TH44 NETWORK UPGRADES
STATEMENT OF WORK (SOW)
1.0 BACKGROUND
The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) Dam Neck Activity (DNA) requires hardware and technical services for network upgrades, Open Security Storage (OSS) modifications and the replacement of flooring in TH44.
2.0 APPLICABLE DOCUMENTS
2.1 Original Equipment Manufacturer (OEM) Specifications
2.2 Occupational Safety and Health Administration (OSHA) Regulations;
2.3 All work shall comply with all applicable building codes including the following:
International Building Code, National Electric Code, National Fire Protection Association (NFPA)
101 Life Safety Code, current editions.
2.4 Room Drawing (attached for reference)
3.0 REQUIREMENTS
The contractor shall provide technical services, labor and material required to support room TH44 upgrades.
3.1 The contractor shall provide each contractor employee with the personal protective equipment required to do their job safely and in compliance with all applicable regulations.
3.1.1 All contractor personnel shall maintain social distancing and wear a facemask at all times while onsite at the NSWCDD Dam Neck Activity spaces until notified otherwise by the government.
3.2 The contractor shall remove and replace the 15 existing raised floor tiles that are either damaged or unusable for the new configuration of the room. The tiles must be of the same type and manufacturer to be compatible with the support system currently installed.
3.3 The contractor shall remove and dispose of the unistrut currently installed and protruding through the floor. The unistrut shall be unbolted or cut from the subfloor for the entire 30 foot length and removed so that no protrusion through the raised floor or sharp edges remain.
3.4 The contractor shall procure and install cable trays beneath the raised floor to support the cable requirements laid out in sections 3.7-3.9 for all data cabling.
3.5 The contractor shall procure and install new flush mount floor boxes capable of supporting power and data requirements outlined in sections 3.6-3.7 and cut floor tile to accept the new floor boxes (18 Each). The contractor shall install new floor boxes in accordance with the attached room drawing.
3.6 The contractor shall connect the below deck power whip and wire to the 20 amp duplex receptacles with sufficiently rated cable for 20 amp service.. All power for the whips will be pulled from the existing breaker panels located inside TH44 and run inside of MC. Contractor will tag the power panel out during work.
3.7 The contractor shall install and label six RJ45 jacks at each floor box as described in section 3.5. The jacks shall use shielded components.
3.8 The contractor shall procure and install a new rack and sufficient shielded patch panels to be used for the central patch panel. There must be a total of at least 108 connections in the patch panel rack.
3.9 The contractor shall procure and install six shielded CAT6 network cables to each floor box to the central patch panel, and run the cabling through the installed cable trays. Terminate Test and connect all floor box RJ45 connections to a central network patch panel as shown in room drawing.
3.10 The contractor shall install network patch panels in central rack described in section 3.8.
the contractor shall also label both ends of each connection (patch panel and floor boxes) with box number and jack number to be determined at installation.
3.11 The contractor shall seal all openings greater than 96 square inches to allow for OSS certification of the space when completed. Bulkhead openings greater than 96 square inches will need bars or metal mesh covering (10-gauge minimum). One main HVAC supply duct penetrates the East wall of the room. This duct will require man bars or all thread to be installed. The duct is asbestos wrapped so proper abatement shall be required for the installation of the man bars/all thread.
3.12 The contractor shall remove and replace ceiling tiles and grid to accommodate the sealing of the wall openings.
3.13 The contractor shall replace any cove base that is damaged while replacing floor tiles.
3.14 The contractor shall remove and dispose of the cooling water manifold in the back of the room. All cut water lines shall be capped.
3.15 The contractor shall manufacture an expanded metal cage with a door to cover the cableway on the east side of the room.
3.16 The contractor shall procure and install dimmable LED lighting (color changing if available) to replace existing halogen tube lighting in the ceiling.
3.17 The contractor shall procure and install sealing door sweeps on the double door entrance.
3.18 The contractor shall coordinate with the technical point of contact (TPOC) identified below for access to complete this work.
4.0 GOVERNMENT-FURNISHED PROPERTY/MATERIAL/INFORMATION
(GFP/GFM/GFI)
No GFM material will be provided with this installation.
5.0 SECURITY
5.1 All work that is to be performed under this contract is unclassified.
5.2 All Contractor personnel are required to be escorted at all times while performing on this
Contract. Multiple Escorts will be available for multi person crews. All work shall be performed during operating hours of 8AM-5PM Monday –Friday.
6.0 TRAVEL
The contractor will be required to travel in performance of this contract. The number of trips and types of personnel traveling shall be limited to the minimum required to accomplish work requirements and shall be coordinated with the technical point of contact. All travel shall be conducted in accordance with the Federal Travel Regulations (FTR). The following travel is anticipated: Seven (7) personnel for thirty (30) days to Virginia Beach, VA.
