STUDY STATEMENT OF WORK
5-FEB-2020
PROJECT: WWYK190244 CONDUCT AIR-FLOW STUDY, B3225
WORK ORDER: 21751
1. OBJECTIVE: The overall objective of this Statement of Work (herein “S.O.W.”) is to procure the services of a Study Team to provide Tinker Air Force Base (herein “Government”), with Study Services in order to provide an engineering study (herein “Study”) and technical report (herein “Report”) to identify deficiencies and corrective measures needed for the corrosion control aircraft hangar HVAC system in building 3225 on Tinker Air Force Base, Oklahoma.
1.1 Specific Objectives. Specific objectives required for the Study and Report are:
1.1.1 The primary objective is to identify the characteristics and cause of inadequate air movement of the displacement ventilation airflow distribution system, to identify patterns and velocity profiles, and to identify all issues that restrict the ability to control and prevent turbulent airflow, including temperature and humidity conditions, within the aircraft hanger. An outcome of this will be the results of a Study which will identify specific causes for corrective measures and other pertinent information. The Study shall evaluate the system during all four
(4) seasons of the typical year calendar.
1.1.2 Second, identify deficiencies with the air distribution system’s condition, configuration, accessibility and/or proximity that may result in maintenance/operational issues, and to provide recommendations for corrective action.
1.1.3 Third, produce a standard operating procedure (SOP) for use by maintenance personnel to operate and maintain the system. This SOP will be based on current conditions at the time the RFP is issued. Critical to this effort will be to evaluate the gas-fired heating systems that serve and are integral to the built-up air handling units (BAHU’s), which heat the paint dock area.
1.2 Basis of Study and Report. The Study and Report will be based on visual observations, engineering analysis and investigation, testing, and adjustment through a variety of physical, mechanical and/or electronic means.
2. NEED FOR PROJECT: Building 3225 (“B3225”) has been identified as having an inadequate air delivery or air distribution pattern within the displacement ventilation airflow profile required for aircraft painting operations. Examine the condition of air distribution devices, evaluate the need for adjustments, repair or replacement to avoid any future interruptions to the Air Force mission. For instance, a lack of directional control louvers may hinder efforts to adjust the delivery pattern.
Adjustments to the operational sequence for the entire system is often necessary to perform an isolated repair, and the time required exceeds acceptable limits, thereby impacting production and creating costly delays.
3. SCOPE OF WORK:
3.1 General.
3.1.1 Study Points of Contact (POCs). The Study POCs shall consist of the Study Team representatives and the Government. The Government’s main POC’s are the Contracting Officer (CO), the Contract Specialist (CS), the Contracting Officer Representative (COR) and the Air Force Project Manager (PM).
3.1.2 Study Services. The Study Team shall furnish services in accordance with this Study S.O.W.

3.2 Study Services
3.2.1 General: The Study Team shall conduct site investigations and meet with Tinker AFB CE representatives to gather data as required to provide a Study and Report in accordance with this Statement of Work. This Study and Report is to include a full investigation of the corrosion control aircraft hanger HVAC system in building 3225 and recommendations to correct deficiencies. This Study and Report shall also take into account any new applicable requirements of UFC 1-200-02 and UFC 3-401-01.
3.2.2 Specific Tasks
A. Once the Task Order is awarded, the Study Team will be badged and given clearance to start unescorted site visits to the project location.
B. The Study Team shall then schedule with the AF PM a one (1) day charrette to be conducted on Tinker AFB in order to gather additional data needed to prepare a Study and Report.
1. Prior to the charrette, the Study Team shall submit a request for additional information from the Government via email to the Government POCs.
2. Any delays with obtaining information from the Government should be brought to the attention of the Government POCs immediately.
3. After the charrette, the Study Team shall submit meeting minutes and assumptions via email for Government review and concurrence.
C. Operations Plan. The Study Team shall prepare an Operations Plan and submit for
Government review. This document shall include a (working) completion plan, list of specialized equipment to be utilized, execution requirements, storage/lay-down requirements, planned work schedule, list of personnel, subcontractors, and qualifications for each. Note:
This will also be a requirement for the solicitation response.
D. Schedule. The Study Team shall prepare a schedule and submit for Government review. This document shall contain various milestones to include items such as preparation and delivery of required submittals, conducting a charrette, performing an investigation, testing, analysis and review, study and data compilation, preparation of schematic, preliminary and final reports, Government review and comment periods, incorporation of Government comments and convening review conferences.
E. Training. Prior to beginning work, the Study Team shall complete required FOD training if using equipment inside the building.
F. Study and Report. The Study Team shall conduct a Study and then prepare a Report which shall be submitted for Government review at the following milestones: Schematic, Preliminary, and Final. Written comments will be returned to the Study Team after each review. The Study Team shall then conduct a conference for review discussion.
1. Study Team Qualifications. The Study and Report shall be prepared by a qualified individual (or individuals) and the final submittal shall be stamped and sealed by a licensed professional engineer registered in the State of Oklahoma for each applicable engineering discipline, and by a registered architect in the State of Oklahoma for any architectural related elements.
2. Analysis and Calculations. The Study Team shall perform an architectural/engineering analysis. The results, together with all calculations, shall be included in the Report.

3. Recommendations. The Report shall include the Study Team’s recommendations for adjustment, repairing and/or replacing components of the existing HVAC systems.
Specific details are discussed below.
4. Report Requirements.
(a) Schematic Report shall include an outline discussion of the HVAC air distribution system and initial information compiled and analyzed to date, and schematic level drawings.
(b) Preliminary Report shall include a preliminary analysis of how the air distribution system can be adjusted, operated and maintained, etc. Include preliminary discussion of observations, field notes, investigation issues and findings. Identify preliminary findings of existing deficiencies and potential corrective solutions.
(c) Final Report shall include:
i. CFD analysis on both velocity and temperature fields are required. Use of commercial type software for computations, that is constructed based on solutions of time-average velocity and temperature only, might be satisfactory;
however, the simulation outcome will need to be validated through comparison with the experimental results. If needed, high-fidelity study based on large- Eddy Test simulation shall be adopted.
ii. Requirements:
(1) Collection and analysis of baseline test data points such as temperature, airflow and velocity at different operational conditions.
(2) Simulation of baseline data to develop and achieve accurate modeling through model calibration.
(3) Simulation using the calibrated model for various operating scenarios (i.e.
winter vs. summer).
(4) Testing must be capable to validate simulation results through testing, adjustment and recalibration.
(5) Define how calibration is achieved.
(6) Recommend solutions to improve the air distribution under various operational conditions.
(7) Simulate the performance of recommended solution(s) using the calibrated model and provide study parameters of the recommended solution(s) to facilitate the implementation of the recommended solution(s).
iii. Desired Outcomes/Recommendations:
(1) Report how CFD results are validated.
(2) Report to include optimal airflow conditions when operated under various conditions.
(3) Report recommendations for seasonal adjustments.
(4) Report recommendation of hardware operational changes.
(5) Report recommendation of facility operational changes.
(6) Include definition of environmental and other constraints (i.e. tolerances utilized during Study, recommended operating tolerances).
(7) Include requirements for calibration of CFD.
(8) Include Eddy Test current results.
5. Government Furnished Items that will be needed by RFP respondent:
(a) Applicable UFC’s, AFI’s, Tinker AFB Facility Standards, and Technical Orders.
(b) Paint material specifications.
(c) Spray gun apparatus specifications, operating pressures, etc.

(d) Facility plans (as-built) with building dimensions and details of air diffusion wall.
(e) Facility construction details such as wall & roof assembly for thermal resistance (U-factor) calculation.
(f) HVAC system specifications.
(g) Aircraft specifications (non-classified).
6. Report Organization and Content. The Study Team shall compile the Report to include, at a minimum, all information organized with a cover page, executive summary page, scope limitations narrative page, table of contents, and divided into the following sections:
(a) Section 1 of the Report, Description of Existing Conditions. This section shall include the following data for the supply air grill/register array.
i. Type, Size, and Quantity of individual grill/register
ii. Quantity of louvers for each supply register
iii. Net free face area of each supply; sum total net area for all.
(b) Section 2 of the Report, Non-compliance factors. Specifically, this section shall include, but not be limited to:
i. identification and discussion of existing conditions which hamper the ability to distribute air at the required velocity and diffusion pattern.
ii. identify deficiencies with the physical condition, configuration, and/or proximity of the supply air plenum (air tight chamber), supply fan outlet size, configuration, HVAC system operating parameters, etc. that may result in operational issues.
iii. engineering analysis with calculations.
Significant portions of this Study will be based on visual observations and investigations, with no requirement for testing except through electronic or mechanical means.
(c) Section 3 of the Report, Recommendations, including projected cost to repair or modify all existing conditions and non-compliance factors. Recommendations shall be concluded from an engineering analysis based on review of findings along with available operational data and reports.
Recommendations should be primarily mechanical in nature, but may also include elements of architectural, electrical, structural and other disciplines. For example, the report shall identify areas where controls or other appurtenances are not easily accessible therefore requiring recommendations for addition of structural ladders, walkways, openings, etc. as required to provide adequate access, visibility, working clearances, etc.
Alternatives. During development of this section, the Study Team should take into consideration any alternative methods for such repair and include references to the information provided in the attachments of this SOW.
(d) Attachments. This section shall include a summary statement and a brief narrative for each repair recommendation. This information will be utilized by the Government to complete editable forms (refer Attachment ATT-11). The Study Team shall prepare information suitable for Section I blocks 7, 8 and 9 only.
Submit an outline of preliminary recommendations to be included on form AF332 with the Preliminary Report phase.

(e) Appendix. This section shall include lists of supporting/supplemental materials.
This section shall include any supporting attachments such as photographs, test records, location maps, flow diagrams, valve nameplate data, inventory tags, etc.
Also, all information gathered during the investigation that were not provided as attachments to this report (i.e. supplemental reports).
(f) References. This section shall include a list of references utilized in the preparation of this Report.
G. The Study Team shall make revisions to the Report as necessary to incorporate comments and provide annotated responses and revisions necessary to obtain Government concurrence.
If another meeting is necessary to resolve issues, The Study Team shall conduct the meeting at Tinker Air Force Base so issues can be resolved immediately. The Study Team shall provide meeting minutes and responses to action items after the meeting.
H. The Study Team shall submit the Corrected Final Technical Report to the Government POCs for approval. The Government will conduct a back check of comments as necessary. The Study Team shall address any issues that the Government finds as unresolved, which may include providing additional revisions to the report or conducting additional meetings/ minutes.
I. During the course of the Study, the Study Team shall conduct progress meetings with the
Government monthly. (Meeting schedule to be established immediately following NTP).
Deliverables at meetings will consist of a summary progress report, a map of areas assessed, and a preliminary draft of findings and proposed recommendations. The Study Team shall also provide minutes of all meetings within 1 work day following each meeting. Progress meetings and meeting minute deliverables shall be concurrent with scheduled timeframes listed in the Delivery Schedule & Submittals section.
3.2.3 Schedule for Type A Services
Notice: This is a standard contract list of deliverables and the Government recognizes that not all items may be applicable. The Study Team is free to propose changes to this list.

3.3 Project Documentation/Delivery.
3.3.1 Deliverables produced by the Study Team shall be furnished in accordance with (IAW) the
Document Delivery Schedule above.
3.3.2 Drawings to be oversized with scale at not less than 1” = 60’ for a single-sheet comprehensive building floor plan, full size D at 1/8” scale for plan sectors and elevations, and ¼” scale for details. Drawings will be required in both hardcopy and AutoCAD format. Study Team shall use English or U.S. scales and dimensions.
3.3.3 All other deliverables shall be provided in both editable (electronic MS Word and Excel, etc.)
format and hardcopy 8-1/2” x 11”, printed double-sided and bound in D-ring binders. If drawings or sketches are included with these deliverables, they shall be 11” x 17” sheets folded into the 8 ½” x 11” D-ring binders.
3.3.4 Electronic deliverables may be submitted via CDs or other approved electronic method such as ftp sites, etc. Transferring large files via email is not an acceptable delivery method due to chances of the fire wall not allowing large emails from off base email accounts.

3.4 Technical Guidance
3.4.1 All information such as as-built drawings, floor plan layouts, dimensions, structural, mechanical and electrical data, and location of underground utilities provided by the Government are based on available as-built documentation and field observation. Any such information provided is to be considered approximate and shall be field verified by the Study Team.
Available as-built drawings consist of those from original construction and from multiple project improvements.
3.4.2 The Study shall be performed in accordance with applicable Department of Defense (DOD) and
Air Force (AF) instructions (AFI’s), regulations, manuals, pamphlets, engineering technical letters (ETLs), Technical Orders and all applicable local, State and Federal regulations and codes.
3.4.3 Regulatory Priority. The Study Team shall consider the following regulations as governing by the following priority:
Priority 1. Tinker AFB Facility Standard Priority 2. AF instructions (AFI’s), regulations, manuals, pamphlets, engineering technical letters and Technical Orders (TO’s) Priority 3. UFC’s, including Codes and Standards and modifications thereto incorporated by reference in the UFC Priority 4. Applicable International, Federal, State, and Local Codes and Regulations
Where similar requirements conflict among the Unified Federal Criteria (UFCs), other DOD documents, referenced codes, standards, or publications, and a UFC specifically states that it shall take precedence, or where requirements of the referenced codes or standards are modified by a UFC, the UFC shall take precedence. In all other cases, the most stringent requirement shall apply.

3.5 Site History
3.5.1 Building construction as-built drawings dated 1998 to current are available and incorporated as an attachment to this S.O.W. 5 FEB 20 STUDY Statement of Work - 10 of 12 WWYK190244 completed in order to sustain, repair, and modernize the facility. The majority of the project repairs affected the mechanical and electrical systems.
3.5.2 The central chilled water plant capacity has increased since originally installed. One chiller has been replaced within the past 4 years with a slightly larger capacity unit, and the second chiller is scheduled to be replaced during 2020-21. More details can be obtained from review of all as-built drawing information and from discussion with operations and maintenance personnel, particularly those with a long history of employment at Tinker AFB.
3.5.3 Historical information about mechanical systems and other appurtenances will need to be obtained from the CE maintenance shops. POC’s may be obtained through the AF PM.
3.6 Performance at Site
3.6.1 The Government shall provide all lift type equipment as required to perform field inspections and investigation. This may include such specialized equipment as articulating boom/scissor lifts, hoisting gear, rappelling gear, safety nets, temporary barricades or barricade tape, detour signs and traffic cones. Battery powered lights, 2-way radio, electronic field test measurement devices and related test equipment shall be provided by the Study Team.
3.6.2 The Study Team shall utilize existing industrial walkways (i.e. catwalks) for movement as required during inspection progress to minimize disruption of operations.
3.6.3 Progression of the Study Teams’ movement should occur under a managed plan from one end of a production area to another, following established routes so as not to disturb or affect aircraft or other equipment in place.
3.6.4 The Study Team shall utilize company identified vehicles while working on site. No POV’s are allowed inside the building proper or in/near building entry areas and other controlled areas.
3.7 Coordination Requirements & Impacts to Production
3.7.1 For areas not accessible via ladders and/or industrial walkways (“catwalks”), access from below (i.e. floor level) will be necessary. Extensive coordination will be required in order for The Study Team to work around, inside and above production areas, especially during standard hours (see 3.8.2). In some cases, the Study Team will be prohibited from working overhead or inside production areas when aircraft are present; these will require scheduling with as much advanced notice as possible to 76 AMXG (aircraft maintenance group), 76 PMXG (propulsion maintenance group), and/or other user groups, even if the investigation work is scheduled for non-standard hours.
3.7.2 Working hours are allowed for both standard and non-standard hours; standard hours 0700- 1600/Monday-Friday; non-standard hours, 1600-0700 Monday-Friday and all day Saturdays and Sundays. Planned work schedules will require coordination with CE and the User through the Contracting Officer. Coordination efforts will need to be discussed at the project kick-off coordination meeting. A point of contact (POC) list will be provided. Additional coordination and POC requirements are listed below.
3.7.3 In order to complete their investigation, The Study Team will need to assume that a significant amount of man-hours will be required during non-standard hours while production areas are shut-down. This is due to a lack of access, maneuverability issues, and prohibition of work above areas occupied by aircraft or aircraft components, production personnel and equipment at any time.
3.7.4 Work on site during standard hours will mostly be limited to areas having mechanical and other building areas not located inside/above production floor areas. This is primarily due to foreign object debris (FOD), personnel safety and related concerns.
3.7.5 Production units will have to move/relocate materials such as equipment and supplies as required for lift equipment setup and positioning for each day that the Study Team is required to work inside a production area. In most cases, this may require shifting materials several times during the day.

3.7.6 Work by the Study Team will require daily coordination efforts between the Study Team and building occupants or command groups. There will be some impact to production efficiency, but movement should not necessarily interrupt production except where a work stoppage must happen. To limit outages, it is anticipated that many areas will require the Study Team to work non-standard hours, however, this will still require advanced coordination within each separate plant area.
3.7.7 In some areas, production floor work areas, machinery stations and supervisor offices will need to be evacuated where there is concern for safety of occupants/workers. This should only occur where specialized equipment is in use and this should only affect a limited floor area at one time.
3.8 Site Criteria and Constraints
3.8.1 In order to perform a Study, the Study Team will require access to the aircraft dock, production control areas and mechanical equipment rooms. Access to the docks during standard hours is generally limited to days and times when aircraft corrosion control (paint) operations are not being performed. Specialized lift equipment may be required to access the supply air plenum discharge openings. An interior laydown area to position and maneuver the lift will be required. Coordination of this effort and advanced notice will be required.
3.8.2 Areas will need to be identified that will require positioning and/or movement of special equipment such as a scissor lift. In some cases, aircraft, parts and/or production machinery/equipment may need to be relocated or removed to allow access; this will require ample advanced planning, communication and coordination to make possible.
3.8.3 Production floor areas are often constrained by a general lack of access to overhead systems.
Due to risk of injury, damage and FOD concerns, work is generally prohibited above areas occupied by aircraft or aircraft components, production personnel and equipment at any time.
3.8.4 Working inside occupied production areas, where allowed, may necessitate use of equipment having no emissions and low operational noise output.
3.8.5 Where special equipment is required to perform the Study, the equipment may encounter maneuverability issues. Equipment utilized for accessing these areas include articulating, telescoping boom lift equipment capable of operating in tight confines, at very slow speed and precision adjustments, and with emission-free operation having low noise output for sensitive work environments.
3.9 Environmental Hazards
3.9.1 Paint particulates, solidified paint material, airborne particulates, dust or similar material may be present on all surfaces and spaces throughout the building aircraft dock areas. The Study Team will need to take appropriate measures including but not limited to use of Government-provided PPE equipment.
4. GOVERNMENT FURNISHED ITEMS
4.1 Government Furnished Items. There are Government Furnished Items on this project.
4.1.1 Information is generally listed under para. 4.5, below. This includes items (“Attachments”) available at the time of publication of this Statement of Work.
4.1.2 Government Furnished Items may also include drawings, maintenance engineering reports, and previous studies and reports, etc. not available at the time of publication. These items, where provided, are referenced as “Supplemental Information”. These may include items obtained by the Study Team during its research, such as hardcopies of maps/drawings or other records obtained from the CE vault.
4.1.3 All information provided will originate from Base Civil Engineering (CE) plant operations & maintenance and engineering staff, including CE contractor organizations (Alutiiq or THDR).

Information provided from other sources shall not be utilized unless authorized in advance by CE and the Contracting Officer.
4.1.4 Specialized equipment such as lift access equipment will be furnished by the Government upon request. Requests need to be submitted fourteen (14) days in advance to allow coordination.
4.1.5 Safety equipment including basic PPE such as hearing and eye protection will be furnished by the Government.
4.2 Training. Prior to beginning field work, the Study Team shall complete required FOD training if using equipment inside the building. In addition, CE and AMXG will provide the study team a safety briefing and briefing on building requirements prior to work on site beginning, For this reason, the Study Team needs to provide a ten (10) day notification prior to starting on-site to allow coordination of briefing activities.
4.3 Badging. Project is not located in a secured or restricted area. Badges (including temporary badges) shall be displayed at all times. Badges and passes must be coordinated and obtained trhough the Contracting Office.
4.4 Photos, Archival Drawings and Maps. Project-specific drawings, as-built drawings, engineering reports and other documents pertinent to this project are provided as reference documents – refer to the attachments listed below. Additional as-built drawings, base maps, underground utility maps, etc. are available in building 400, Base Civil Engineering (second floor).
