STATEMENT OF WORK

STATEMENT OF WORK (SOW)

FOR

Engine Renewal CB-L 20304, USCGC BEAR

1.0 GENERAL

1.1 Background

Work to be accomplished is necessary for getting CB-L 20304 fully mission capable. Engine suffered catasptrophic overheat and possible small fire in vicinity of the turbo where plastic cover, injector harness, ECM harness, coolant reservoir, turbo assembly, and various other components melted or charred. Engine will bar over and coolant pump and sea water pump appeared satisfactory.

1.2 Scope

This work item describes the requirements for the contractor to replace Volvo Penta diesel engine p/n D3-200A-G and associated engine mounted accessories to affect renewal. Remove the existing engine from CG20304 by first separating engine from the outdrive (Volvo Penta – P/N: 21766684) and lifting out of engine bay. Prior to reinstallation of engine and outdrive, contractor shall inspect gimbal bearing and accosiated parts for proper function. If parts are damaged, contractor shall replace any damaged parts prior to instalation of the new Government Furnished Equipment (GFE) engine back into the bay and reconnecting it with stern drive. Finally, after all components are reinstalled, contractor shall check vessel propulsion and drive for proper operation.

1.3 OBJECTIVE

Repower CG20304 and restore vessel to fully mission capable status.

1.4 APPLICABLE DOCUMENTS

1.4.1 Compliance Documents

The following documents provide specifications, standards, or guidelines that must be complied with in order to meet the requirements of this contract:

1.4.2 Reference Documents

The following documents will be provided upon request and may be helpful to the Contractor in performing the work described in this document:

1. Volvo Penta Technical Pub(s): 5964 & 5965

2. MPC A15001.0 ENGINE REMOVE/INSP

3. MPC A45020.0 OUTDRIVE REMOVE/INSTALL

4. MPC A45005.0 GIMBAL BEARING REPLACE

2.0 SPECIFIC REQUIREMENTS/TASKS

2.1 TASK ONE. Trailer vessel to shop, examine engine and outdrive to determine exactly what the cause of failure is, if contractor determines the engine and outdrive need to be replaced, then contractor will notify CG for receipt of GFE parts. If GFE parts are not available, contractor will submit CFR for additional cost of parts. Additionally, if engine and outdrive must be replaced, contractor will remove in accordance with tech pubs or Maintenance Procedure Cards (MPC).

2.2 TASK TWO. Clean/Inspect engine compartment area. Clean up corrosion in engine compartment area, to include engine mount areas. Submit CFR if needed to continue.

2.3 TASK THREE. Prep new engine for installation.

2.3.1. Replace Terminals, connectors and wiring as needed.

2.4 TASK FOUR. Install new engine.

2.5 TASK FIVE. Inspect Gimbal bearing I.A.W. applicable MPC or Tech Pub. Reinstall existing outdrive unit & align I.A.W. applicable MPC or Tech Pub. Inspect Trim/tilt system for proper operation.

2.6 TASK SIX. Replinish all fluids with new fluids I.A.W. applicable MPC or Tech Pub.

2.7 TASK SEVEN. Clean work area free from debris, water, engine fluids, etc.

2.8 TASK EIGHT. Perform engine test via water hose.

2.9 TASK NINE. Perform Full Power Trial. CG to provide boat crew for power trials, contractor to provide one technician to ride along on power trial.

3.0. Notify CG via CFR if additional parts, consumables, expendables are required to return CG20304 to fully mission capable status if power trial are unsatisfactory.

3.0 CONTRACTOR PERSONNEL

3.1 QUALIFIED PERSONNEL

The Contractor shall provide qualified personnel to perform all requirements specified in this SOW.

3.2 CONTINUITY OF SUPPORT

The Contractor shall ensure that the contractually required level of support for this requirement is maintained at all times. The Contractor shall ensure that all contract support personnel are present for all hours of the workday. If for any reason the Contractor staffing levels are not maintained due to vacation, leave, appointments, etc., and replacement personnel will not be provided, the Contractor shall provide e-mail notification to the Contracting Officer’s Representative (COR) prior to employee absence. Otherwise, the Contractor shall provide a fully qualified replacement.

3.3 KEY PERSONNEL

3.3.1 Volvo-PentaTechnical Representative.

3.4 PROJECT MANAGER

The Contractor shall provide a Project Manager who shall be responsible for all Contractor work performed under this SOW. The Project Manager shall be a single point of contact for the Contracting Officer and the COR. It is anticipated that the Project Manager shall be one of the senior level employees provided by the Contractor for this work effort. The name of the Project Manager, and the name(s) of any alternate(s) who shall act for the Contractor in the absence of the Project Manager, shall be provided to the Government as part of the Contractor's proposal. The Project Manager is further designated as Key by the Government. During any absence of the Project Manager, only one alternate shall have full authority to act for the Contractor on all matters relating to work performed under this contract. The Project Manager and all designated alternates shall be able to read, write, speak and understand English. Additionally, the Contractor shall not replace the Project Manager without prior approval from the Contracting Officer.

3.4.1 The Project Manager shall be available to the COR via telephone between the hours of 0800 and 1600 EST, Monday through Friday, and shall respond to a request for discussion or resolution of technical problems within 02 hours of notification.

4.0 OTHER APPLICABLE CONDITIONS

4.1 SECURITY

Contractor access to classified information is not currently required under this SOW.

4.2 Period of Performance

The period of performance for this contract shall not exceed completion after 31 August, 2023

4.3 PLACE OF PERFORMANCE

The primary place of performance will be at repair facility, within 100 miles of Portsmouth, VA.

4.4 HOURS OF OPERATION

Contractor employees shall generally perform all work between the hours of 0800 and 1600 EST, Monday through Friday (except Federal holidays). However, there may be occasions when Contractor employees shall be required to work other than normal business hours, including weekends and holidays, to fulfill requirements under this SOW.

4.7 PROJECT PLAN

The Contractor shall provide a draft Project Plan at the Post Award Conference for Government review and comment. The plan, at a minimum, shall include: (a) list of work to be performed;(b) project schedule; (c) description of intended results; (d) role of key personnel, if applicable and (e) how quality of service (project) will be maintained throughout life of contract. The Contractor shall provide a final Project Plan to the COR not later than 01 business day after the Post Award Conference.

4.8 PROTECTION OF INFORMATION

Contractor access to proprietary information is required under this SOW. Contractor employees shall safeguard this information against unauthorized disclosure or dissemination in accordance with the law and Government policy and regulation.

5.0 GOVERNMENT FURNISHED RESOURCES

The Government will not furnish any resources to the Contractor in support of this contract.

7.0 GOVERNMENT ACCEPTANCE PERIOD

The COR will review deliverables prior to acceptance and provide the contractor with an e-mail that provides documented reasons for non-acceptance. If the deliverable is acceptable, the COR will send an e-mail to the Contractor notifying it that the deliverable has been accepted.

7.1 The COR will have the right to reject or require correction of any deficiencies found in the deliverables that are contrary to the information contained in the Contractor’s accepted proposal. In the event of a rejected deliverable, the Contractor will be notified in writing by the COR of the specific reasons for rejection. The Contractor may have an opportunity to correct the rejected deliverable and return it per delivery instructions.

7.2 The COR will have 01 business day to review deliverables and make comments. The Contractor shall have 01 business day to make corrections and redeliver.

7.3 All other review times and schedules for deliverables shall be agreed upon by the parties based on the final approved Project Plan. The Contractor shall be responsible for timely delivery to Government personnel in the agreed upon review chain, at each stage of the review. The Contractor shall work with personnel reviewing the deliverables to assure that the established schedule is maintained.
