
1. Upon completion of the project, contractor shall perform a start up to ensure proper performance and demonstrate the required performance to the LM and/or other owner representatives.
2. Contractor shall remove all excess materials, debris, and equipment from the site.
3. Upon completion of all project requirements and inspections, the EPM shall approve payment.
Site Visit:
Bidders are encouraged to visit the site and be escorted by a government representative to confirm locations, dimensions, and conditions of the project before a bid is submitted. The site visit shall be for the purpose of observing firsthand any conditions relevant to the completion of this project. No consideration will be given to claims based on lack of knowledge of existing conditions, except where contract documents make definite provisions for adjustment in cost or extension due to existing conditions not readily foreseeable. Utilization of Bio-Based Products:
As required by the Farm Security and Rural Investment Act of 2002 and the Energy Policy Act of 2005 (7 U.S.C.
8102(c) (3)), the Offeror certifies, by signing this offer, that bio-based products (within categories of products listed by the United States Department of Agriculture in 7 CFR part 3201, subpart B) to be used or delivered in the performance of the contract, other than bio-based products that are not purchased by the Offeror as a direct result of this contract, will comply with the applicable specifications or other contractual requirements.
The contractor shall utilize products and material based from bio-based materials as applicable, (e.g. bio-based greases; bio-based hydraulic fluids, bio-based absorbents), to the maximum extent possible without jeopardizing the intended end use of detracting from the overall quality delivered to the end user. All supplies and materials shall be of a type and quality that conform to the applicable Federal Specifications and Standards. All supplies and materials to be used in the performance of work described herein are subject to the approval of the Contracting Officer (CO). Products can be found at: https://www.biopreferred.gov
Recycling:
Contractor shall make best effort to recycle any construction debris created during the contract.
Safety:
The contractor will submit a Site-Specific Safety Plan (SSSP)/Accident Prevention Plan (APP) in industry recognizable format to the Contracting Officer within 14 days of contract award for Government review and approval. The plan shall be approved prior to beginning any construction activities. The plans should include maps and contact info to the nearest Emergency Room and a minor medical facility of the contactor’s choosing.
Detailed Bid:
Contractor shall provide a detailed bid which includes all materials, labor, and equipment in order to fully and successfully complete the Statement of Work described in this document.
Contractor Responsibility:
1. Contractor will verify all dimensions and existing site conditions prior to beginning work.
2. Contractor shall keep work area clean on a daily basis and take measures to control debris while work is being performed.
3. Contractor is required to manage the project and consult with the Government prior to beginning all work phases and to work in a manner that minimizes the impact of the work on Government operations, research, and functions.
4. Contractor will provide daily reports of work performed to the LM.
5. Contractor shall remove and dispose of all construction related materials from all work areas on a daily basis and remove these waste materials from the site on a weekly basis.
6. All work must be performed in such a manner as to not adversely affect daily operations of the facility, its workers, and the onsite facility operations.
7. Contractor must have a superintendent on the job at all times when working on this project.
8. Contactor shall provide restroom facilities.
9. Contractor shall provide dumpster and disposal
Material / Submittals:
Submittals on all material, including shop drawings and specifications, used on this project shall be submitted to the Contracting Officer as for review and approval.
Damage to Property:
Any damage to the Government buildings, utilities, etc. caused as the result of the contractor’s activities shall be repaired or replaced to the satisfaction of the Government at contractor’s own expense.
Inspection and Acceptance:
A government representative shall inspect and approve the work performed on this project.
Project Schedule:
The completion of this project shall not exceed 60 days from date of notice to proceed. A request for time extension must be submitted to the Contracting Officer in writing. Each request must include specific and detailed reasons in support of the schedule alteration.
Work Hours:
Contractor work hours shall be Monday through Friday, 7 AM to 4 PM with the exception of Government holidays.
Should it be necessary to schedule working hours other than normal working hours, contractor shall arrange for access to the work area with the Location Monitor (LM) at least 24 hours prior to the need. Possible work arrangements can be extended to weekends.
Site Access During Covid-19 Recovery:
Contractor shall follow all Covid federal and local protocols at the site.
