Boiler & Air Handler Replacement Statement of Work

Date: (06/20/2022)

1. BACKGROUND

The mission of the Southeastern Fruit and Tree-Nut Research Laboratory (SEFTNRL) is to meet agriculture sector needs (both small and large farms) for a) stone fruit (peach nectarine, plum) scion and rootstock cultivars, and b) production and management strategies and tools to enable economic production and protection of pecan and stone fruit crops. Production related research efforts will produce cultural strategies and tools to mitigate irregular bearing of pecan and increase production efficiency.

The SEFTNRL North Headhouse was constructed in 1972; is essentially rectangular in shape;

and contains approximately 4,400 gross sf on one (1) level. However, the existing Boiler and Air Handler have had to have several repairs in the past few years, no longer economical to repair and has reached the end of its useful service life and requires replacement.

2. STATEMENT OF WORK

Contractor shall furnish all labor, materials, and supplies to perform the following work for U. S.

Department of Agriculture, Agricultural Research Service, Southeastern Fruit and Tree Nut Research Laboratory, 21 Dunbar Road, Byron, Georgia 31008 The objective of this project is to replace the existing Boiler and Air Handler in its entirety with a same capacity but more efficient and a state-of-the-art system. The contractor shall furnish all labor and materials for the described projects in strict conformity with safety, standards, laws, statutes, and ordinances for a federal facility.

All work shall be completed in accordance with all local, state, and federal codes and regulations. All work shall also meet the requirements of the ARS Facilities and Design Standards (P&P 242.1). The P&P 242.1 document can be found at:

All work shall be accomplished in a professional manner and in accordance with good workmanship and acceptable practice.

Contractor is responsible for inspecting the site and for determining the exact requirements of the project.

Contractor’s working hours shall be scheduled to coincide with the normal working hours (7am- 4pm) at the site. Should it be necessary to schedule working hours other than normal working hours, contractor shall arrange for access to the work area with the Contracting Officer’s Representative (COR) at the site at least three days prior to the need.

3. Project:

Contractor to Demo and dispose of boiler and AHU Installation of Lochinvar Crest condensing boiler or similar type Install new regulator for boiler with 10’ of line between regulator and boiler for volume demand Install new drain with rock box for boiler Install new flue pipe for boiler Install new hot water pump variable speed Install new chemical feed Install New expansion tank Install new 3-way hot water valve Install new gauges and thermometers on hot water pipes Insulate all hot water pipes in mechanical room with ¾ fiberglass Installation of E-stop and carbon monoxide detector for boiler Install OA temp sensor and system sensors Install new Carrier 15-ton condenser or similar Install new Carrier 15-ton AHU or similar Install new copper refrigerant piping Install new duct smoke detector Tie in of new system to existing duct Make electrical modifications for new equipment Install new controls for new equipment Perform test and balance on new equipment with report Factory start-up on boiler Contractor to provide One-year parts and labor warranty One-year parts warranty from Air Handler Manufacturer Five-year compressor warranty from Manufacturer One year parts warranty from Boiler Manufacturer Five-year burner warranty from Boiler Manufacturer Ten-year heat exchanger warranty from Boiler Manufacturer Eighteen-month parts warranty from pump manufacturer

Contractor shall remove debris generated by demolition or construction activity same day it is generated.

Site Visit:

Bidders are encouraged to visit the site and be escorted by a government representative to confirm locations, dimensions, and conditions of the project before a bid is submitted. The site visit shall be for observing firsthand any conditions relevant to the completion of this project.

No consideration will be given to claims based on lack of knowledge of existing conditions, except where contract documents make definite provisions for adjustment in cost or extension due to existing conditions not readily foreseeable.

Contractor must be registered in System for Award Management, (SAM), prior to submitting a bid. Registration can be obtained through:

Safety: The contractor is responsible for complying with all local, state and federal safety codes and laws.

Detailed Bid: Provide all materials, labor, and equipment in order to fully and successfully complete the Statement of Work described in this document. The detailed bid shall be presented in a MS Excel spreadsheet that is fully functional with formulas intact for ARS analysis of the bid. The proposal shall be submitted in MS Word. Neither type of documents will be password projected. Contractor has option of additionally submitting their proposal in .pdf format for fidelity purposes should they desire to do so but any Bid Proposal will not be accepted for review until it’s presented in MS Excel and MS Word format.

4. Contractor Responsibilities:

The project has a base bid to be performed per the following specifications:

1. Contractor will verify all equipment, dimensions and existing site conditions covered in their report.

2. Contractor is required to manage the project and consult with the Government prior to beginning all work phases. And, to work in a manner that minimizes the impact of the work on Government operations, research, and functions.

3. All work must be performed in such a manner as to not adversely affect daily operations of the facility, its workers, and the onsite facility operations.

4. Contractor is responsible for the legal disposal of all demolished materials off site.

5. Contractor shall recycle demolished materials to the greatest extent possible.

Material / Submittals:

The AE firm shall submit a draft of their report for review and comment to the Lab personnel, the EPM and the Contracting officer for a period of 10 business days. Upon review, incorporation of ARS comments, and approval by ARS personnel, the final version of the report shall be issued.

Drawings shall include data and details for installation of the Boiler, Air Handler and all required components as well as information regarding the name, quantity, type, and construction of materials (such as hardware, gauges, etc.), that will be used to complete the project.

Installation Procedure:

Contractor will verify all dimensions and site conditions prior to beginning work. Contractor will schedule the work between working hours as listed below. Contractor is required to provide labor, specified material, equipment, and other tools required to perform the job fully and completely. No Government equipment will be available for use by the contractor. The contractor shall be responsible for always protecting his work and ensuring the safety of his crew and ARS employees. Upon completion of the project, the contractor shall remove from the premises all accumulated materials and rubbish caused by the project. Premises shall be left in a clean, orderly, and acceptable condition.

Project Schedule:

The completion of this project shall not exceed 120 days from date of notice to proceed. A request for time extension must be submitted to the Contracting Specialist in writing. Each request must include specific and detailed reasons in support of the schedule alteration.

Work Hours:

Contractor work hours shall be Monday through Friday, seven (7) A.M. to four (4) P.M. except for Government holidays or as otherwise arranged with the site personnel in advance.
