Statement of Work For Gas Chromatograph-Liquid Injection Field Desorption/Ionization-Mass Spectrometer

1.0 Background

1.1 To facilitate mass spectrometric analysis of organometallic complexes, the Government requires a gas chromatography (GC) mass spectrometry (MS) system with a liquid injection field desorption ionization (LIFDI) source.

2.0 Purpose

2.1 This Statement of Work is to define the requirements and deliverables to be used in the selection and procurement of a GC-LIFDI-MS system to be delivered to DEVCOM AC Benét Laboratories (Bldg. 114).

3.0 Requirements

3.1 The contractor shall provide GC-LIFDI-MS system with the following required minimum specifications:

0. Gas chromatograph

0. Shall support at least two inlets and four detectors

0. Shall operate in temperature range from near ambient to ≥450 °C and ramp at ≥70°C/min

0. Peak area repeatability shall be ≤0.5% RSD, and retention time repeatability shall be ≤0.01%

0. Pressure control shall be within 0.001 psi

0. Shall include liquid autosampler for automated sample injection

0. All pumps, gas regulators, valves, and other accessory required for operation of the gas chromatograph shall be provided

0. Mass spectrometer

1. Shall provide high resolution data, with resolving power ≥30000 FWHM, mass accuracy ≥1 ppm, picogram detection limits or better, linear dynamic range of 4 orders of magnitude or better, and mass range up 6000 Da or greater

1. All vacuum pumps, valves, gas regulators, and other accessory components required for operation of the mass spectrometer shall be provided

1. Shall provide electron ionization (EI), photoionization (PI), field ionization (FI), and field desorption (FD) sources, as well as direct insertion (DI), direct exposure (DE), and liquid injection field desorption/ionization (LIFDI) probes

1. A backup universal power supply shall be provided mitigate potential instrument damage during sudden power loss

1. All accessories and peripheral devices, including power sources, sample loading, pumps, repellers, and other accessories required to operate all provided sources and probes shall be provided

0. Instrument control workstation with all required software licenses.

2. Workstation shall include all required components for operation, including but not limited to computer and monitor.

2. Software must be capable of full instrument control, data analysis, and data archiving. Software in combination with the workstation must allow for complete stand-alone system operation.

1. Instrument control software must provide complete control over all acquisition parameters.

1. Analysis software must allow for qualitative, semi-quantitative, and quantitative analyses and data processing, including mass calibration, isotopic calculation, chromatogram deconvolution, electron ionization (EI) and soft ionization (SI ) library matching, molecular ion determination, isotope pattern matching, and fragment identification

1. NIST/EPA/NIH spectral libraries shall be included for spectral matching

1. Software must allow for automatic operation, sample analysis, and shutdown of instrument

2. Software licenses: One (1) instrument control license with data analysis licenses are required for the instrument control workstation

0. Offline analysis workstation with all required software licenses

3. Workstation shall include all required components for operation, including but not limited to computer and monitor.

3. Software must be capable of data analysis, and data archiving.

1. Analysis software must allow for qualitative, semi-quantitative, and quantitative analyses and data processing, including mass calibration, isotopic calculation, chromatogram deconvolution, EI and SI library matching, molecular ion determination, isotope pattern matching, fragment identification, etc.

1. NIST/EPA/NIH spectral libraries shall be included for spectral matching

3. Software licenses: One (1) data analysis licenses is required for the offline analysis workstation

4.0 Installation

4.1 On-site installation will be performed by the manufacturer at DEVCOM AC Benét Laboratories located at Watervliet Arsenal, NY, 12189

4.2 Manufacturer shall provide consumable for installation, startup, qualification, and initial operation.

5.0 Training

5.1 The contractor shall provide system startup and familiarization on all modes of operation, data analysis, and any required instrument maintenance.

6.0 Warranty

6.1 The Contractor shall offer a standard commercial warranty, including service warranty on labor, parts, and materials for all system and workstation components for a minimum period of one (1) year from the date of delivery. Additionally, the contractor shall provide application and technical support free of charge.

7.0 Written Deliverable

7.1 The Contractor shall provide written certification that the delivered instrument meets the quoted specifications IAW DI-MISC-81356A.

8.0 General Requirements and Information

8.1 The period of performance of the contract shall commence upon award of the contract and shall be completed upon delivery of the GC-LIFDI-MS system, which shall occur within 180 days from award of the contract.
