STATEMENT OF WORK

for

DESIGN, MATERIAL AND INSTALLATION OF FURNITURE

at

PUGET SOUND NAVAL SHIPYARD & INTERMEDIATE

MAINTENANCE FACILITY (PSNS&IMF) Detachment, Naval Station Everett, WA SCOPE - This statement of work summarizes those characteristics that are essential to the minimum needs of the Government for an on-site installed system of workstations, and various furniture items to be installed in Bldg. 2200 at Puget Sound Naval Shipyard & Intermediate Maintenance Facility (PSNS & IMF) Everett, WA site per attached drawings.

This Kit furniture system is to include the design, material delivery, and installation of the material as specified herein. The vendor shall provide the Bill of Materials (BOM), design drawings, and product specifications with their solicitation response. The design drawings should be provided in an electronic format compatible with AutoCAD 2016.

It is the Government’s intent that the Contractor, awarded this contract, be responsible for the accomplishment of all work detailed by this specification.

The existing furniture system consists of 10 cubicles.

This is a new construction area mixed with existing furniture. The Contractor shall be responsible for removal and disposal of existing furniture. See Section 3 for Contractor Responsibilities.

All products must have a Scientific Certification Systems (SCS) Indoor Advantage Gold Certification for environmental, sustainability and food quality certification, auditing, testing and standards development.

Project must be completed in 60 days after receipt of award.

PROJECT REQUIREMENTS & SPECIFICATIONS

This project kit consists of furniture installation and design for thirty-three (33) Standard Union Compliant Cubicles, one (1) Management Office, one (1) print center and ancillary storage components. The furniture breakdown and specifications are as follows:

The Standard Union Compliant Cubicle inside dimensions are 63 sq. ft. minimum (typical 7 foot by 9 foot or 8 foot by 8 foot) excluding the thickness of the panels. These cubicles shall be comprised of modular system furniture. Each cubicle shall be configured to provide a U-shaped work surface per cubicle, less the area required for the Wardrobe cabinet within each cubicle. Locking devices per cubicle shall be keyed alike. The following common modular system furniture specifications apply to the attached conceptual layout drawing and the “Typical cubicle” drawings provided:

A. Fabric Panels:

1) Each cubicle shall have acoustical fabric panels of different sizes, per the conceptual layout drawing. The quantity can be modified when cubicle panels are shared with contiguous cubicles.

2) Width: minimum of 24” to maximum of 48”.

3) Depth: minimum of 2” to maximum of 3”.

4) Height: minimum of 60” to maximum of 67” with adjustable levelers.

5) Capability to add stack-on panels.

6) Panel Core structure shall consist of rigorous steel framing supporting the perimeter of the panel.

7) Medium Blue fabric finishes with dark gray or black trim.

8) Base of panel shall be structurally sound with steel reinforced framing. Raceway pan shall be high capacity with a minimum of 6” to maximum of 8” high.

9) Raceway covers may be steel or plastic with molded bezels that have the capability to accommodate power, data, and phone outlets. However, no data or phone jacks/outlets should be included in the design since each of these port services are under separate contract. See Section 3.1.3 regarding service cable installation.

10) The panel core shall have Acoustical insulation material with properties as follows:

a) Capable of supporting the Noise Reduction Coefficient (NRC) maximum rating of .9 to a minimum rating of .75;

b) And either an overall Sound Transmission Class (STC) minimum rating of 22 and maximum of 53

c) Or a Noise Isolation Class (NIC) grade minimum rating of 20 and maximum of 40, at 7 feet distance from the panel without sound masking.

To achieve these specifications, in-frame acoustical material may be required.

11) All panel exteriors shall be covered with tack able acoustical material top to base with monolithic fabric panels along walkways and monolithic or tile-style panels within the cubicle areas. If acoustical panels are within one (1) foot of a structural wall, per the design drawing, these panels shall be open bottom panels below the work surface height to allow user access to wall-mounted data and phone service outlets.

12) Base of panel or Beltline/above work surface height electrical service outlets shall include a minimum of two duplex and a maximum of four duplex electrical receptacles in the panels adjacent to the corner work surfaces.

13) Electrical Distribution System within the panels shall have the capability of supporting a minimum of three (3) separate electrical circuits. This system shall be designed for a maximum of four (4) cubicles, supported by one (1) electrical circuit. The electrical distribution system shall be designed to connect to facility utilities via top feed poles that shall also be segmented to accommodate data and phone pathway into the panel system raceway or bottom feed umbilical electrical cables.

14) Four total duplex electrical receptacles per cubicle shall be included. Two in the panels supporting the corner work surfaces, and two in the adjacent powered panels next to the corner work surfaces.

15) Installation, trim, and mounting hardware included.

16) Quantities of Fabric Panels provided for each cubicle shall be based upon the conceptual layout drawings.

17) Panel connections to be universal, same type of connection used for straight, 90 degree, 3-way and 4-way connections.

B. Work surfaces:

1) All cubicle work surfaces shall be panel mounted. Freestanding work surfaces are not acceptable.

2) All work surfaces must have a left and right cantilever.

3) One (1) 90-degree diagonal corner work surface shall be provided for each cubicle and the remaining quantity of rectangular work surfaces shall be based upon the conceptual layout drawings.

a) Depth: minimum of 24” to maximum of 36”.

b) Width: minimum of 24” to maximum of 48”.

4) Height: minimum of 1” to maximum of 1.5”.

5) High pressure laminate with matte finish. Wood composite core using engineered commercial grade particleboard (no less than 45 LBS/FT3 density), or plywood.

6) Wire management approximately 2" x 6" grommets on inside edge.

7) Edge-finish: Minimum of 2mm to maximum of 3mm Polypropylene black trim edge-banding or matching work surface laminate color banding.

8) Installation and mounting hardware included.

C. Mobile Pedestals:

1) Each cubicle shall have one (1) three-drawer (box/box/file) mobile pedestal.

2) Width: minimum of 14” to maximum of 16”.

3) Depth: minimum of 20” to maximum of 23”.

4) Height: minimum of 26” to maximum of 28”.

5) Each pedestal shall have a minimum of 4 casters.

6) Provide drawer partitions for filing for each drawer.

7) Drawers: Ball bearing drawer slides rated for no less than 100 LBS/Pair with full extension.

8) Maximum thickness of 16-gauge to minimum of 22-gauge steel construction.

9) Black epoxy powder paint finish.

10) Central lock for drawers, keyed alike per cubicle.

11) One in-drawer pencil tray.

12) Counterweight included D. Overhead Panel-Mounted Storage

1) Each cubicle shall have two (2) overhead panel-mounted storage units.

2) Width: minimum of 23” to maximum of 48”.

3) Depth: minimum of 13” to maximum of 15”.

4) Height: minimum of 15” to maximum of 17”.

5) Each overhead shall have a fabric front door that matches system panel color and has acoustical noise reduction insulation properties to minimize resonating noise when operated. Soft close door mechanisms are an acceptable alternative if doors are metal.

6) Maximum thickness of 16-gauge to minimum of 22-gauge steel construction.

7) Black epoxy powder paint finish.

8) Central lock for door, keyed alike per cubicle.

9) Two shelf dividers per overhead panel included.

10) Under-shelf LED task lighting per overhead panel included.

11) Mounting bracket shall be designed so that it prevents accidental dislodging of the unit from the panels.

12) Installation and mounting hardware included.

E. Wardrobe, Bookcase, Lateral Steel Cabinet:

1) Each cubicle shall have one (1) combination cabinet that contains a closed bookcase, two- or three-drawer lateral files and wardrobe.

2) Width: minimum of 24” to maximum of 30”.

3) Depth: minimum of 22” to maximum of 24”.

4) Height: minimum of 60” to maximum of 68”.

5) Adjustable leveling glides.

6) Maximum thickness of 16-gauge to minimum of 22-gauge steel construction.

7) Black epoxy powder paint finish.

8) Bookcase section: Shall contain two hinged doors to secure & enclose the one adjustable shelf bookcase area.

9) Drawer section: Shall contain two- or three-lateral filing drawers with folder bars for hanging files and ball bearing drawer slides rated for no less than 150 LBS/Pair with full extension. Central lock for drawers, keyed alike per cubicle.

10) Counterweight / anti-tip mechanism included.

11) Wardrobe section: minimum of 6” to maximum of 8” wide full height with hanger rod.

F. Task Chairs

1) Each cubicle shall have one (1) commercial grade mid-back task chair with headrest.

2) Overall Width: minimum of 24” to maximum of 27”.

3) Overall Depth: minimum of 24” to maximum of 28”.

4) Overall Height: minimum of 39” to maximum of 59”.

5) Seat Width: minimum of 20” to maximum of 22”.

6) Seat Depth: minimum of 18” to maximum of 22”.

7) Seat Height: minimum of 16” to maximum of 22”.

8) Casters: minimum diameter of 2” to maximum diameter of 3” carpet casters.

9) Weight Capacity: minimum of 300 LBS (per ANSI BIFMA standards for 40 hours per week).

10) Seat: contoured memory foam with waterfall design to minimize pressure on thighs, covered with commercial grade black leather or simulated leather material.

11) Back: Black webbed fabric or fabric covered memory foam material with lumbar support.

12) Arms Rests: Adjustable Gel or upholstered foam arm rests with lockable vertical, horizontal and swivel movements.

13) Controls: side mount depth, tension, tilt-lock, and pneumatic height adjuster controls.

14) Legs: minimum of 5 legs to meet NAVOSH standards.

One (1) Management Office shall consist of wooden laminate furniture in a U-shaped configuration comprised of a Credenza Shell, Conference End work surface, a Desk Bridge Unit to connect them together and an Upper Desk Storage Unit. These offices shall also include Storage/Wardrobe cabinets, Mobile Pedestal, and chairs as identified below. Locking devices per office shall be keyed alike. The following common office furniture specifications apply to the attached conceptual layout drawing:

A. Credenza Shell:

1) The office shall have one (1) credenza shell.

2) Width: minimum of 63” to maximum of 72”.

3) Depth: minimum of 18” to maximum of 24”.

4) Height: minimum of 28” to maximum of 30”.

5) Credenza shall be configured as an open shell with no doors nor drawers.

6) High pressure laminate with matte finish.

7) Wood composite core using engineered commercial grade particleboard (no less than 45 LBS/FT3 density), or plywood.

8) Adjustable leveling glides.

B. Conference End or D-Shaped Work Surface:

1) The office shall have one (1) Conference End work surface.

2) Width: minimum of 66” to maximum of 72”.

3) Depth: minimum of 24” to maximum of 37”.

4) Height: minimum of 28” to maximum of 30”.

5) High pressure laminate with matte finish.

6) Wood composite core using engineered commercial grade particleboard (no less than 45 LBS/FT3 density), or plywood.

7) Adjustable leveling glides.

8) Undersurface wire management along with wire management grommets on the top work surface.

C. Desk Bridge Unit:

1) The office shall have one (1) Desk Bridge Unit.

2) Width: minimum of 42” to maximum of 48”.

3) Depth: minimum of 24” to maximum of 30”.

4) Height: minimum of 28” to maximum of 30”.

5) High pressure laminate with matte finish.

6) Wood composite core using engineered commercial grade particleboard (no less than 45 LBS/FT3 density), or plywood.

7) Undersurface wire management along with wire management grommets on the top work surface.

D. Upper Storage Unit:

1) The office shall have one (1) upper storage unit to be mounted on top of the credenza shell.

2) Width: minimum of 63” to maximum of 72”.

3) Depth: minimum of 12” to maximum of 16”.

4) Height: minimum of 30” to maximum of 40”.

5) Upper storage unit shall be configured with a full back and closed shelf. The closed shelf shall have two (2) double doors.

6) High pressure laminate with matte finish.

7) Wood composite core using engineered commercial grade particleboard (no less than 45 LBS/FT3 density), or plywood.

8) Under shelf LED task lighting shall be included.

9) Wire management grommets shall be included on the lower back.

E. Wardrobe, Bookcase, Lateral Wooden Cabinet:

1) The office shall have one (1) combination cabinet that contains a closed bookcase, two or three-drawer filing drawers and wardrobe, per the conceptual layout drawings.

2) Width: minimum of 24” to maximum of 36”.

3) Depth: minimum of 22” to maximum of 30”.

4) Height: minimum of 60” to maximum of 69”.

5) Adjustable leveling glides

6) High pressure laminate with matte finish.

7) Wood composite core using engineered commercial grade particleboard (no less than 45 LBS/FT3 density), or plywood.

8) Bookcase section: Shall contain two hinged doors to secure & enclose the one adjustable shelf bookcase area.

9) Drawer section: Shall contain two to three filing drawers with folder bars for hanging files and ball bearing drawer slides rated for no less than 150 LBS/Pair with full extension. Central lock for drawers, keyed alike per cubicle.

11) Wardrobe section: minimum of 6” to maximum of 8” wide full height with hanger rod.

2) Overall Width: minimum of 24” to maximum of 27”.

3) Overall Depth: minimum of 24” to maximum of 28”.

4) Overall Height: minimum of 39” to maximum of 59”.

5) Seat Width: minimum of 20” to maximum of 22”.

6) Seat Depth: minimum of 18” to maximum of 22”.

7) Seat Height: minimum of 16” to maximum of 22”.

8) Casters: minimum diameter of 2” to maximum diameter of 3” carpet casters.

9) Weight Capacity: minimum of 300 LBS (per ANSI BIFMA standards for 40 hours per week)

1) The office shall have three (3) commercial grade nesting chairs with wheels.

2) Overall Width: minimum of 17” to maximum of 26”.

3) Overall Depth: minimum of 17” to maximum of 24”.

4) Overall Height: minimum of 30” to maximum of 38”.

5) Seat Width: minimum of 17” to maximum of 22”.

6) Seat Depth: minimum of 17” to maximum of 20”.

7) Seat Height: minimum of 16” to maximum of 19”.

8) Casters: minimum diameter of 2” to maximum diameter of 3” carpet casters.

9) Weight Capacity: minimum of 300 LBS (per ANSI BIFMA standards for 40 hours per week).

10) Seat: contoured minimum of 1.5” to maximum of 2” thick memory foam with waterfall design to minimize pressure on thighs, covered with commercial grade black leather or simulated leather material.

11) Back: Black webbed fabric material with lumbar support.

12) Arms Rests: Fixed nylon or upholstered foam arm rests.

13) Seat shall flip up to allow chairs to be nested for storage and transportation. Stackable chairs are not acceptable.

14) Legs: minimum of 4 legs to meet NAVOSH standards constructed from a maximum of 10 to minimum of 13-gauge 1” steel tubing.

H. Mobile Pedestals:

1) The cubicle shall have one (1) three-drawer (box/box/file) mobile pedestal.

2) Width: minimum of 14” to maximum of 16”.

3) Depth: minimum of 20” to maximum of 23”.

4) Height: minimum of 26” to maximum of 28”.

5) Each pedestal shall have a minimum of 4 casters.

6) Provide drawer partitions for filing for each drawer.

7) Drawers: Ball bearing drawer slides rated for no less than 100 LBS/Pair with full extension.

8) High pressure laminate with matte finish.

9) Wood composite core using engineered commercial grade particleboard (no less than 45 LBS/FT3 density), or plywood.

10) Central lock for drawers, keyed alike per cubicle.

11) One in-drawer pencil tray.

12) Counterweight included Print Center and Lateral file cabinets. Locking devices per room shall be keyed alike. The following common furniture specifications apply to the Preliminary Furniture Listing and attached conceptual layout drawing:

A. Fabric Panels:

1) The Print Center shall have a maximum of two (2) large-height acoustical fabric panels, per the conceptual layout drawing. These panels shall be connected with adjacent contiguous cubicle panels.

2) Width: minimum of 30” to maximum of 36”.

3) Depth: minimum of 2” to maximum of 3”.

4) Height: minimum of 72” to maximum of 84” with adjustable levelers.

5) Panel Core structure shall consist of rigorous steel framing supporting the perimeter of the panel.

6) Medium Blue fabric finishes with dark gray or black trim.

7) Base of panel shall be structurally sound with steel reinforced framing. Raceway pan shall be a minimum of 4” to maximum of 8” high.

These acoustical panels are within one (1) foot of the structural wall, per the design drawing, therefore these panels shall be open bottom panels below 28 inches above the finished floor. This allows access to wall-mounted data and phone service outlets.

11) Base of panel electrical service outlets shall include minimum of two (2) dedicated duplex electrical receptacles for the printing center.

12) Installation, trim, and mounting hardware included.

B. Overhead Panel-Mounted Storage

1) The Print Center shall have two (2) overhead panel-mounted storage units.

2) Width: minimum of 24” to maximum of 48”.

3) Depth: minimum of 13” to maximum of 15”.

4) Height: minimum of 15” to maximum of 17”.

5) Each overhead shall have a fabric front door that matches system panel color and has acoustical noise reduction insulation properties to minimize resonating noise when operated. Soft close door mechanisms are an acceptable alternative if doors are metal.

6) Maximum thickness of 16-gauge to minimum of 22-gauge steel construction.

7) Black epoxy powder paint finish.

C. Four (4) Drawer Lateral File:

1) The project kit shall include ten (10) lateral file cabinets of varying widths, per the conceptual layout drawing

2) Width: minimum of 30” to maximum of 42”.

3) Depth: minimum of 15” to maximum of 20”.

4) Height: minimum of 48” to maximum of 54”.

5) Adjustable leveling glides

6) Maximum thickness of 14-gauge to minimum of 22-gauge steel construction.

7) Black or dark gray powder paint finish.

8) Central lock for drawers, keyed alike per room.

9) Drawers: Ball bearing drawer slides rated for no less than 275 LBS/Pair with full extension.

10) Adjustable folder rails allow for letter and legal filing.

11) Counterweight included.

CONTRACTOR RESPONSIBILITIES

The contractor shall be responsible for the following:

This purchase is integral with the reorganization project schedule. The work site is Building 2200 1st floor.

Design, manufacture, deliver, assemble, install, groom, and operationally test all workstations and furniture per attached conceptual layout drawings. Installation and completion of work needs to be accomplished through a single-phase approach. PSNS&IMF Contracting Officer Representative (COR) will collaborate with the Contractor to schedule installation.

Procure and install blue, green, and orange CAT5e or CAT6 service cables. These cables shall be installed from the building wall plate nearest the workstation to the location on the desk or cubicle where computers and phones would be located. Blue data cables shall be connected to D1 data ports; Green data cables shall be connected to D2 data ports and Orange cables shall be connected to V1 phone ports. If the wall ports are visually blocked by furniture, then the user ends of the cables shall be labeled with the same wall port designation that is associated with the port that the service cable is attached.

Procure and install one 27 to 28-quart waste receptacle for each cubicle, office, and printing center.

Provide the Government an estimated square foot area of material laydown, if needed.

Proper removal and/or disposal of all waste, materials, and packing generated.

Furnish labor and material handling equipment for off-loading and placing items within reasonable conditions and unforeseen situations.

Include and install all furniture mounting, installation, trim and finish material required to meet the layout criteria, as indicated on the government provided drawings.

All panel electrical components and pre-fab top or base feed jumpers shall be supplied in advance a minimum of 2 weeks prior to scheduled installation date by the Contractor. See Section 4 for Government Responsibilities.

GOVERNMENT RESPONSIBILITIES

Government electricians will test panel electrical components, coordinate and perform the final connection between building power and the workstation feed junctions.

Upon receipt of the awarded vendor’s AutoCAD 2016 furniture final design drawings, the COR will indicate location of data and phone wall ports on the drawing. This marked-up drawing will be returned to the awarded vendor prior to material ordering of the service cables.

Ensure the building space and managers have all been briefed for job expectations to ensure safety of all employees in, near or around production of project. Identify location of material off-load, laydown and vehicle delivery location at the time of site visit.

GOVERNMENT CONSTRAINTS:

IT support requires a 60-day lead time for data wall cabling removal and installation.

Union notification is required if employees will be temporarily relocated for greater than 30 days.

MISCELLANEOUS

METHODS AND SCHEDULES: The work shall be executed in a manner and at such times as to cause the least practicable disturbance to the occupants of the buildings and normal activities of the PSNS&IMF.

PRIOR TO COMMENCING WORK: The Contractor representative(s) shall meet in conference with the PSNS&IMF Contracting Officer (KO) or Contracting Officer Representative (COR), shop supervision, and other necessary PSNS&IMF personnel to discuss and develop mutual understandings relative to safety, methods and schedules, security, waste management and any other subject necessary for a smooth and successful operation.

BUILDING SITE

DELIVERY ADDRESS:

The "Ship/Deliver To" address on the Bill of Lading (B/L) is below. The Contractor shall ensure all shipments to this address include the JML number 00984971.

Naval Station Everett Bldg. 2202, Code 450, PSNS&IMF 2000 West Marine View Drive Everett, WA 98207-1200 CONDITIONS: The building does have a loading dock. However, the material will have to be manually transported with furniture dollies from the Building 2202 first floor south loading dock to Building 2200 south first floor. Building 2200 and 2202 are conjoined buildings, with interior doors that allow passage between buildings. Therefore, recommend the material delivery vehicle include a pallet jack and hand trucks.

ADMITTANCE TO THE WORK SITE: Upon contract award, employees or representatives of the Contractor will require access to the NAVSTA Everett and shall be admitted to the work site only after they have been issued a Security Pass/ID Badge at NAVSTA Everett Pass & ID office.

NOTICE: Persons who are currently on probation or parole from a felony conviction cannot qualify for a Security Pass/ID Badge and will be denied access to the site.

To obtain access to Naval Station Everett, refer to the security section of the issued contract.

PROOF OF CITIZENSHIP: Contractors working within the Naval Station Everett Building 2202 are required to be United States citizens and must show proof of citizenship.

WORKING HOURS: All work is to be performed during PSNS&IMF’s Detachment regular work hours from 7:30 a.m. to 4:00 p.m., Monday through Friday except for Federal Holidays.

RESTRICTIONS

RESTRICTED COLORS: PSNS&IMF uses the colors magenta, yellow, red and blue to identify specially controlled materials. The Contractor is specifically prohibited from using magenta, yellow, red or blue colored plastic wrapping materials or bags, tape, or other covering materials.

RADIO RESTRICTIONS: Operation of privately owned citizens band or amateur radio equipment (receive and transmit) within the geographic limits of PSNS&IMF is prohibited.

COMPUTERS AND CELLULAR TELEPHONES: The use of company or privately owned personal computers and cellular telephones without photographic capability by contractor personnel at PSNS&IMF is restricted but not prohibited as outlined below.

A. Company Owned Computer Equipment is only authorized for companies under current contract with the U.S. Government. If the KO/COR deems use of company-owned computer equipment necessary to execute the contract, the KO/COR is required to complete and submit an “AIS Security Survey for Visitor Computer Equipment” PSNS&IMF Form 5239/49 10 business days prior to use.

B. Privately Owned Personal Computers and peripherals are prohibited at PSNS & IMF.

C. Cellular Telephones without photographic capability (as defined in Section 5.6.4 below) are authorized at Naval Station Everett and PSNS&IMF Government Activity. Talking on a cellular phone is not permitted at any time while driving anywhere within the Government Activity.

PHOTOGRAPHY/RECORDING: Contractor personnel are prohibited from having photographic equipment (including cell phones and watches capable of taking pictures), tape recorders, zip drives, personal electronic management devices, or other recording devices in their possession while inside the government PSNS & IMF Controlled Industrial Area (CIA). The detail list of Prohibited Items is available upon request from the COR.
