STATEMENT OF WORK

Maintenance, Inspection, and Testing of the Electrical Power Distribution System at the Syracuse VA Medical Center

Statement of Objectives/Summarized High Level Tasking Requirements

The Syracuse VA Medical Center 800 Irving Avenue, Syracuse, New York 13210 has a need to perform a required 3 year maintenance on its electrical equipment including but not limited to medium voltage primary switchgear, secondary unit substations, paralleling switchgear, low voltage switchgear, molded case circuit breakers, dry type transformers, low voltage busways, motor control center and switchboards.

THE UPSTATE NEW YORK HEALTHCARE SYSTEM SYRACUSE VAMC

1. Introduction:

A. This Statement of Work (SOW) describes the requirements for the maintenance, inspection, testing, and/or calibration of the Electrical Power Distribution System and all its components at the Syracuse VA Medical Center located at 800 Irving Ave Syracuse, NY 13210. These work items are referenced as “Maintenance and Testing” in this document, hereafter.

B. This SOW describes the requirements for the Qualified Electrical Contract Professionals – known as “Contractors” in this document, hereafter. Contractors who are contracted by the Syracuse VA Medical Center to perform maintenance and testing of the Electrical Power Distribution System, and all its components shall meet all requirements stated in Section 2 of this SOW.

C. This SOW describes the requirements to establish maintenance and testing reports.

2. Qualifications of Contractors:

A. Contractors shall be experienced Electrical Contractors, having properly trained and licensed permanent staff required to perform the proposed work. Electrical Contracting (i.e. the construction, repair, testing and maintenance of industrial and commercial electrical distribution systems) shall be the primary interest/specialty of the Contractor’s business.

B. Contractor personnel doing testing shall be certified by the International Electrical Testing Association (NETA) or NICET as Certified Technicians, no exceptions.

C. Contractors shall have technical training and demonstrable track records of working experience in maintenance, inspection, and testing of the Electrical Power Distribution Systems and related components in healthcare, industrial, educational, and commercial facilities for a minimum of five (5) continuous years. Electrical components on which the Contractors have experience shall include, but not be limited to, switchboards & switchgear (low and medium voltage); low voltage controls; motor control centers, wiring, transformers, meters, and other electrical appurtenances.

D. Contractors shall have safety trainings – either on-the-job or class-room type - in electrical safety outlined in the OSHA Standard 29 Code of Federal Regulations (CFR) 1910 Subpart S – Electrical, and the NFPA 70E – Standard for Electrical Safety in the Workplace. Training certification shall be provided indicating each technician is a Qualified Person as defined by NFPA 70E. Training certifications shall be submitted to the COR prior to work. If no training certifications are available, the contractor’s employer shall certify that he/she has met this requirement in writing and submit it to the COR for approval prior to work. Every contractor worker on site must complete the Occupational Safety & Health Administration (OSHA) approved 10-hour construction safety training. Proof of OSHA 10 hr. training will be required. All contractors working on site must provide documentation of being trained in latest version of NFPA 70E.

E. Contractors shall have ready access to the latest versions of the following references:

1) NFPA 70, National Electrical Code.

2) NFPA 70B, Recommended Practice for Electrical Equipment Maintenance.

3) NFPA 70E, Standard for Electrical Safety for the Workplace.

4) NFPA 110, Standard for Emergency and Standby Power System.

5) OSHA Standard 29 CFR 1910, Subparts I & S.

6) International Electrical Testing Association, Inc. (NETA) – Maintenance and Testing Specifications.

7) VHA Directive 1028, Electrical Power Distribution System

8) Operating /Maintenance manuals and specifications of the electrical equipment to be maintained and tested. Included but not limited to the documents listed below:

F. Contractors shall have and provide all necessary tools, equipment, and Personal Protective Equipment (PPE) to perform the work safely, effectively, and timely. Tools, equipment, and PPE shall comply with the requirements of OSHA Standard 29 CFR 1910, Subpart I, and NFPA 70E. Prior to initiating work, Contractor shall provide documentation that all instruments, test equipment, tools and PPE have current calibration. Dated calibration labels shall be visible on all instruments, test equipment, tools and PPE as appropriate. 480V/100A disconnect switches exist in SL21 and NG13 for connection to test sets. If contractor requires a different source of power for any test equipment, details of power requirements must be submitted at the time of bid.

3. Execution Requirements:

A. The testing must be completed in the following nine sequential phases: (see drawings for more details

1) Infrared Scan (see section 5 below)

2) Steady State. During this phase all gear will be double ended. Contractor to test all tie breakers and spare breakers.

3) Single End 1. During this phase all gear will be single ended to right side allowing testing of secondary substations on left sides of double ended switchgear. VA will only manipulate switchgear at 6AM on weekdays.

4) Single End 2. During this phase all gear will be single ended to left side allowing testing of secondary substations on right side of double ended switchgear. VA will only manipulate switchgear at 6AM on weekdays.

5) Nightly generator runs. During this phase, generators will run which will allow IR scan of emergency side of transfer switches, IR scan of generator switchgears, Bldg 1 XF3 substation maintenance, and breaker testing of normal side transfer switch feeders. 10PM-6AM

6) Building 1 Shutdown. One night for shutdown of building 1 switchgear “MSWGR” 10PM-6AM

7) Chiller Plant Shutdown. One night for shutdown of chiller plant switchgear “SWGR-CH” 10PM-6AM

8) 4 Hour test. On a Friday between 6PM-10PM, the VA will conduct its required triennial 4-hour test. This test will consist of opening up the two main 15KV breakers and operating the entire facility on generator power for 4 hours. See Section 7.

9) SCI Building shutdown. SCI building switchgear “HVSD” will be shut down either on a Sunday between 6AM-6PM or will remain shut down immediately following the 4 Hr. test, with power restored by 6AM the following morning.

B. Contractor shall provide a proposed schedule with their quote. The schedule shall be in the form of a progress chart of suitable scale to indicate the work scheduled for completion within 30 days of notice to proceed. Show individual phases and duration of each. The proposed schedule shall be reviewed by the COR and any requirements for adjusting the schedule shall be incorporated by the Contractor. Phases 5-9 shall be scheduled so that no more than 5 nights are worked consecutively.

C. Contractors shall report deficiencies that are deemed critical or catastrophic immediately to the Contracting Officer and COR for immediate actions.

D. All work items, definitions, and references shall comply with the latest edition of the NETA – Maintenance Testing Specifications (MTS) and with the VHA Directive, Electrical Power Distribution System.

E. All work performed shall be fully documented by the Contractor. Testing shall be performed in compliance with manufacturers’ recommendations and per the applicable procedures as outlined in the latest edition of the ANSI/NETA Standard for Maintenance Testing Specifications and/or as noted in this document. Contractor shall submit work plans and/or check lists of the testing to be performed prior to start of work. See Section 6 for equipment details.

F. Contractor shall affix label on all equipment tested documenting at a minimum the date of test, equipment tested, name of testing firm, and name or initials of testing technician.

G. Unless specified elsewhere in this document, any test labeled as “optional” by NETA is not required.

H. VA electricians must be present when contractor racks in or racks out circuit breakers. In addition, switchgear must be put in “manual” prior to any racking operation. Contractor must verify that all breakers and switchgear are returned to their normal operating state at the end of their work shift and that breakers are completely racked in.

I. No breakers shall be removed offsite without approval by COR.

J. All outages shall be scheduled in advance. Outages will be scheduled only at night and/or on weekends or unless as noted elsewhere in this document. Contractor shall verify all times of scheduled shutdowns and testing with the COR, who will verify all scheduled times in writing. Unless otherwise noted, regular working hours are defined as Monday-Friday between 7:00AM-3:30PM.

K. When cleaning gear, contractor shall use lint free rags to clean conductors, contact points between the circuit breakers and main buss bars, buss bars, and interior of the electrical equipment. Use a vacuum cleaner to remove large debris; compressed air is not to be used for this purpose. Lubricate all moving parts as recommended by the manufacturer with manufacturer’s approved lubricants. Visually inspect for sign(s) of overheating, misaligned contacts, damaged insulation, or loose lugs. Top of gear shall be cleaned of accumulated dust and dirt.

L. For all oil filled transformers Contractor shall perform oil tests as recommended by the manufacturer including but not limited to dielectric strength, power factor, moisture content, and combustible gas analysis.

4. Close Out Documents:

A. A complete written report of the work performed shall be provided to the VA within 7 days of completion. Information shown in the report shall be as following:

1) Company’s name, addresses, telephone, & FAX numbers.

2) Name and signature of contractors who perform the maintenance and testing.

3) VA Project Number, name and number of VA COR.

4) Date and Time of work.

5) Copies of contractors’ valid licenses, professional and training certificates.

6) Descriptions and model number of specialized tools and equipment used, such as torque wrench or infra-red scanning camera.

7) Location, Type, Name, and nameplate information of electrical equipment to be maintained and tested.

8) Descriptions of work items.

9) Test data.

10) Reference materials such as equipment manufacturer’s specifications, coordination study, etc.

11) Remarks on conditions of electrical equipment. List all deficiencies, if any.

12) Recommended corrective actions, if any.

B. Contractor shall submit two (2) hard copies of the complete written report, and two (2) CD-ROM or DVD of the electronic version of the report in Microsoft Word or PDF format to the COR within seven (7) calendar days of test completion. All reference materials shall be included in the electronic version of the report, either through scanning or other means of electronic text import methods

5. Infra-Red Scanning/Thermography Survey (Phase 1)

Contractor shall use an infra-red scanning camera to detect hot spots in the Electrical Power Distribution System. Objective of this work is to detect any loose, broken, or corroded connections in the system. Problem connections shall be replaced with new connectors, and/or tightened with torque wrench to meet the equipment manufacturers’ specifications. This work should be done first before any of the hands-on testing is conducted. Provide a thermographic survey report as specified in ANSI/NETA MTS.

Note that since this work item must be done while the Electrical Power Distribution System is energized, appropriate safety precautions must be taken before, during and after scanning the system. Contractor shall advise the facility in advance where and if panel covers need to be removed. Emergency side of transfer switches, emergency paralleling switchgear, emergency busways and emergency generator breakers must be scanned during regularly scheduled generator tests or during phase 5. (Generator tests are conducted the first and second Wednesday of each month between 5:30-7:00AM.)

Scanning shall be performed on the electrical equipment listed in Section 6 and also the following panelboards, switchboards, enclosed breakers, busways, automatic transfer switches and dry type transformers listed below.

For Busways, check all connections for proper torque. Tighten where required. Clean exterior housing as needed. IR scan visible portions where busway enters equipment and at connection points. No other testing required.

Transformers listed below shall be cleaned exteriorly and inspected for signs of overheating with infrared thermal detecting equipment. No other maintenance required.

6. Equipment and Testing Details

Drwg E-100 15Kv Metalclad Switchgear, Square D Masterclad, SO# 27553403

(1)-double ended 15KV incoming switchgear lineup with 11 vacuum breakers (incl mains and tie) with SEPAM 1000 digital relaying and metering. Note: Basler relays on main breakers are not to be serviced.

Contractor shall also replace the Power Logic PLC backup battery and switchgear PLC battery types ½ AA 3.6v Lithium.

Complete Shutdown on switchgear can occur during phase 9.

The left side of switchgear can be shut down one evening during phase 5 (if coordinated w/ Fire Pump Xfmr shutdown) The right side of the switchgear can be shut down during phase 6

Direct-Current Systems: Batteries Nickel -Cadmium (Main Primary Switchgear)

Provide service on swgr battery bank per NETA 7.18.1.2, including optional load test per 7.18.1.2.B.5

Consisting of (18) tie and feeder type Entelliguard circuit breakers

Complete shutdown of switchgear will occur in phase 6.

Test breakers using secondary injection utilizing the appropriate General Electric test kit. Note that GE Entellisys might be considered proprietary by the manufacturer and that test kits and service might need to be supplied from an authorized ABB service technician.

(3) 15KV 750KVA Cooper Substations w/ type Primary VFI Main and close coupled GE Entelliguard secondary MCB, Designation XF1/XF2/XF3 MB1/MB2/MB3

Test secondary main breakers using secondary injection utilizing the appropriate General Electric test kit. Note that GE Entellisys might be considered proprietary by the manufacturer and that test kits and service might need to be supplied from an authorized ABB service technician.

Low Voltage Motor Control Center, 3 vertical sections, Sq D Model 6

Motor Control Center will be shut down during phase 6

Grounding Systems (switchgear room- CL02) Test ground resistance in CL02. Inspect and tighten ground connections as necessary. Document results and include in final report to owner.

Grounding Systems (substation room- CL15) Test ground resistance in CL15. Inspect and tighten ground connections as necessary. Document results and include in final report to owner.

Drwg E102 (1)-Double ended 13.2KV/480V substation, Type Square D Power Zone, Order # 27553403 Designation HVSD

Substation consists of:

(2) HVL Primary switches, (2)-2000KVA oil filled transformers and (1) low voltage double ended drawout switchgear lineup with (28)- 480V Masterpact breakers w/ Micrologic trip units

Test all Masterpacts using primary injection.

Contractor shall replace batteries in each Micrologic trip unit: type ½ AA as well as replacing the battery backup for PLC: type ½ AA

Complete shutdown on the switchgear will occur in phase 8 and phase 9.

Grounding Systems (main switchgear room- SL21)

Test ground resistance in SL21. Inspect and tighten ground connections as necessary. Document results and include in final report to owner.

Fire Pump Transformer Type Schneider Electric Ser # 27553403-491-01 225KVA Oil Filled, 13200 Pri, 480/277V Secondary

Fire Pump transformer can be serviced during phase 5

Drwg E103 (1)-Double ended 480V Drawout Switchgear, Type Square D Power Zone, Designation SWGR-CH

Consisting of (11) 480V Masterpact breakers w/ Micrologic trip units Contractor shall replace the batteries inside each Masterpact Micrologic trip unit, type ½ AA 3.6v Lithium.

Contractor shall test all Masterpacts using primary injection.

Entire switchgear lineup will be shut down during phase 7.

(2) 15KV 2500KVA Cooper Substations w/ type VFI Main Designations T-SWGR-CH-A, B

(Qty 3) Type Sq D QED Powerstyle Swbds with a total of (34) Powerpact circuit breakers with Micrologic trip units. Designations HVGE-DP, EEQ-GE-DP, EEQHVGE-DPA

Powerpacts to be tested via secondary injection utilizing the appropriate SqD test kit.

Powerpacts to be tested during phase 5. (HVGE-DP breakers can be tested in phase 5 and 7)

Drwg E-104 Paralleling Switchgear type Cummins Power Generation, 480V, Designation EMDP-1 consisting of (23) drawout Sq D Masterpact breakers with Micrologic trip units, located in Room SL20.

Contractor shall replace batteries type 12v, 12ah sealed lead acid battery qty(2), replace the battery backup in the PLC type ½ AA 3.6v Lithium, and replace batteries inside each Micrologic trip unit type ½ AA 3.6v Lithium.

Contractor shall test all Masterpacts using primary injection.

Due to critical nature of switchgear, the gear will never be shut down (but is normally de energized). The individual breakers can be tested one at a time per drawing E-104. When testing circuit breakers serving an automatic transfer switch, the ATS served must be bypassed to normal.

Drwg 105 208V Low Voltage Emergency Switchgear, GE Entellisys, Designation EMDP-2

One double ended switchgear lineup with Main, Tie and spare breakers.

Due to critical nature of switchgear, the gear will never be shut down (but is normally de energized). The individual breakers can be tested one at a time per drawing E-105. When testing circuit breakers serving an automatic transfer switch, the ATS served must be bypassed to normal.

Test breakers using secondary injection utilizing the appropriate General Electric test kit. Note that GE Entellisys might be considered proprietary by the manufacturer and that test kits and service might need to be supplied from an authorized ABB service technician.

(2) 1000 KVA Low Voltage Substations , Designations EMDP-2E1, E2 consisting of a 1600A GE Spectra Power Break II Primary MCB and an Olsun 1000 KVA 480-120/208V dry type transformer.

Test ckt bkr utilizing secondary injection utilizing appropriate GE test kit.

Qty (1) Portable Generator Connection Box

Consisting of a Siemens type WL Ckt Bkr.

Test ckt bkr utilizing secondary injection utilizing appropriate Siemens test kit.

Clean inside of cabinet of any debris and test low voltage components installed (lighting, receptacles, heater)

7. Additional requirements

A. The Contractor shall be present for and will participate in the 4-hour test of the Essential Electrical System (EES). This test shall fulfill the requirements of VHA Directive, Electrical Power Distribution System, NFPA 110 (e.g. Para. 8.4.9.) and The Joint Commission. This test will include simultaneous opening of each main breaker serving the facility and having emergency generators supply power to entire hospital for a minimum of 4-hours. During the test period, verify operation of all EES components including the transfer to emergency power and return to normal service. The contractor will document this test, record any deficiencies, note fuel consumption used during test, note approximate average load during test, document which generator(s) were running and include in the final project report. Any remaining contractor work requiring entire gear shutdowns should be accomplished during this scheduled test. Test is expected to be scheduled 6PM-10PM on a Friday
