Statement of Work For

Cobalt 60 Reload

The following specifications apply to the High Intensity Cobalt -60 (Co-60) Calibration Standard operated for the US Air Force Primary Standards Lab (AFPSL) in Heath Ohio.

1. SCOPE: The Co-60 source capsule is utilized in a J.L. Shepherd & Associates Model 81-22 High Intensity Gamma Radiation Calibrator. This calibrator is used to calibrate high intensity radiation survey meters and dosimeters. The Contractor shall install a Shepherd Model 7810 or equivalent capsule of 1000 Curies (Ci) activity in the 81-22 after having removed a Shepherd Model 7810 capsule of approximately 300 Ci. The Contractor shall then perform one-point calibrations of the calibrator using a source-to-detector distance of one meter to certify the nominal activities. The removed capsule must be properly decommissioned, packaged, and transported to the Contractor’s facility for recycling. All operations involving the handling of radioactive materials shall be performed by properly trained Contractor personnel. The removal, decommissioning, transportation and recycling of the old equipment is the responsibility of the contractor. This work shall be performed on site at the RADIAC Lab at

COATC.

2. TECHNICAL TASKS: The Contractor shall accomplish all of the following specific tasks to comply with this Statement of Work (SOW).

2.1 REMOVAL AND INSTALLATION SAFETY PLANS: The Contractor shall prepare and submit for review and approval a plan covering the source removal, source installation, and safety-emergency procedures for the phase of this effort that will occur on site at COATC. The source removal and installation plans shall cover, in order, the procedures to be used in the removal and storage of the old radioactive source (Co-60), the installation of the new source (Co-60), a personnel operating procedure that will be followed, and the procedures which address the potentially hazardous operations associated with the on-base work, along with appropriate safety measures and emergency procedures. A draft of the plan is required to be submitted with the proposal and will need to be finalized 30 days prior to the start of the work. The Contractor is required to possess a valid and current Nuclear Regulatory Commission (NRC) or Agreement State License for the handling of radioactive material covered in this SOW.

2.2 TRANSPORTATION: The Contractor shall be responsible for making all the arrangements with the appropriate authorities for all transportation requirements. The Contractor shall also supply all equipment directly related to the source handling such as positioning devices, remote handlers, lead steel containers, and lead brick shielding necessary for performing all work on site at COATC.

2.3 REMOVAL OF OLD COBALT-60 SOURCE:

2.3.1 The Model 81-22 Calibrator contains a Shepherd Model 7810 source capsule, which has decayed to approximately 300 Ci. The old Shepherd Model 7810 will be removed and placed in a protective lead steel container designed for the specific purpose of radioactive material storage and transportation. The container shall be currently certified as DOT 7A -Type B (or Type B(U)) 20WC Overpack. The contractor shall provide this container and the means to transport it out of the facility work area.

2.3.2 The Contractor shall be licensed by the NRC or an Agreement State to take possession and remove, decommission, transport and recycle the Model 7810 capsule being replaced for the duration of the contract.

2.4 INSTALLATION OF NEW SOURCES:

2.4.1 The new Co-60 source capsule shall be installed in accordance with the Source Installation Safety Plan referenced in paragraph 2.1.

2.4.2 The new source capsule shall be a Shepherd Model 7810 or equivalent as recognized by the NRC and shall be certified as Sealed Source Special Form in the NRC Catalogue of Approved Sealed Sources and Devices.

The nominal activity shall be certified as 1000 Ci +/- 6% for the Co-60 source capsule.

2.4.3 The Contractor shall be licensed by the NRC or Agreement State to possess, handle, and transfer possession of said capsule for the duration of the contract.

2.5 TRANSPORTATION QUALITY ASSURANCE PROGRAM: The Contractor, or its subcontractors, shall as of the Contract Award Date possess a current NRC-approved DOT Transportation Quality Assurance Program to package and transport a quantity of Co-60 equal to or greater than that of the new source.

2.6 SOURCE CALIBRATION: The Contractor shall perform a source calibration at a one meter distance from the source capsule centerline to the radiation detector surface. Instrumentation used to calibrate the sources must be certified as traceable to the National Institute of Standards and Technology (NIST) or other AFMETCAL-approved source.

2.7 ADVANCED NOTIFICATION: The Contractor shall notify the Contracting Officer one week prior to the proposed date for start of work. The Contractor, once on site, shall coordinate all activities involving actual source capsule removal and installation with AFPSL to ensure personnel safety and to allow evacuation of the immediate area surrounding the 81-22 Calibrator.

2.8 PERFORMANCE PERIOD: All work shall be completed within 5 working days. Saturdays, Sundays, Federal holidays, and facility shutdowns are excluded.

3. ACCEPTANCE TESTING: Acceptance Tests will be conducted to ensure that the activity of the source material is 1000 Ci to an uncertainty of +/- 6 %.

DATA REQUIREMENTS

CALIBRATION CERTIFICATE: A calibration certificate, traceable to the National Institute of Standards and Technology (NIST) or other national metrology institutes (NMIs) shall be provided with each instrument. This calibration certificate must comply with Data Item Description (DID) DI-QCIC-80798C and the Contract Data Requirements List (DD Form 1423).
