Location Overview The USDA ARS Invasive Plant Research Lab performs research related to the biological control of invasive plants. Many of the labs house plants, all insects are kept in containment. The Main building has a quarantine space which is used to house insects and plants for study. Quarantine cleaning and trash removal is maintained by USDA employees, contractors will not need to enter this space.

Statement of Work Contractor shall provide all management, tools, equipment, supplies, and labor necessary to ensure that custodial services are performed with the USDA/ARS in a manner that will maintain a satisfactory facility condition and present a clean, neat, and professional appearance. All contractors working in performance of this contract shall be qualified to perform all tasks required for the statement of work (SOW).

USDA/ARS shall provide the following supplies and materials: Bath tissue, paper towels, hand soap, cleaning solutions, brooms, mop, and bucket

Project Objective The objective of this project is for contractual custodial services as described in detail in the task list for Buildings 1, 3, 17 and 28 at USDA-ARS at 3225 College Ave, Fort Lauderdale, FL 33314-7719

Contractor must be registered in System for Award Management, (SAM), prior to submitting a bid. Registration can be obtained through https://www.sam.gov/portal/public/SAM/

Site Visit Bidders are encouraged to visit the site and be escorted by a government representative to confirm locations, dimensions, and conditions of the project before a bid is submitted. The site visit shall be for the purpose of observing firsthand any conditions relevant to the completion of this project. No consideration will be given to claims based on lack of knowledge of existing conditions, except where contract documents make definite provisions for adjustment in cost or extension due to existing conditions not readily foreseeable. This project is located at USDA-ARS in Fort Lauderdale, FL.

Utilization of Bio-Based Products The contractor shall utilize bio-based products and materials (e.g., bio-based greases; bio-based hydraulic fluids, bio-based absorbents), to the maximum extent possible without jeopardizing the intended end use of detracting from the overall quality delivered to the end user. All supplies and materials shall be of a type and quality that conform to the applicable Federal Specifications and Standards. All supplies and materials to be used in the performance of work described herein are subject to the approval of the Contracting Officer Representative (COR). Products can be found at https://www.biopreferred.gov

Safety The contractor will submit a Site Safety Specific Plan/Accident Prevention Plan in industry recognizable format to the Contracting Officer within 7 days of contract award. The Plan shall include phone numbers and maps to the local Dr. Office and nearest Hospital.

Base Bid

1. The contractor shall perform contractual custodian services to the USDA/ARS Monday, Wednesday, and Friday between the hours of 7:30AM to 5:00PM with the exceptions of holidays. On holidays the contractor will provide contractual custodial services on a day in the week that is not a holiday.

2. The contractor will provide custodial services described on the task list three times a week stated in the base bid item 1.

3. This contact will be annually with an optional 4-year renewal based on contractual performance.

4. If the contractor exceeds the number of customer complaints for a given task in each month with no documented course correction of the problem while showing improvement, then this is grounds for non-payment for the given task in question. If the contractor exceeds the required complaints for a given task for more than 3 months of a given contract year, this will be grounds for non-payment and possible contract termination due to unsatisfactory service to the government.

5. If the contractor fails to honor the contract, for any reason then contract termination will occur due to unsatisfactory service to the government.

6. The government will provide use of Janitors closets within each facility and all utilities required to support the assigned area.

Task List

1. Empty Waste Receptacles - Three times a week. All trash containers (indoor and outdoor) shall be emptied and returned to their initial location. Boxes, cans, paper placed near a trash receptacle and marked “TRASH” shall be removed. Any obviously soiled or torn plastic trash receptacle liners, liners that are soiled shall be replaced. Trash shall be deposited in the outside trash collection container. Recycling will be kept separate from trash and deposited into the recycling collection container without plastic bags. Trash receptacles shall be left clean, free of foreign matter and odors. Ensure each receptacle has an extra liner dry and free from foreign substance.

2. Clean and Disinfect Bathrooms - Three times a week. Completely clean and disinfect all surfaces of sinks, toilet bowls, urinals, lavatories, showers, shower mats, dispensers, plumbing fixtures, partitions, doors, walls, glass, mirrors, and other such surfaces, using a germicidal detergent. Disinfect all surfaces of partitions, stalls, stall doors, entry doors, (including handles, kick plates, ventilation grates, metal guards, etc.), and wall areas adjacent to wall mounted lavatories, urinals, and toilets.

3. Vacuum and Maintain Floors - Three times a week. All floors, except carpeted areas, shall be swept, dust mopped, damp mopped, wet mopped, dry buffed, and spray buffed, as neededappropriate, to ensure they have a uniform, glossy appearance and freedom from dirt, debris, dust, scuff marks, heel marks, other stains and discoloration, and other foreign matter. All floor maintenance solutions shall be removed from baseboards. Furniture, trash receptacles, and other moveable items shall be moved to maintain floors underneath and returned to their original position. Vacuum carpeted areas. After vacuuming, the carpeted area shall be free of all visible dirt, debris, litter, and other foreign matter. Any spots shall be removed by carpet manufacturer’s approved methods as soon as noticed. All tears, burns, and raveling shall be brought to the attention of the government representative. Area and throw rugs are included to receive this service.

4. Spot Clean Carpets - Once a week or more frequently if needed. Spot clean or shampoo dirty carpets over an area > 2 square feet.

5. Clean Drinking Fountains – Once a week or more frequently if needed. Clean and disinfect polished metal surfaces, including the orifices and drain, as well as exterior surfaces of fountains. Drinking fountains shall be free of streaks, stains, spots, smudges, scale, and other obvious soil.

6. Outside Servicing - Once a week or more frequently if needed. Sweep entry ways and covered walkways.

7. Surfaces and Dusting - Once a month or more frequently if needed. In common areas dust all horizontal surfaces and vertical objects including fire equipment and exit lights, windowsills, blinds, etc. Janitorial service employees are not responsible for cleaning the lab bench tops in any manner. No item on any bench top in any lab space should be touched or moved. Surfaces of built-in or free-standing equipment should not be cleaned. Only empty sinks may be cleaned — glassware, etc., may not be removed from sinks for cleaning. Do not clean sinks that are enclosed in glass hoods. All cleaning materials used shall not contain ammonia and deodorants.

8. Clean Janitorial Storage Spaces – Once a month or more frequently if needed. Clean in accordance with task 3.

9. Clean Interior and Exterior Glass - Once a month or more frequently if needed. Clean entrance doors glass and clean all interior glass, including glass in doors, partitions, walls, display cases, directory boards, etc. After glass cleaning, there shall be no traces of film, dirt, smudges, water, or other foreign matter.

10. Strip, Scrub, Seal, and Wax Floors and Shampoo Carpets - Twice a year or more frequently if needed. Strip, scrub, seal, and wax floors as necessary to maintain a uniform glossy appearance. A non-skid wax is required. A uniform glossy appearance is free of scuff marks, heel marks, wax build-up, and other stains and discoloration. Shampoo full carpet areas semi-annually at the beginning of the contract.

Contractor Responsibility

1. Contractor will verify all dimensions and site conditions prior to beginning work.

2. Contractor will perform the work as listed in the above outlined Base Bid.

3. Contractor shall keep work area clean daily and take measures to control debris while work is being performed.

4. Contractor is required to manage the project and consult with the Government prior to beginning all work phases. And, to work in a manner that minimizes the impact of the work on Government operations, research, and functions.

5. All work must be performed in such a manner as to not adversely affect daily operations of the facility, its workers, and the onsite facility operations.

6. Contractor must always have a Foreman on the job while working on this project.

7. The Government will give contractor access to the buildings serviced weekly per base bid

8. Contractor personnel shall present a neat appearance and be easily recognized. This may be accomplished by wearing clothing bearing the name of the company or by wearing an appropriate badge containing the company name and employee name. Additionally, employees shall be fully attired.

Material / Submittals The Contractor shall supply all materials necessary to successfully complete the project and deliver a functioning system as required. Submittals on all material incorporated into the work, including shop drawings and specifications, used on this project shall be submitted to the EPM and Contracting Specialist as noted in this document. Electronic submittals are acceptable otherwise three written submittals are required.

Damage to Property Any damage to the Government buildings, utilities, etc. caused as the result of the contractor’s activities shall be repaired or replaced to the satisfaction of the Government.

Inspection and Acceptance A government representative shall inspect weekly and approve the work performed on this contract.

Project Schedule The performance of this contract will be annually with an optional 4-year renewal based on contractual performance from date of Notice to Proceed.

Work Hours Contractor work hours shall be Monday, Wednesday, and Friday between the hours of 7:30AM to 5:00PM with the exceptions of holidays. On holidays the contractor will provide contractual custodial services on a day in the week that is not a holiday (Tuesday or Thursday). Any changes to work schedule shall be submitted to Contacting Officer for written approval prior to schedule change.
