About this file

This document contains a statement of work and solicitation for upgrading a National Institute of Standards and Technology laboratory's 4G LTE network to a 5G non-standalone architecture. The statement of work requires software upgrades for an existing Nokia AirScale baseband unit and radio network units to support 5G NSA, as well as new 5G sub-6GHz and millimeter wave radio units. Onsite installation, configuration, integration, training, maintenance and a five-year warranty are also required. The solicitation seeks a firm-fixed-price quote due by August 23, 2021 for the upgrades and first year of support. The award will be made to the offeror representing the best value based on technical capability and price reasonableness. The work must be performed by a small business and is set aside solely for small businesses to bid on.

Statement of Work Upgrading 4G LTE RAN to 5G NSA

STATEMENT OF NEED:

The Public Safety Communications Research (PSCR) Division of the National Institute of Standards and Technology (NIST) is in the process of expanding its Long-Term Evolution (4G LTE) lab network toward the 5G network architecture. The aim of the expansion is to support PSCR core research projects in assisting public safety first responders fulfilling their missions.

Leveraging the existing 4G LTE Polaris virtual EPC and Nokia radio network (RAN) units already in the lab, it is logical that the PSCR lab would first upgrade its Nokia RAN elements and add 5G new radio (NR) gNB elements to achieve the 5G Non-Standalone (NAS) network architecture. The PSCR lab eventually will add 5G Standalone (SA) elements to complete its expansion from 4G LTE to 5G.

More specifically, this upgrade effort will include software upgrades and new hardware elements for the Nokia Airscale Baseband unit, software upgrades for 4G LTE eNB radio units and new 5G sub-6 GHz and millimeter wave (mmW) NR gNB units. Besides the hardware components, the procurement shall include, all the related operating software and updates, installation and configuration, integration, and technical support.

ITEMS AND/OR ITEM-RELATED SERVICES:

Upgrade existing Airscale Baseband 473095A/96A/98A to support 5G NSA operation

- Shall be compatible or upgradeable to 5G SA.

Upgrade two (2) existing Nokia RRHs (TBD) to support 5G NSA as anchor eNBs.

- Shall be compatible or upgradeable to 5G SA (as LTE anchor eNB).

One (1) RRH 5G MicroRRH Sub6 (band TBD).

- Shall be compatible for either 5G NSA or 5G SA configuration.

One (1) RRH 5G mmW - Med-Power (band TBD).

- Shall be compatible for either 5G NSA or 5G SA configuration.

All deliverable, operational and related software shall be compatible with 3GPP Release 15 or newer.

The Contractor is responsible for providing all of the necessary cables to connect and integrate the units together including GPS receiver, antenna, and cable.

INSTALLATION:

On-site installation and services shall be provided by the Contractor. The Contractor is responsible for physically installing the hardware and ensuring that all components are able to power up. The Contractor shall configure, commission, and integrate all the acquired equipment to PSCR lab existing Polaris LTE EPC (Non-Standalone) emulator. Installation shall include, at a minimum, uncrating/unpacking of all materials, installation, and configuration of all of the acquired equipment, demonstration of specifications, and removal of all trash. The acquired equipment shall operate to manufacturer’s specifications upon installation. Site visit is recommended.

Installation will take place between 8:30 AM and 5:00 PM Mountain Standard Time, Monday through Friday (except Federal Holidays). NIST Boulder Site is located at:

325 Broadway, Boulder, CO 80305

SHIPPING & DELIVERY:

Shipping & Delivery cost for the hardware to the NIST site in Boulder CO is to be included in the submission.

Phased delivery is acceptable, software on USB / disk required, and software electronic delivery is acceptable.

Delivery of all units shall take place earlier but no later than 20 weeks after receipt of purchase order. Installation shall take place earlier but no later than 12 weeks after delivery of units.

Configuration and integration of all the units after installation of all units shall take place earlier but no later than 12 weeks after delivery of all units.

The Contractor shall configure RAN for both NSA and SA operation and to develop a Method of Procedures allowing PSCR to switch between NSA and SA modes for different tests. Both configurations shall include new and existing (7) RRHs.

INSPECTION AND ACCEPTANCE:

The Contractor shall demonstrate that all units are operational according to the manufacturer’s specifications. The deliverable and installed equipment shall be configured and integrated with the existing PSCR Lab Polaris LTE EPC emulator in collaboration with NIST and Polaris personnel for the overall integration effort. NIST will inspect and perform basic operation to ensure that the requirements have been met. NIST shall not sign off on the acceptance until an end-to-end call with a commercial handsets/UE, i.e., originating and terminating calls between two handsets via the network, has been completed on the installed and integrated system. NIST shall have 15 days to accept / inspect the required items.

TRAINING:

Training may take place earlier but no later than 12 weeks after delivery of all units.

MAINTENANCE AND SUPPORT:

Technical support including software and system operation support shall occur between 9AM and 5PM, Monday through Friday, excluding Federal Holidays.

Repair:

Repair and Advance Exchange AE1D level. When NIST reports a hardware failure the Contractor shall send NIST a unit replacement within 1 week. NIST shall send back the broken unit for repair.

WARRANTY:

The agreement shall cover all parts, labor, and travel (if required). The warranty shall commence upon successful completion of delivery, installation, deployment, and demonstration of all required specifications. This warranty shall be for a period of at least five (5) years.
