Statement of Work Emergency Notification System

1.0 GENERAL

This is a maintenance services contract to support the operation of the Emergency Notification System. This software as a service application will be used to send secure reliable mass critical communications and alerts for immediate information on how to prepare or respond to unprecedented man made or natural disasters.

2.0 DESCRIPTION

2.1. Description of Services: The contractor shall provide service, maintenance and/or support for the Emergency Notification System.

2.2 Period of Performance:

Base: 15 April 2022 – 14 April 2023 Option 1: 15 April 2023 – 14 April 2024 Option 2: 15 April 2024 – 14 April 2025 Option 3: 15 April 2025 – 14 April 2026 Option4: 15 April 2026 – 14 April 2027

2.3 General Requirements:

2.3.1 Maintenance support is provided via telephone or email.

2.3.2 The solution must be designed specifically for emergency notification using an ACT-Saas service model, combining a Saas (software-as-a-service) model with an active-active configuration allowing infrastructure synchronization between data centers.

2.3.3 The vendor maintains all infrastructure aspects of the system. (Customer is responsible for contact data management).

2.3.4 There are no limits to the number of users who simultaneously access the system.

2.3.5 There are no limits to the number of administrators who can simultaneously access the system.

2.3.6 There must not be any ‘fail-over’ time when the GOVERNMENT/AGENCY would be unable to access the notification system if a data center becomes unavailable.

2.3.7 The solution must have the capability to initiate AT LEAST 250,000, 30-second local or long-distance voice messages per hour.

2.3.8 The solution must have the ability to send multiple notifications at the same time to the same or different recipients.

2.3.9 The solution must be scalable to accommodate additional recipients’ contact information on-demand up to 3,500 contacts.

2.3.10 The solution must have the ability to prioritize emergency notifications over standard notifications in the message delivery queue.

3. Work Hours: The contractor will be available Monday – Friday during the facilities normal business hours, except on public holidays.

4. SECURITY

4.1 AT Level I training. This standard language is for contractor employees with an area of performance within an Army controlled installation, facility or area. All contractor employees, to include subcontractor employees, requiring access Army installations, facilities and controlled access areas shall complete AT Level I awareness training within 30 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable and annually thereafter. The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee, to the COR or to the contracting officer, if a COR is not assigned, within 05 calendar days after completion of training by all employees and subcontractor personnel. 4.2 For contractors that do not require CAC, but require access to a DoD facility or installation. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05/AR 190-13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.
