STATEMENT OF WORK -

Cabling for Secure Network in SCIF

1.0 Background

This statement of work (SOW) describes the requirements for the cabling of a secure Joint Worldwide Intelligence Communications System (JWICS) network.

2.0 Scope

This contractor will provide and install the cabling for a secure JWICS network in the Utah National Guard (UTNG) Headquarters (HQ) Sensitive Compartmented Information Facility (SCIF), Draper, UT. There is already a prepared classroom with conduit and boxes. The requirements will be to purchase install new cabling along with any necessary networking items such as switches, all provided by the vendor, within the vacant conduit and classroom.

2.1 Provide and Install the needed cabling, switches, and ports for 26x terminals.

22x terminals will be in the classroom and 4x terminals will be in the adjoining office. Fiber cabling will run from the server room on the main floor to the classroom upstairs, where individual CAT VI cables will be ran through conduit to wall ports and from the wall ports to the individual terminals.

3.0 Objectives

The JWICS network is required to conduct and facilitate training for the Utah Foundry Platform.

4.0 Task Requirements

4.1 Tasks

4.1.1 Provide all associated miscellaneous parts, hardware, and labor to connect the Foundry classroom in the UTNG HQ SCIF to the main floor server room and install connections for 26x individual terminals.

4.1.2 Test system for complete operational capabilities

4.1.3 Upon completion ensure 1x UTNG tech has reviewed and

understand the architecture of the network for any future troubleshooting.

4.2 Requirements

4.2.1 Room floor plans (attachment #1) is attached and coordination will be required by the customer and the UTNG G6.

4.2.2 All equipment must be certified to operate on the DoD information network.

5.0 Security Requirements

5.1 All motor vehicle traffic entering the UTNG HQ is required to enter thru the access gate off 300 E. on the north side of the roundabout at Carlquist Dr. The gate is manned 24 hours a day, 7 days a week. For access all personnel must present a valid, current State or Government picture identification card.

5.2 Construction within a SCIF must be performed by U.S. companies using U.S.

persons (an individual who has been lawfully admitted for permanent residence as defined in 8 U.S.C. § 1101(a)(20) or who is a protected individual as defined by Title 8 U.S.C. § 1324b (a)(3)). All construction workers are required to pass a comprehensive background check.

5.3 All Uncleared Contractor personnel must be escorted while in construction area. There must be at least one security escort for every three crew members.

5.4 All Construction personnel must comply with the Construction Security Plan (CSP) which includes site security measures such as requiring identity verification, random searches at site entry and exit points, prohibited and restricted items such as firearms, explosives, drugs, hazardous materials, and personal electronic devices with photographic or audio recording capabilities.

5.5 For SCIF renovation projects, temporary barriers may be installed to segregate construction workers from operational activities and provide protection against unauthorized access and visual observation. Specific guidance shall be contained in the CSP.

5.6 Cable, either fiber or metallic, shall be accounted for from the point of entry into the SCIF.

Unused conductors shall be removed. If removal is not feasible, the metallic conductors shall be stripped, bound together, and grounded at the point of ingress/egress. Unused fiber shall be uncoupled from the interface within the SCIF, capped, and labeled as unused fiber. All cabling must comply with TEMPEST RED/BLACK Guidance.

7.0 Period of Performance

The contractor will have 90 days from contract award to complete equipment installation. Pre-coordination between the Contracting Officer and the Site POC will be required after contract award, to establish the installation date in order to de-conflict any known mission events or complete any other required site preparations.

8.0 Hours of Work

Work on this project shall be accomplished during the following time, except federal holidays:

Monday: 0800 – 1600 Tuesday: 0800 – 1600 Wednesday: 0800 – 1600 Thursday: 0800 – 1600 Friday: 0800 – 1600

8.1 Any work desired to be accomplished during times other than those listed in

9.0 will require prior approval from the Contracting Officer and Site POC. The contractor must submit a written request to the Contracting Officer no later than 7 days prior to the requested change.

8.2 Contractor work requiring shutting down of power or network equipment will need to be coordinated with facility POCs in advance of requested shut down. Any potential shut downs need to be requested no later than 2 days prior.

8.3 It should be noted that the contractors performance may be interrupted at times during the install because of high priority mission schedules or no-notice events. For each calendar day and/or portion of a calendar day that the contractor is removed/denied access from the job site the completion schedule will be adjusted by one additional calendar day.

9.0 Federal Holidays

No work is authorized on Federal Holidays. The following Federal Holidays are normally observed by Government personnel and should be accounted for in the contractors schedule:

New Years Day, Martin Luther King Jr’s Birthday, Pretendent’s Day, Memorial Day, Independence Day, Labor day, Columbus Day, Veteran’s Day, Thanksgiving Day, Christmas Day, KEY

10.0 Clean-Up

The contractor is required to clean up daily and to maintain a safe working area at all times.
