Statement of Work for High-Resolution and Large Format Polymer Additive Manufacturing System

22 October 2021

General Overview:

At the Air Force Institute of Technology (AFIT), we use (in part) our 3D printers or Additive Manufacturing capabilities in polymers to print items that require high resolution, high surface quality, and larger single prints. Many of these items are wind tunnel models. Other printers currently handle some of the larger polymer parts that can be printed with poorer surface quality or those that require extensive post processing to get to an adequate level of surface quality. We need a printer that does not require significant post processing (other than washing off soluble support material) to achieve high surface quality.

The printer will be used to create items including, but not limited to:

1. Wind Tunnel Models

2. Interlocking pieces for internal fluid flow applications

3. Base parts for Radio Frequency and optical reflective surfaces

4. Parts with integral seals for fluid applications

Minimum Requirements:

The high resolution, large format polymer additive manufacturing system shall meet the following basic system requirements:

1. Consist of one (1) printer (including any required auxiliary units)

2. Printer shall be capable of fitting through a 35” (inch) doorway opening without significant disassembly.

a. Removal of doors, lids, other hand tool detachable items shall be permissible. Disassembly of main cabinet or anything similar will not be acceptable.

3. Printer build volume shall exceed 18” wide x 14” deep x 7” high.

4. Print layer height must be less than 0.02mm (millimeter) in high quality mode.

5. Print dimensional accuracy shall be greater than 0.5mm for the largest part dimensions.

6. Print material options shall include:

a. Transparent material (must have tensile strength over 40 MegaPascals--MPa)

b. Flexible materials (over 150% elongation at break, tensile strength more than 2 MPa)

c. Higher strength/temperature tolerant (tensile strength over 40 MPa, Heat Deflection

Temperature minimum of 55 degrees Celsius)

7. Printer shall operate on 115 VAC (60Hz) or 220 VAC (60Hz) electrical power.

8. Training on routine maintenance tasks for the printer shall be provided by the awarded contractor.

Anticipated length of training would be 1 day, in person. Anticipated topics would include (but are not limited to):

a. Material loading/unloading

b. Required periodic cleaning

c. Alignment of print heads

d. Setup for different materials

e. Periodic maintenance to include lubrication, adjustments, levelling

f. Other items that may be required on a more than annual basis for operation of the printer on a long term basis

9. Contractor shall provide rigger services if necessary to install the printer at AFIT. Installation and initial setup of printer is required.

Delivery and Training:

1. The customer shall receive all components 90 calendar days after contract award. (subject to change based on market conditions due to COVID-19)

2. Contractor shall install all equipment set up and calibrate at the time of delivery.

3. Contractor shall provide all necessary training for hardware and software use for 5 users with no expiration date for use. No later than 5 business days after installation/calibration is completed.

Warranty:

1. Free from defects in material and workmanship under normal use in accordance with the maintenance manual, for the period of time of one year after receipt.

2. A minimum of a 2-year service and support contract to include preventative maintenance and calibration.

Invoice and Payment:

The contractor shall be paid upon submission of a properly prepared invoice and after final inspection and acceptance has been made. A proper invoice shall cite the contractor’s name and address, invoice number, invoice date, order number, contract line item number (CLIN), description of the supplies or service, unit of issue, unit price and extended price, terms of any prompt payment discount offered, and who to notify in the event the invoice is defective. The contractor shall submit invoice in wide area work flow (WAWF) as shown in this order schedule.

Delivery Procedures Commercial Vehicles:

All vehicles larger than a large pick-up truck are required to be inspected by the Wright-Patterson Air Force Base Commercial Vehicle Delivery Gate (CVDG) prior to entering the installation. Vehicles to be inspected include, but are not limited to, the following:

1. Step van/panel truck

2. Tractor/trailer, box and flatbed containing cargo

3. Tanker trucks

4. Box trucks

5. Tour buses

6. Garbage/recycled waste trucks

7. Concrete trucks/mixers, dump trucks

8. Cranes, recreational vehicles, petroleum tanker

This inspection will be conducted at Gate 26A located off State Route 235.

**The following are exemptions to vehicles utilizing the CVDG:

1. If the vehicle has the product inside (concrete and asphalt trucks) and timely delivery is necessary due to product deterioration it does not need to enter the CVDG. To bypass the

CVDG, the contractor shall submit a list containing drivers’ names, social security numbers and the state in which the driver's license is held for those drivers who will be entering the base. This shall be accomplished 24 hours prior to requested entry time. If entry is requested on Monday, this list must be submitted by Friday at 1630 hours. All lists shall be submitted to the 88th ABW/CE Directorate contract inspector. The only gates that may be used under this exemption shall be 15A, 26A, 38A, and gate 1B. If the driver's name is not on the list, he/she will not be allowed access to the installation through these gates and the base will not assume liability for denied access.

2. If a delivery vehicle must exit, and then re-enter the base to complete its route, the vehicle shall be resealed upon exiting the base. After initially passing through the commercial vehicle delivery gate, trucks shall be resealed at Gates 15A, 38A and 22B. The resealing of the trucks will allow them to continue to any other area of the installation (Areas A, B, or Kittyhawk) without reprocessing through the CVDG. To receive resealing assistance, the drivers shall physically stop at one of the three authorized gates and request the installation entry controller to reseal their truck and provide the next location of their delivery. The controller will reseal the truck and give the delivery driver a preclearance form. The driver shall present the pre-clearance form to the entry controller at the next point of installation entry. This reentry can be at any base gate.

3. Wright Patterson Integrated Defense Plan, paragraph 3.10.12.9.2. All irregular deliveries will be sent to the CVDG for inspection. All visitors, which include contractors and commercial vendors without proper background checks and contractor passes, will not be allowed on WPAFB unless escorted by the receiving agency. This will take place after the individual(s) are issued a pre-clearance form at the CVDG. After successful completion of the vehicle inspection, the receiving agency will escort the individual to and from their destination on WPAFB. An inspector at the CVDG will contact the receiving agency, informing them to send an escort to the CVDG. Escorts will remain with the vehicle at all times while it is on

WPAFB.

4. Vehicles may be subject to an inspection at any of installation entry control points during a directed random antiterrorism measure (RAM). Any commercial vehicle, regardless of size, can be directed to the CVDG at the discretion of the installation entry controller.
